To qualify for the Malta Permanent Residence Programme, applicants must meet specific requirements for age, nationality, financial capacity, health insurance, and due diligence.

  • 18 years or older
  • Valid passport
  • Clean criminal record

Nationality

  • Open to non-EU nationals
  • Not a citizen of a country excluded from the MPRP by Residency Malta

Financial Capacity

Applicants must meet one of the following financial thresholds:

  • €500,000 in total assets, including at least €150,000 in financial assets, or
  • €650,000 in total assets, including at least €75,000 in financial assets

Health Insurance

Malta MPRP Excluded Countries List

The Malta MPRP currently excludes nationals of 12 countries. Applicants holding nationality from any of these countries cannot apply under the MPRP. The list is set by the Residency Malta Agency and may be revised from time to time.

Property Requirements for Malta MPRP

To qualify for the Malta Permanent Residence Programme (MPRP), applicants must meet the MPRP property requirement through either purchase or rental. The programme requires a property purchase of at least €375,000 or a rental property costing at least €14,000 per year.

  • Purchase: Minimum property value of €375,000.
  • Rental: Minimum annual rent of €14,000.
  • 5-year requirement: The qualifying property must be held for a minimum of 5 years, after which a residential property is required to retain the MPRP status.


Documents Required for Malta PR through MPRP

Applicants need personal, financial, property and supporting documents to apply for Malta PR through the MPRP. A licensed agent reviews the documents and submits the application to the RMA.

Personal Documents

  • Valid passport, including all pages, for the main applicant and dependants
  • Certified birth certificates for all applicants
  • Marriage certificate, where applicable
  • Police clearance certificate from the country of origin and countries of residence, as required by the RMA

Financial Documents

  • Proof of source of wealth, such as bank statements, salary records, investment portfolios and property valuations

Property Documents

  • Purchase contract or rental agreement for the qualifying property in Malta

Other Documents

  • Health insurance covering Malta and the Schengen Area for all applicants
  • Power of Attorney authorising the licensed agent to submit the application
  • Completed KYC forms required by the RMA
  • Completed MPRP application forms

How to Apply for Malta MPRP from the UAE?

To apply for the Malta MPRP from the UAE, applicants must meet the programme requirements and apply through a licensed agent. The process covers document submission, due diligence, Approval in Principle, government payments, property, biometrics and issuance of the permanent residence card.

Step 1: Check Your Eligibility

Step 7: Receive Your Malta Residence Card

The Malta permanent residence card is issued after final approval.

Malta Permanent Residence Programme (MPRP) Cost

The Malta Permanent Residence Programme (MPRP) costs €99,000 in government, administrative and charity payments for the main applicant. Applicants can choose between two property options: purchase a qualifying property for at least €375,000 or rent one for at least €14,000 per year. The qualifying property must be maintained for at least five years.

For a family of four with two adults and two minor children, the €99,000 programme payments remain applicable, plus €2,000 for four residence cards.

Malta MPRP Processing Time


The Malta MPRP process takes around 12 to 13 months, from engaging a licensed agent to receiving the permanent residence card. The process includes application preparation, RMA due diligence, Approval in Principle, property and payment completion, biometrics and final card issuance.

Applicants who want to relocate sooner can apply for an optional Temporary 1-Year Residence Card after submission, while the full MPRP application is in process.
