Canada now makes it possible to get work, study permits by mail

Foreigners present in Canada who have the approval to study or work in Canada can now receive their permits through the mail.

These are those foreigners who have their LOIs but are stuck without a way to reach a Port of Entry to claim their permits. This is due to the travel restrictions in place owing to COVID-19.

IRCC is working for them and has opened its web form to receive their requests for the permits. This new facility is also available to those who received their LOIs under the IEC program.

IRCC has declared that this facility will be available to these foreigners until March 31, 2021.

How LOI holders get their study or work permit in Canada

The process of filling the web form will be a tad different depending on whether the applicant is coming to work or study. The request text is written in the study permit application and the work permit application will have the same information as regards the mention of application number and applicant’s contact address.

But an additional text will need to be written with the specific type of work permit applied for. For an employer-specific work permit, additional information of the employer should be given including:

  • Employer’s name
  • Employer’s address
  • Employer’s contact telephone number / Employer’s email

For an open work permit Canada requires the applicant to just mention his/her eligibility as he/she meets all the requirements of the open work permit program.

Once the study permit application is submitted, the officials will review it and verify whether the name of the DLI mentioned in the request matches that in the letter of acceptance. They will also make sure that the school mentioned by the applicant still accepts foreign students and that the study program intended isn’t canceled. Other things they make sure include whether there’s still funding in place for living expenses, tuition, and the student’s return home.

Once the work permit application is submitted, the immigration department checks whether the name of the employer in the LMIA or LMIA-exempt offer matches what the applicant has mentioned in the request. The officials will also look into whether there are any case notes or concerns entered post the approval’s issue.

Officers may get in touch with the employer in order to confirm the job offered. The applicant may be contacted for an interview in case they think it’s necessary.

If the officers refuse a permit on the basis of any information they get besides the open-source information, it must be followed up by the procedural fairness process. In case of refusal, the officers are required to add case notes that indicate the reason for such a decision. They must also apprise the applicant about the date of the expiry of their present status. If the foreign national has already exhausted his/her date of expiry, the officers must guide him/her on the next steps to be taken.

Applicants whose requests are granted will receive their documents in the mail and can work or study in Canada.
