In March 2022, the Canadian government announced immigration targets for 2022-24. The country aims to embrace 431,645 new permanent residents (PRs) in 2022, while their numbers will be 447,055 and 451,000 in 2023 and 2024, respectively.

Most of the immigrants during the pandemic have played a crucial role in mitigating risks. According to the Canadian government, their role has been noteworthy in crucial sectors like manufacturing, transport, and health care.

Popular programs for PR visas

In addition, Canada faces shortages of skilled workers due to an increasingly aging population and a decreasing birth rate. These have to be filled. Canada's target figures show that the country will be going all out to attract high numbers of migrants.

 The 2022-2024 immigration targets will see this North American country welcoming 60% of migrant workers under the economic class program such as the Express Entry, the Provincial Nominee Program (PNP), and the Canadian Experience Class (CEC).

It may surprise some that Canada was one of the very few countries that continued to encourage PRs and temporary foreign workers into the country during the pandemic.

To be eligible for permanent residency in Canada in 2022, here are some pathways available to migrants, besides the steps they have to take at each step of the immigration procedures.

Canada has many immigration programs, with each having its own qualifications standards. The other popular immigration programs in Canada are Quebec Skilled worker Program (QSWP), the Startup visa program, and the Rural and Northern Immigration Pilot (RNIP).

The most popular programs are Express Entry PNP to apply for PR visas in Canada.

The information on the eligibility criteria, the application process phases, and the certificates needed for each program are as follows.

Obtaining Canada PR with the Express Entry program

It begins with the creation of the Express Entry profile online. The profile would include identification certificates of age, educational qualifications, work experience, proficiency in a language (English or French), etc.

To become eligible for the PR of Canada as a skilled migrant worker, an individual must secure 67 points. You can submit your application after attaining eligibility.

Completion of ECA

Individuals who have done their entire education outside of Canada must complete an Educational Credentials Assessment (ECA). ECA allows the country's immigration authorities to verify that the educational qualifications of applying candidates are on par with those that the educational system of Canada awards.

Qualifying in language proficiency tests

Applicants must take the English language proficiency tests compulsorily for the Express Entry program. To qualify, they need to score at least six bands in each of the sections of the IELTS. When submitting their applications, aspiring immigrants should produce test scores that are less than two years old.

French-speaking migrants will gain additional points. To prove their French proficiency, they should take a French language test, the Test de evaluation de Francians (TEF).

 Calculating CRS scores

All the Express Entry pool profiles are graded as per the Comprehensive Ranking System (CRS) score. After evaluating the applicants' profiles, CRS scores are issued to provide a grade in the Express Entry pool.

Authorities will take into consideration skills, educational qualifications, work experience, language proficiency (English or French), and other aspects to assess the CRS score.

Your profile is selected for the draw of the Express Entry, provided you have obtained the necessary CRS score that the specific draw mandates.

To get a high CRS score, you should have a job offer in hand from a Canada-based employer. This particular aspect will add to your score up to 50 to 200 points based on the skill level.

Most of the provinces of Canada have PNPs in place that are associated with Express Entry streams. Individuals with a provincial nomination will get to add 600 points, allowing them to get most definitely invitations to apply (ITAs). Those who manage to get a PNP will also enhance their CRS scores.

Obtaining ITAs

In case your profile has been selected in the Express Entry pool, the Canadian government will issue you an ITA, following which you can begin the documentation process for the PR visa.

Applying through PNPs for PR visas

Initiated by Immigration, Refugees and Citizenship Canada (IRCC), the Provincial Nominee Programs (PNP) aimed to support different Canadian provinces and territories to choose migrant workers who would be willing to make particular provinces or territories their homes in the country. Moreover, they should possess the aptitude and experience to contribute to the economic growth of a specific province or territory.

You must note that Nunavut and Quebec do not participate in Canada's PNP. That said, Quebec has in place Quebec Skilled Worker Program (QSWP), the province's separate program to welcome migrants.

Those opting to apply for their PR visas through the PNP must note that they should apply in the province or territory where they would be settling; their profiles fulfill the eligibility requirements of the specific provinces to get nominations to apply for the PR visas of Canada, and they can apply for their PR visas on being nominated those provinces or territories. The conditions for assessing the PR applications differ from one province to another, even though their eligibility requirements are the same as the Express Entry program.

After receiving an ITA, you need to submit the necessary documents to obtain your Canadian PR visa.
