Details of the draw:

Alberta conducted a draw facilitated by the AAIP or Alberta Advantage Immigration Program on June 21, 2022. The draw issued 150 Notification of Interest letters to immigrant candidates.

Eligibility Requirements for AAIP – Express Entry

The candidates may receive a Notification of Interest letter for the AAIP if they fulfil the requirements given below:

  • An active profile of the candidate exists in the pool of Express Entry
  • The occupation stated in the profile submitted in the Canadian Express Entry pool is an occupation that contributes to the economic development of Alberta
  • The applicant has expressed an interest to immigrate to Alberta permanently
  • The candidate has scored a minimum of 300 points in the CRS

These factors increase the chances of the candidates being issued the Notification of Interest letter:

  • They have graduated from a post-secondary institution in Canada
  • The candidate has a child, parent, or a sibling who lives in Alberta with a Canada PR or permanent residency, or is a Canadian citizen

Eligibility Requirements for AAIP - Accelerated Tech Pathway

The candidates under the Accelerated Tech pathway need to fulfil these requirements:

  • An active profile in the federal pool of Express Entry
  • A score of at least 300 in the CRS
  • Full-time employment in Alberta in:
    • An occupation listed in the Accelerated Tech Pathway occupations
    • An occupation that is a part of the tech industry in Alberta and listed by the AAIP list of eligible NAICS or North American Industry Classification System codes
  • The primary occupation stated in the Express Entry profile is the same as the current employment in Alberta.

Alberta lifts curbs on TFW program, seeks to solve skilled worker crunch

With the intention to meet the workforce requirements of employers in the province, Alberta has lifted its restrictions on hiring TFWs (Temporary Foreign Workers) from May 1, 2022.

Before this new measure was introduced, the government of Alberta had a “refusal to process” list of occupations. This list contained jobs, the applications for which employers couldn’t file to the Government of Canada to hire TFWs in the province via Alberta PNP draws.

Understanding the change

The Alberta government has been in denial to process applications under TFWP for certain occupations, as per the policy of the Government of Alberta. The government had refused to allow employers to seek foreign workers to arrive in the province via Alberta PNP stating that for those occupations there was a surplus of labor. The plan was to urge employers to recruit unemployed natives of Alberta.

Then the on-the-ground trends motivated the Alberta government to loosen the restriction on Alberta employers recruiting foreign nationals. The acute shortage of skilled labor to facilitate the progress of the province’s economy and the inability to find enough Canadian candidates played a major role in the new decision.

For this, the TFWP took up the task of enabling employers in Alberta to hire skilled foreign nationals to fill job vacancies that are currently over 88,000 in number. What the employer is required to do is to submit an LMIA application to the Government of Canada.

The Government of Canada will then do an evaluation of whether the hiring of the foreign national would have a positive or no effect on the Canadian labor market. It must be proven that there’s an absence of qualified workers in Canada available to join the occupation.

In case a positive/neutral LMIA is granted, it’s time for the foreign worker to advance and submit an application for a work permit to IRCC for the selected foreign worker.

The latest measure of relaxing the restrictions on Alberta’s TFW program will boost the influx of skilled foreign nationals. They can migrate to Canada via Alberta PNP. The importance of skilled foreign workers stems also from the fact that newcomers in Alberta could create an environment wherein more natives of Alberta can be provided employment.

The details of the Alberta PNP draw conducted on April 14, 2022, were released recently. There were 250 Canada immigration candidates who received invitations to apply for a provincial nomination. They were selected via the Alberta Advantage Immigration Program’s Express Entry-linked stream.

The draw opened the opportunity for deserving immigration candidates to apply for a provincial nomination that will earn them an advantage in getting a Canada PR visa via a federal immigration draw. These candidates will be ahead in line with 600 additional CRS points assigned to them, to get invited to apply for Canada PR.

Selection via Alberta PNP in Express Entry Stream

Regular review of existing immigration candidates in the federal Canada Express Entry pool is done by the AAIP. On the basis of the available profile information in the Canada Express Entry portal, the AAIP conducts immigration draws to choose candidates from the pool. They are then invited to file a completed application to the AAIP.

About Canada Express Entry

Canada Express Entry is a points-based application management system used by the federal government to manage applications for immigration. These applications are filed for 3 federal high-skilled immigration programs namely CEC, FSTP, and FSWP.

The applicants to Canada Express Entry have their profiles added to a candidate pool that's accessible to both federal and provincial governments. Every candidate profile is ranked by CRS with scores assigned. Factors like age, education, work experience, and skills in Canada’s official language are considered to decide the scores.

When provincial governments choose and nominate Express Entry candidates through PNP draws, they automatically add 600 extra points to their original CRS scores. This way, the candidates get a higher score that will increase their chances to get an ITA to the near surety in a forthcoming federal immigration draw.

For a provincial nomination, these candidates need to create an EOI profile with the provincial PNP involved. The EOI profiles are given scores on the province’s unique points grid.

The highest-scoring Express Entry candidates are invited by IRCC to apply for a Canada PR visa when they take part in regular invitation rounds. Those who are invited can officially apply for Canada immigration.
