Manitoba’s latest provincial nominee program draw was held on March 12, 2020. 222 immigration candidates, willing to migrate overseas to Canada, got invited. They are now eligible to go ahead and apply to get a provincial nomination to get permanent residency in Canada.

This was the 85th Expression of Interest (EOI) draw held under Manitoba Provincial Nominee Program (MPNP). The Canada immigration candidates were invited from the following 3 streams:

  • Skilled Workers in Manitoba (191 candidates invited)
  • Skilled Workers Overseas (13 candidates invited)
  • International Education Stream (18 candidates invited)

The invitees also included 17 Express Entry candidates. They received the invitations, also known as Letters of Advice to Apply (LAAs) in this draw.

Express Entry deals with the applications for 3 main economic-class immigration programs of Canada:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

A Comprehensive Ranking System (CRS) score is given to candidates eligible for Express Entry. The eligibility gets decided based on factors like

  • Age
  • Education
  • Work experience
  • Official language skill

Candidates who score the highest get invited to apply for permanent residency. This will be through Express Entry draws. This usually happens every 2 weeks.

Express Entry candidates get an extra 600 points to their total CRS score if they have a provincial nomination. This bonus effectively guarantees that they will receive an Invitation to Apply (ITA) in a subsequent Express Entry draw.

Express Entry candidates have to submit a separate EOI profile to the MPNP. This is necessary if they want to be considered for a Manitoba provincial nomination. They must also have eligible work experience in one of Manitoba’s in-demand occupations.

Manitoba’s Expression of Interest system

Immigration candidates should register an EOI with the MPNP to get invited to apply for a Manitoba provincial nomination. This will happen in the categories of:

  • Skilled Workers Overseas
  • Skilled Workers in Manitoba

An EOI is an online profile with a maximum rank of a score of 1,000. Points of a candidate are awarded for:

  • Work experience
  • Education
  • Skill in English or French
  • Connections to Manitoba

In this draw, the candidates invited under the Skilled Workers in Manitoba stream had a score of 496.

The candidate, invited from the Skilled Workers Overseas Stream, who scored the lowest got 672 points.

Skilled Workers in Manitoba and Skilled Workers Overseas

The Skilled Workers Overseas Category lets the MPNP select and nominate skilled overseas workers. These workers are expected to help support Manitoba’s labor market.

It’s necessary that immigration candidates must have an established connection to Manitoba. This could be

  • Close family or friends
  • Previous education or work experience Manitoba
  • An invitation through one of the MPNP’s Strategic Recruitment Initiatives

To be eligible, the candidate needn’t be present in Manitoba while submitting the application.

The 13 candidates invited through the Skilled Workers Overseas stream got a direct invitation from the MPNP. This was under a Strategic Recruitment Initiative.

The 191 candidates invited through the category of Skilled Workers in Manitoba need to have a full-time, permanent job offer from a Manitoba employer.

International Education Stream

International students graduating in Manitoba, possessing in-demand skills may be invited under the International Education Stream. This stream includes 3 sub-categories:

  • Graduate Internship Pathway
  • Career Employment Pathway
  • Student Entrepreneur Pathway
