New Canada immigration pathway

Lately, the Canada immigration scene is going through some changes that are going to influence the position of all parties involved in the process of immigration.

In the new developments happening right now, there are 2 major steps taken by the Government of Canada.

The first is the creation of a new Canada immigration pathway that will accelerate the immigration program for international students and temporary workers in Canada. This new pathway isn't similar to the TR to PR immigration program created in 2021. That program was created to address the labor requirement of Canada and aimed at letting 90,000 international workers and essential workers become Canada PR visa holders.

The new TR to PR Canada immigration pathway is planned to be made available by September 8, 2022. This means that Sean Fraser has a tight deadline to meet in this regard.

Changes to Canada Express Entry

Another major change in affairs happening in Canada immigration is how the Canada Express Entry system is shifting from its current procedure. As of now, the Express Entry system has managed immigration applications through ITAs issued to candidates on the basis of their CRS scores.

With the new changes, the IRCC will enable the immigration minister to create groups of applicants based on occupations that are in demand and other immigration policy goals. An example is increasing the number of newcomers who are francophones.

After the pandemic struck, Canada had a situation under which IRCC had to depart from the ITA-based immigration system. There were certain key industries like healthcare that needed more foreign professionals and the practice of issuing program-specific ITAs was practiced for a while.

Also, to achieve the goal of 400,000 newcomers, Canada resorted temporarily to inviting CEC stream candidates till September 2021. These 2 methods were temporary fixes for sure and come July 2022, the system will return to the ITA system with the new enhancement aforementioned.

Under the new ITA-based Canada immigration system, an immigration candidate with a CRS score of 200 involved in an occupation in demand will have a better chance of getting invited than a candidate with say a CRS score of 460 but not working in an in-demand occupation.

What has to be understood is that with this system in place, IRCC will be enabled to issue ITAs even when there’s an absence of proof to justify choosing certain groupings that are considered more worth it than others.

A concern that the new system brings up is the lack of public consultation for implementing these reforms. Bill C-19 encompasses these reforms along with various other policy changes made in a spectrum of policy areas.
