In the latest development, Sean Fraser has announced certain changes in IRCC’s policy. They will facilitate physicians already working in Canada to stay back and work there longer.

The background

Certain physicians have had to face impediments in accessing Canada PR through flagship programs for skilled workers in Canada. These immigration programs are managed under the Express Entry system.

The reason for the difficulty for physicians to access permanent residence is the way the fee-for-service model is looked at in Canada for healthcare professionals. Such a model isn’t recognized as one in the purview of the traditional employer-employee relationship.

Because of this, many physicians are right now considered self-employed. This leaves them unable to meet the eligibility criteria set by economic pathways under Express Entry for Canada PR.

These physicians will get access to Canada PR via economic immigration programs. This will result in more of those physicians right now living in Canada. They are serving in key job vacancies in Canada’s healthcare sector and will be able to continue staying in the country permanently.

What’s on the cards?

  • IRCC will uphold the priority it gives to applications for temporary resident work permits for essential healthcare workers.
    • In 2022, IRCC accepted more than 8,600 applications for temporary and permanent residency from foreign nationals wanting to be employed in the healthcare sector.
    • As of June 2022, the approximate number of permanent residents who got admission to Canada under streams related to healthcare was 4,300. These streams belonged to the TR to PR pathway.
  • The Government of Canada is working to take the success of Express Entry forward. The aim is to give a better response to a range of evolving economic requirements and priorities. This will be achieved through legislative changes brought about in Bill C-19.
  • Canada will introduce a new immigration system in which invitations issued through Express Entry will be specific to occupations. This will be introduced in early 2023.
  • IRCC will take steps to increase the immigration of francophone candidates.
