Highlights of Express Entry reforms

  • Targeted Express Entry draws are going to be held in early 2023.

It’s closer to 2023. More targeted Express Entry draws will be held early on in the coming year. The new changes made to Canada Express Entry will get implemented in 2023 and Canada immigration candidates will be selected on the basis of labor market goals.

“The Department is planning to consult a wide range of stakeholders to inform new categories in Express Entry, as required by the legislation, and is preparing for technical implementation in the first quarter of 2023,”

The Bill C-19 was passed recently and a significant decision was made regarding the Express Entry system of immigration. The Bill gives power to the immigration minister to issue an invitation to Express Entry candidates on the basis of criteria that support the economic needs of the regions involved.

Factors considered for inviting Express Entry candidates

There are 3 factors based on which Canada immigration minister will decide targeted selection of Express Entry candidates. They are:

Occupation

There are several professions that are in-demand and need foreign professionals to fill job vacancies. Healthcare is one of those industries where professionals like nurses are in high demand. Candidates in such occupations could get priority in selection on immigration candidates.

Other industries of importance include manufacturing, retail trade, construction, and food services.

Language ability

Targeting immigration candidates based on language abilities is a way for Canada to address a major challenge in its immigration strategy. This is attracting French-speaking immigrants to regions other than Quebec.

Canada has a Francophone Immigration Strategy. It directs the Canadian government to aim at welcoming 4.4% of total Canadian immigrants outside Quebec to be Francophone by 2023. All this is aimed at increasing the count of French-speaking immigrants in the country.

Educational background

In 2023, the Canadian government may prefer to target candidates who have completed certain types of educational qualifications. An example of such a specific selection is aircraft mechanics. Express Entry candidates who have completed the relevant course for this profession and obtained their practice license in Canada will get a preference.
