The Canadian province of Quebec invited 233 new immigration candidates on December 16, 2020, under the RSWP. Candidates who had an EOI profile in Arrima, Quebec’s online registration portal, were the only ones eligible for receiving invitations.

2 categories of candidates were invited in the draw namely:

  • Ones with a valid job offer from Quebec
  • Ones who are either a consular officer, a diplomat, or a representative of the UN or any intergovernmental organization conducting operations in Quebec

The draw also allowed members of the staff of any such official, as allowed under Quebec Immigration Regulation’s provision in Section 26.The profiles of the candidates are scrutinized by the MIFI to decide if a candidate meets the specific criteria based on the labor market needs of Quebec.

What is Arrima?

Arrima manages the pool of applicants who apply for the RSWP.It’s a system that was implemented to simplify the process of applying for visas in Quebec. Those who are interested to migrate to Quebec via RSWP are required to create an EOI profile in Arrima, which is an online tool.

These candidates will be placed in a pool of candidates. The MIFI invites candidates who are the most qualified for a particular job opportunity in Quebec. The strong potential of the candidate to merge into Quebec’s society is also considered.

The MIFI ranks the candidates using the RSWP selection grid on the basis of factors like:

  • Age
  • Education level
  • A valid job offer
  • Work experience
  • The ability to support self and family for the first 3 months after arrival in Quebec
  • French and English language skills
  • Relationships with citizens of Canada or Canada PRs in Quebec

Those who get a passing score on the selection grid will get their CSQ. The CSQ is a compulsory document required by Quebec to certify that the candidate has been given approval for permanent selection in Quebec.

Those who get CSQ can apply for a Canada PR visa. This is followed by a medical examination and criminal admissibility screening.

In 2021, Quebec aims to welcome up to 47,500 newcomers.
