Malta MPRP Eligibility

The Malta Permanent Residence Programme has three straightforward eligibility criteria. You must meet all three to qualify:

The Government of Malta does not currently accept MPRP applications from nationals of the following countries. This list is set by the Government of Malta and is subject to change — always confirm the latest position with Y-Axis Dubai before proceeding:

Bring Your Whole Family — Up to Four Generations

One of the most powerful features of the Malta MPRP is the breadth of family members you can include in a single application. Unlike many investment immigration programmes that restrict dependants to immediate family only, the MPRP allows up to four generations under one submission:

  • Main applicant (18 years of age or older)
  • Spouse, life partner, or same-sex spouse
  • Unmarried children up to and including age 28
  • Children of any age who are seriously ill or have a disability
  • Parents of the main applicant or spouse (not in full-time employment)
  • Grandparents of the main applicant or spouse (not in full-time employment)

Each additional adult dependent beyond the main applicant and spouse/minor children incurs an additional government processing fee of €7,500 per person.

Malta MPRP Cost: What Does It Cost?

The MPRP has two components: a property commitment and a set of one-time government and charity payments. These are fixed by the Government of Malta and apply to all applicants regardless of nationality.

Option B — Rent Rent a qualifying residential property in Malta at a minimum of €14,000 per year 5-year commitment (minimum)

Property purchased under Option A can be short-let immediately, making it possible to generate rental income from your investment from day one. Rented property under Option B may be sublet only after the 5-year commitment period has ended.

Malta MPRP Process: Your 12–13 Month Journey

From your first eligibility check to receiving your permanent residence card, the end-to-end MPRP process takes approximately 12 to 13 months. Here is the full step-by-step journey:

2 Week 1 Engagement — You sign the Y-Axis engagement letter and pay the professional fee to begin the formal process.
3 Months 1–3 Filing — Y-Axis prepares your full documentation file including Power of Attorney, KYC, and source-of-wealth evidence, and submits your application to the Residency Malta Agency (RMA).
4 Months 4–8 RMA Due Diligence — The Residency Malta Agency conducts its background and due diligence review of your application.
5 Month 8 Approval in Principle (AIP) — RMA issues your Approval in Principle letter. You then proceed to make the investment payments (€82,000 in government fees + €2,000 charity + property).
6 Months 8–10 Investment Completion — You complete the property purchase or rental agreement and make all required government payments.
7 Month 10.5 Final Approval & Biometrics — You travel to Malta to attend your biometrics appointment and receive your residence documents.
8 Months 11.5–13 PR Card Issued — Your permanent residence cards are issued and delivered.

Want your residence card sooner? After submitting your application to RMA, you can apply for an Optional Temporary 1-Year Residence Card (approximately €1,500 per person). You travel to Malta, give biometrics, and receive your temporary card while the full MPRP application is in process.

Malta MPRP Documents Required

  • Valid passport (all pages) for main applicant and all dependants
  • Certified birth certificates for all applicants
  • Marriage certificate (if applicable)
  • Police clearance certificate from country of residence and country of origin — for UAE residents, this includes an ECNR/Emirates ID criminal record certificate
  • Proof of source of wealth — bank statements, salary records, investment portfolios, property valuations (last 3–5 years)
  • Proof of financial assets meeting the minimum threshold (€150,000 or €75,000 liquid, depending on route)
  • Medical insurance valid for Malta and the Schengen Area for all applicants
  • Power of Attorney authorising Y-Axis to submit on your behalf
  • Completed and signed KYC (Know Your Customer) forms as required by RMA
  • Proof of accommodation in Malta (purchase contract or rental agreement)
  • Completed MPRP application forms as specified by the Residency Malta Agency
