IRCC recently proposed to the IRPA to introduce a new PR class for the country's semi-skilled workers. The new PR program will be set up for foreign workers with training and expertise in TEER levels 4 and 5. According to the IRCC, the new pathway, if implemented, will streamline the economic immigration system. The program will support selecting permanent residents and interested applicants through a more diversified range of experience and skill sets.

The TEER (Training, Education, Experience, and Responsibilities) system was first introduced in 2022 as a part of the evolution of the NOC system. The original Skills levels were replaced by TEERs, which is a categorization of occupations. Post-secondary education or internship for a specific period is mandatory for occupations listed in TEERs 0-3. The TEER 4 & 5 usually consist of on-site training and high school education. The TEER 5 requires no authorized education, while some occupations need short-term work experience. The Federal economic immigration programs that the Express Entry manages usually consider TEER 4 and 5 ineligible.
StatCan reports a major transformation in the employment of international students and TWF (temporary foreign workers) in low-skilled sectors like retail trade, food services, and accommodation.

The IRCC announced the need to neutralize the immigration numbers that crossed over 2 million in 2023. Marc Miller, the Immigration Minister of Canada, added that the country retained around 38% of the overall jobs lost during the pandemic. Visitors, students, and other workers who fall under the temporary resident category were initially not capped.
However, Canada capped the number of student visa applications to be processed earlier this year. Temporary Resident Levels will now be added to the Immigration Levels Plan 2025-2027, which is anticipated to be released in November 2024.
The country also introduced domestic draws to attract and retain more temporary foreign workers. Express Entry draws for Canadian Experience Class (CEC) candidates and those with a provincial nomination have seen a rise. In July 2024, 14,575 ITAs were issued to eligible candidates via Canada draws.
