Canada PR update says 3 provinces topped family immigration count in 2021

Family migration in Canada is a popular reason for Canada immigration. Upon tracking the number of immigrants in 2021 who were common partners/spouses of a Canada PR (Permanent Resident) or Canadian citizens, very interesting results came up.

Of the 64,200 immigrants who entered Canada in 2021 as common partners/spouses, over 80% settled in 3 Canadian provinces: British Columbia, Ontario, and Quebec.

Here’s a summary of the number of immigrants as relatives who came to the aforementioned Canadian provinces:

Immigration plans for partners/spouses as immigrants

For the year 2022, Canada has set an Immigration Levels Plan target of 80,000 immigrants who will arrive in immigration streams for partners/spouses and children of Canada PR or Canadian citizens. It represents the largest part of the 105,000 Family Class immigrants expected to arrive in Canada this year. The remaining immigrants will be coming via the Parents & Grandparents Program.

There are many options for Canada PR or Canadian citizens looking to bring their families to Canada. The data on the arrival of family-based immigrants and targets for the same class of immigrants acknowledge this fact.

Among the many streams for Canada immigration, streams for spousal reunification registered significant growth in processing times. This was attributed to the COVID-19 pandemic. However, Sean Fraser, the Canadian Immigration Minister, stated in January 2022 that the spousal reunification stream was one of the first to get back to the service processing standard of 12 months.

Other immigration categories, including those meant for federal high-skilled workers, are as yet maintaining processing times that go way beyond the service standard of the spousal reunification stream.

Eligibility criteria for sponsors of common-law partner/spouse/conjugal partner

A sponsor in Canada has to:

  • Be at least 18 years old
  • Be a Canada PR, Canadian citizen, or an individual registered in Canada under the Canadian Indian Act as an Indian
    • Canadian citizens residing outside Canada have to show that they are planning to live in Canada when the sponsored individual(s) become Canada PR.
    • Permanent residents living outside Canada can't be sponsors.
  • Provide for the basic needs of those getting sponsored
  • Prove that they aren’t receiving social assistance for reasons other than a disability

Eligibility criteria for the ones who are sponsored

Those getting sponsored must meet the following eligibility criteria:

  • The sponsored person and the members of their family have to pass security, background, and medical checks.
  • A spouse can be male/female and have to be:
    • At least 18 years of age
    • Legally married to the sponsor
  • A common-law partner can be either sex and:
    • Has to be at least 18 years of age
    • Mustn’t be legally married to the sponsor
    • Has been living with the sponsor for a minimum period of 12 consecutive months in a conjugal relationship and must not have lived apart for long periods
  • A conjugal partner can be either sex and:
    • Mustn’t be legally married to the sponsor or be a common-law partner of the sponsor
    • Must be at least 18 years old
    • Must have been in a relationship with the sponsor for a minimum of 1 year
    • Must be living outside Canada
    • Mustn’t be able to marry the sponsor or live with the sponsor in their country of residence due to significant legal and immigration reasons (like sexual orientation, marital status, or persecution).
