In the first quarter of 2021, Canada issued 44,124 invitations to immigration candidates. To date, this has been the most invites issued in Canada immigration in a quarter ever since the Express Entry was launched. Express Entry was launched in 2015.

Express Entry is today the most prominent pathway via which Canada welcomes eligible and skilled economic class immigrants. First, the candidates must become eligible for any of the 3 skilled workers programs that the Express Entry system manages. Eligible candidates upload their profiles to the Express Entry system and get themselves ranked by CRS. The score given to candidates takes into consideration factors such as age, education, work experience, and proficiency in English/French.

IRCC conducts Express Entry draws and invites chosen candidates to apply for Canada PR. Nowadays Canada is mostly inviting Express Entry candidates who are currently residing in the country during the COVID-19 pandemic. As of now, program-specific draws are conducted as normal draws.

Canada has been finding the best way to recruit people faster into the country’s labor market and welcoming those who are ready for the status of a Canadian permanent resident. IRCC avoided the issue of travel restrictions due to COVID-19 affecting prospective immigrants from landing from overseas. With program-specific draws, Canada invited those candidates who are already available in the country. They were eligible under FSWP.

Canada alternated between PNP, CEC, and Express Entry draws in the Q1 of 2021. In total, 41,708 CEC candidates and 2,416 PNP candidates were invited.

On February 13, 2021, Canada held a historic draw wherein an unprecedented 27,332 immigration candidates were invited to apply for Canada PR. In this draw, only CEC candidates were invited with the lowest CRS requirement ever: 75 points.

62% of the total invites issued in Q1 of 2021 came from the Feb 13 draw.

Expectations for Q2 and beyond

The Q2 of 2021 was started off by IRCC inviting 5,000 CEC candidates on April 1, 2021. It’s expected that IRCC will continue to conduct more program-specific PNP and CEC draws in the few coming months. By inviting the maximum possible PNP and CEC candidates in the first 6 months of 2021, IRCC will ensure that by the year-end, it will have enough immigrants to realize its target of 401,000 new immigrants in 2021.

In the second half of this year, Canada could conduct all-program draws and complete the landing of these candidates. In the meanwhile, the COVID situation will improve, and travel restrictions will get lifted.
