New Australian Business Visa to eliminate the need for investment

A new Business Visa has been launched in Australia on November 21, 2018. It was first announced in March. The aim is to improve the economy in the south part of Australia. The new Australian Business Visa will not require a capital outlay.

The Business Visa under subclass 408 will allow Overseas Immigrants to stay in Australia for 3 years. It can be extended to the family as well. There are two criteria The Overseas Immigrants have to meet.

  • They should be under 45 years of age
  • They should receive an endorsement from the South Australian state government for an innovative business

The Australian Government confirmed that endorsement from state Government is important. It will ensure only genuine entrepreneurs have access to the new Australian Business Visa. As reported by SBS.com.au, this Visa would create more jobs and invite entrepreneurs to the country.

Steven Marshall, the state premier said this would lead to immigrants applying for Permanent Residency. It, in turn, would create new successful businesses, companies and jobs in South Australia. Sectors with a capacity to grow can benefit from this. Eventually, the economy will improve, he added.

The Australian Business Visa will not require any mandatory capital outlay. All the applicant needs to do is prove their vocational English proficiency. The South Australian state Government is to invest $400,000 in this program.

Most of the Australian Business Visas require a capital outlay of a minimum $200,000. This is where this Visa differs from them. Also in terms of English language proficiency, the requirement is quite low. Immigrants need to score band 5 in each of the 4 components of IELTS.

This new Australian Business Visa is a temporary permit for genuine entrepreneurs to establish their business. However, it opens the pathway for them to apply for Permanent Residency Visa in the future. At first, the business proposal would be examined by the State Government. Those who can set up a successful business venture will be eligible for Permanent Residence.

The State Government will also keep a check on the business activity of the Visa holders.  If it proves to be not closely associated with the proposal, the visa may be cancelled.

The initiative started on 21st November 2018. It will continue until the end of November 2021. The Government has confirmed that there is no cap on the number of Visas to be granted.

The Working Holiday Visa in Australia lets people 18 to 30 years old have a holiday while working in the country. This Visa is often called ‘Backpacker Visa’ by Immigrants. People holding the visa can apply for a one-year extension if they have worked for 3 months in the country.

On Nov 5 2018, Australia announced that it was extending Working Holiday Visa. It will now allow Immigrants to stay in the country for up to 3 years. However, they have to work for at least 6 months in the agriculture field. As quoted by Channel NewsAsia, the aim is to ease the farm labor shortage.

The change will be effective from July 2019. Immigrants can extend their Working Holiday Visa to the third year. They should spend 6 months working in regions where severe labor shortages are reported. This new change was announced by Scott Morrison, the Prime Minister of Australia.

Mr. Morrison declared the change in policy during his visit to the eastern state of Queensland. This place is particularly important for his fragile coalition government. It is supposed to face a national election by May.

The root of this issue lies in the nation’s decision to curb Immigration. Since 2017, Australian Government has been reducing the scope of Working Holiday Visa. However, the agriculture field has suffered severely due to the labor shortage. Their complaints eventually led to this decision.

In the last two years, over 200,000 Working Holiday Visas were issued to Immigrants from Germany, France and Britain. The scheme is open to Singapore as well for people 18 to 30 years old.

The University of New South Wales has recently published a survey. It shows how much Immigrants earn while they work under the Working Holiday Visa. It is observed that most students and backpackers earned only a fraction of the minimum wage. The report further revealed that Australia has a huge number of underpaid Immigrant workers. The unclaimed wages could be well over a billion dollars.

Indeed, the employment site analyzed more than 170,000 Australian job listings on its database. It identified the positions that have remained vacant for more than 60 days. These were the jobs that employers in Australia found the hardest to fill.

The Hospitality sector topped this list. Jobs listed for “crew members” and “shift managers” remained unfilled for more than 60 days. These positions typically included kitchen hands, wait staff, restaurant crews, resort staff, valet, fast food crew etc.

Shift managers included factories too and not just the hospitality sector. These sectors have many available positions and high staff turnover.

The top 4 positions in the list also include pizza cooks and beauticians.

The hospitality is growing rapidly in Australia. Tourism industry leaders are trying their best to change the perception of work in the hospitality sector. This is to avoid skills shortage in this rapidly growing sector.

News.com quoted Chris McDonald, MD of Indeed, that beauty and massage therapist jobs were a growing part of the Australian economy.

The list put tradespersons as the fifth hardest positions to fill. 45% of trade positions remained vacant for more than 60 days.

Tradespeople in Australia earn an average of $60,000 to $70,000. They earn even more in senior roles.

Among the hard-to-fill jobs which required a degree qualification was Veterinarians. 38% of these positions remained unfilled for more than 60 days.  They were followed by General Medical Practitioners where 31% of jobs remained vacant for more than 60 days.

There is a reciprocal agreement in place for Australians as well. They can migrate to Ireland and work there for up to two years. This news was announced during Mr. O’Donovan’s official visit to Australia. He said that the aim of this exception is to strengthen the link between the two countries. Also, they are hoping to promote cultural exchange. Allowing young people to travel is the best way to achieve this goal.

Mr. O’Donovan further added that extension of the age limit will include a diverse group of people into the program. It will, in turn, strengthen the link between the two countries even further. The Working Holiday Visa program had commenced in 1975. Reports show that over 275,000 Irish Immigrants have moved to Australia under this program. Last year more than 8500 Visas were issued to Irish Immigrants.

However, the rate of Immigrants from Ireland to Australia has reduced over the years. This new exception in Australian Working Holiday Visa is believed to improve the situation. Both the countries hope to welcome more Immigrants in the coming year.

A student will need a letter of completion from their University. It should clearly specify exact dates of study and qualification they possess. Most universities don’t issue this automatically. Students have to place a special request for the same.

 

Also, students need to check the Commonwealth Register of Institutions and Courses for Overseas Students. The course should be registered in there for at least 92 weeks to qualify for a TGS 485 Australia Visa.

Time Spent in Australia

A student should be physically present in Australia for at least 16 months before the completion date. If they have spent a lot of time overseas during their studies, it might be an issue.

Right AFP Clearance

Students will need to provide evidence that they have applied for an Australian Federal Police check. Many students wrongly apply for a state police check. It will result in refusal. Also, one must apply for an AFP in the 12 months before lodging the TGS 485 Australia Visa application.

OVHC is a must

Students need to show evidence that they have maintained health cover. They must have Overseas Visitor Health Cover (OVHC). Overseas Student Health Cover (OSHC) will not suffice, as quoted by the Times of India.
