Skilled workers possessing Quebec Selection Certificates (QSC) will now be eligible for open work permits. This will allow them to work while waiting for the final decision on their application for a visa for Canada immigration.
The new development comes under an IMP+, which is an expanded International Mobility Program. Under this program in Quebec, IRCC will give 7,000 skilled workers open work permits every year. These migrants can then start working sooner irrespective of the fact that the decisions on applications for a Canada PR visa are still undergoing processing.
Quebec has a growing challenge of labor shortages getting more severe in many sectors. The Canadian province is hoping that IMP+ will prove helpful in solving these issues and enable the provincial economy to grow.

Quebec is ready to exempt many employers from undergoing LMIA to hire temporary workers. This step will materialize under a temporary foreign worker program that’s more flexible.
Under the new and simplified process, employers in Quebec will also have to take up the responsibility of medical insurance coverage, plane tickets, and ensuring adequate housing for workers they recruit. The new process will start on May 24, 2022.
The new measures adopted by Quebec are the result of an agreement between the province and Ottawa that was reached on August 4, 2021. The aim was to accelerate the influx of foreign workers to help businesses in Quebec overcome challenges related to recruitment.
