On March 11, 2021, Manitoba invited 299 new immigration candidates in MPNP’s 5th draw of 2021. The candidates were invited to apply for a provincial nomination for Canada PR.

The immigration candidates were chosen from the International Graduates and Skilled Workers categories. They were sent LAAs via the streams namely:

  • International Education Stream - 3 invitations (Min. EOI score 728)
  • Skilled Workers Overseas - 35 invitations
  • Skilled Workers in Manitoba - 261 invitations (Min. EOI score 459)

35 LAAs were sent to Express Entry candidates.

About Express Entry

Canada’s Express Entry system manages visa applications from skilled workers who are willing to work in Canada. One can apply for a Canada PR directly by applying through Express Entry. Eligible immigration candidates are invited by IRCC.

In certain cases of PNP draws that are aligned with Express Entry, immigration candidates can get a provincial nomination after their profile in the Express Entry pool is found matching for the provincial requirement.

To be in the Express Entry pool, the candidates must meet the requirements of one of the 3 Express Entry programs. The ranking for the candidates is based on a CRS score that assesses the profiles based on factors such as work experience, age, education, and language proficiency.

Candidates who score the highest will get invites to apply for a Canada PR visa via regular Express Entry draws. The candidates who get nominated by a province via a PNP draw will get extra 600 points. This ensures that they will get ITAs in an upcoming federal immigration draw.

About the MPNP

If an immigration candidate registers an EOI with the Manitoba PNP, the candidate will be able to participate in a PNP draw conducted by Manitoba. If a candidate is found eligible and right for the requirements of the province’s labor market, that candidate will be issued LAAs through the immigration streams of Skilled Workers Overseas and Skilled Workers in Manitoba.

MPNP ranks candidates out of 1,000 points for their human capital factors which are similar to what Express Entry considers while assigning CRS points. Besides, MPNP also considers connections the candidate has to Manitoba. This could be through previous work experience in Manitoba, family connections, or an invitation via one of the strategic recruitment initiatives that Manitoba offers.

To be invited under the Skilled Workers in Manitoba category, the candidate requires to have a full-time job offer from an employer in Manitoba. If a candidate has completed education in Manitoba, he/she is eligible to receive an LAA under the International Education Stream. However, for that, the candidate will have to demonstrate that he/she possesses the in-demand skills required by Manitoba.
