Canada is now accepting a new test result as proof of language ability. It is primarily meant for the French-speaking Overseas Immigrants. Candidates with proficiency in this language can now apply for Canada PR.

‘The Test de Connaissance du français pour le Canada’ or TCF Canada has been particularly designed for this reason.  It is conducted by Centre international d’études pédagogiques or CIEP to test proficiency in the French language. The centre is run by the French government. It will be made available at approved test centers across Canada and over 150 countries.

The TCF Canada was created to match the Immigration, Refugees and Citizenship Canada (IRCC)’s French-language standards. It is popularly known as the Niveaux de compétence Linguistique canadiens or NCLC. It is applicable for the Express Entry system which includes -

  • The Federal Worker Class
  • The Skilled Trades Class
  • The Canadian Experience Class

Candidates must prove a minimum proficiency level in either English or French to be eligible for Canada PR. It is to focus on both English and French since they are official languages in Canada.

As reported by CIC News, candidates who claim to know French must prove a minimum proficiency level of NCLC 7. The TCF Canada is the second French language test that’s acknowledged by IRCC. The other recognized option is the ‘Test d’évaluation de français’ or TEF Canada. Either of the two test results will be accepted by IRCC.

English-speaking candidates applying for Canada PR won’t have to provide French test results. However, if they claim to know the French language, they would have to.

The accepted English tests are IELTS and the Canadian English Language Proficiency Index Program or CELPIP.  Canada is encouraging French-speaking Immigrants to migrate to provinces like Ontario. The Government has even introduced different measures to endorse Francophone Overseas Immigration.

Ontario has its own Express Entry-aligned Immigration program. It is one of the most active Immigration programs for French-speaking candidates. In 2018, it has issued over 1,300 invitations to eligible candidates for Canada PR.

A survey in 2016 showed that over seven million Canadians used French as their mother tongue. About 950,000 Canadians out of them lived outside Quebec, the French-speaking province.
