What is Skill Assessment and how is it significant for permanent residency in Australia?

Under the points-based immigration, the immigrant must select an occupation that is listed in Australia’s Occupational Demand List. What are the requirements for PR visa for family members?
It is also available to family members of those possessing permanent residency, as long as they meet the requirements.
