On August 5, 2021, Canada held a round of invitations. In this event, 3,000 Express Entry candidates were invited to apply for Canada PR.

The candidates who were invited had to be eligible for the CEC. They had to have a minimum score of 404.

The score required in this Express Entry draw was higher than the previous CEC draw. In that draw, Express Entry candidates required a score of 357. This score stipulation was the same as the all-time second-lowest for the CEC class of Canada immigration draws.

The lowest score ever prescribed to date was in the draw held on February 13, 2021. Each candidate eligible for CEC was issued an invitation. The lowest score in the Express Entry pool was 75 points.

The tie break rule

The tie-break rule is implemented not only to solve the issue of more than one candidate having the optimal score but also as an administrative requirement.

Only those candidates with the minimum score got included in the invitation list who had submitted their profiles before the timestamp given as the tiebreaker. For this draw, it was August 3, 2021, at 05:39:26 UTC.

The trend of CEC-only draws

From the beginning of the year 2021, IRCC has been following the practice of conducting only Express Entry draws specific to PNP and CEC programs. The major reason for this was that the candidates in these programs are found residing in Canada already. If not so, at least they have some ties in Canada.

Most of the CEC candidates are present in Canada already. This is because work experience in Canada is one of the key eligibility criteria for Canada immigration programs. It’s estimated that 90% of CEC candidates in the Express Entry pool can be found in Canada on any given day.

Canada has been giving priority to domestic candidates since the pandemic forced the country to enforce travel restrictions. Domestic candidates like CEC candidates are less prone to be affected by such restrictions and other preventive actions.

It was only after June 21, 2021, that COPR holders could arrive in Canada and complete their final step in the Canada immigration process: the landing.

Canadian ambitions

The Canada immigration goal for the year 2021 is 401,000 newcomers. In the first half of 2021, IRCC has let in 143,000 new Canada PR visa holders across all programs. In case Canada wants to meet its immigration target of 2021, the country will have to bring in close to 43,000 newcomers every month.

The trend of Express Entry invitations

Compared to the numbers in 2020, in 2021, the number of ITAs issued to Express Entry candidates has nearly doubled. This reveals that in 2021 IRCC is making double the effort to bring in 108,500 new immigrants via the Express Entry system.

Till now in 2021, 102,316 Express Entry candidates have been invited to Canada.

The minimum score requirements went through fluctuations which can be attributed to the nature of immigration draws specific to PNP and CEC programs.

CEC draws are typical in having lower cut-offs as the rounds of invitations are focused on one category of applicants. CEC candidates aren’t competing with anyone as the PNP candidates do. An example is the Federal Skilled Worker Program.

The minimum score cut-off comes down with more CEC candidates getting selected from the top of the list. In the case of PNP candidates, individuals get 600 extra points granted automatically as they receive a provincial nomination in a PNP invitation round.

About Express Entry

Express Entry is a points-based application management system used by the federal government to manage applications for immigration. These applications are filed for 3 federal high-skilled immigration programs namely CEC, FSTP, and FSWP.

The applicants to Express Entry have their profiles added to a candidate pool that's accessible to both federal and provincial governments. Every candidate profile is ranked by CRS with scores assigned. Factors like age, education, work experience, and skills in Canada’s official language are considered to decide the scores.

When provincial governments choose Express Entry candidates through PNP draws, they automatically add 600 extra points to their original CRS scores. This way, the candidates get a higher score that will increase their chances to get an ITA to the near surety in a forthcoming federal immigration draw.

The highest-scoring Express Entry candidates are invited by IRCC to apply for Canada PR when they take part in regular invitation rounds. Those who are invited can officially apply for Canada immigration.
