Currently, the number of jobs in Canada available for data scientists as listed on the Canada Job Bank is around 30. You need to regularly update yourself on the number of job vacancies on this portal to know the latest number of opportunities.

How can a Data Scientist immigrate to Canada?

There’s more than one pathway for tech professionals like data scientists to immigrate to Canada. Let’s examine which are those.

Express Entry

Tech professionals use Express Entry as a popular pathway when they want to immigrate to Canada and settle in this country permanently. The lion’s share of immigrants who arrive every year in Canada immigrates through Canada Express Entry system.

Under the Canada Express Entry, there are three main economic programs that are operational. They are:

The FSW program is best suited for workers in technology without any previous experience of working in Canada.

To immigrate via the Express Entry system, you need to submit an online profile. This profile will be created with all information including your qualifications and credentials. The CRS (Comprehensive Ranking System) will assign scores for your credentials. If you have a CRS score that stands above the cut-off score, you stand a chance to receive an invitation to apply for permanent residence in Canada. The highest CRS scores attract invitations first while a round of invitations is conducted by IRCC.

The current system of Express Entry has shifted the weightage from merely CRS scores to inviting Canada immigration candidates according to the occupations in demand as determined by the Minister of Immigration from time to time. This change in the way of selecting immigration candidates has been adopted with meeting the essential job market needs.

Hence, it’s necessary for you to keep track of the latest priorities considered in Express Entry draws. Tech professionals like data scientists are constantly in high demand. So, their odds of being able to immigrate via Express Entry are high.

Provincial Nominee Programs for Tech Workers

Another popular pathway for tech professionals like data scientists to immigrate to Canada is the PNP (Provincial Nominee Program). There are many provinces in Canada that provide their own PNP programs that give experienced data scientists the pathway to immigrate to Canada and settle in the region. Of these PNP programs, few invite immigration candidates from the Express Entry candidate pool by offering them a provincial nomination for permanent residency.

Let’s look at three PNPs that data scientists can or tech workers overseas that want to settle permanently in Canada:

Ontario Human Capital Priorities Stream

Data scientists can immigrate to Canada using the Ontario Human Capital Priorities stream even without having a job offer. Nevertheless, they must be first invited by the province of Ontario through a tech draw.

If they are invited, they will receive an NOI (Notification of Interest) to which they have to respond within 45 days of receipt of the same by applying for PR nomination.

British Columbia PNP Tech

BC PNP conducts tech draws for candidates who are tech professionals like data scientists. BC PNP Tech program provides accelerated processing of applications for immigration candidates holding a job offer from an employer in British Columba. The job offer must be in one of the 27 tech occupations that are prioritized.

Candidates who apply through this immigration program don’t need to procure an LMIA (Labour Market Impact Assessment). They must however have the eligibility to apply for the visa under one of the Skills Immigration streams offered by British Columbia.

Alberta Accelerated Tech Pathway

Another accelerated immigration pathway for tech professionals like data scientists is the AINP (Alberta Immigrant Nominee Program). Candidates require job offers from employers in Alberta. To gain eligibility to apply for immigration under this immigration program, candidates need to receive a job offer in one of 37 occupations in the tech sector in Alberta. Or else a job offer must be received from an employer in one of the identified tech sectors in Alberta.

Quebec Immigration

Data scientists can utilize the immigration pilot program for tech workers introduced by Quebec in 2021. It allows foreign professionals in select tech occupations to settle in Quebec on a permanent basis.

This program has two streams namely

  • Artificial intelligence, which targets graduates from a college/university in Quebec or tech professionals who have trained outside of Canada
  • IT & visual effects, which targets foreign workers with experience in one of ten select occupations

To apply under both streams, applicants have to be aged a minimum of 18 years. They must have the intention to work and settle in Quebec. They also have to have respect for the conditions of their work permit in Quebec. Another mandatory requirement is that they must prove their financial self-sufficiency.

Canada is preferred above the USA for education for various reasons, which draws more students to Canadian educational institutions, which in turn creates more opportunities for well-trained and qualified foreign teachers.

Here are the aspects in which Canada excels above the USA as an ideal educational destination:

  • Education in the USA is costlier than in Canada making it affordable to study in Canada.
  • Canada has better immigration policies along with affordable education to students which makes it more attractive than the USA, even if the US offers diverse options to study and opportunities for employment.
  • For international students, who form a large part of the student population in secondary schools in Canada, working part-time alongside studies is easier when compared to the USA. This is because there are more options for students to work in Canada.
  • Another advantage of studying in Canada is the easy availability of part-time work options, which is difficult for students studying in the US.

FSW program under Express Entry

Qualified and skilled teachers can immigrate to Canada through the FSW program. This immigration program under the Express Entry system is one of the most popular ones for skilled professionals to move to Canada. Under Express Entry, immigration applicants are picked for Canada PR on the basis of their CRS (Comprehensive Ranking System) score as well as the priority set by the government based on their occupation.

The CRS score assigned to every immigration candidate will be decided on factors including education, age, language proficiency, and work experience, among others. Candidates can also qualify for extra points in case they received a valid job offer from Canada, a PR nomination from a province or work experience/education gained earlier in Canada.

You may not get any extra points for participating in the FSW program as a teacher. However, if you get an ITA (Invitation to Apply) under FSW, you will acquire the flexibility of living in the province/territory of your choice.

Canadian provinces maintain their own Canada PNP. PNPs enable Canadian provinces to offer nominations to immigration applicants who meet their labor market requirements best.

You can choose the Canadian province to immigrate to and submit an EOI (Expression of Interest) and present yourself to be invited. Once invited, you can apply for a PR nomination, which if granted will fetch you the opportunity to apply for a Canada PR visa via the Express Entry round of invitations or directly to the province.

In many cases, the Canadian provinces use NOC (National Occupation Classification) code/s related to your work experience in the past. It’s possible then that you will have a better opportunity to qualify for permanent residence if your qualifications and experience as teachers meet the requirements of the province.

A guide to the Canada ICT program you have always wanted!

Highlights: A basic guide to the Canada ICT program

  • The Canada ICT program enables international companies to transfer qualified employees to Canada.
  • Workers transferred via the ICT program will require an LMIA-free work visa.
  • There are specific criteria for what enterprises are eligible for ICT.
  • ICT program has specific criteria for start-ups which include the capacity to establish themselves in Canada.

There may be many ways you imagine you can migrate to work in Canada. Those very possibly will be visa pathways that help you move to Canada independently to work there under a specific employer or obtain an open work visa that gives the flexibility to choose your employer.

Different types of work visas could be obtained under various temporary migration programs active in Canada. One of them is the Canada ICT program (Intra-Company Transfer program).

The ICT enables international companies in Canada to transfer employees from abroad who are qualified for the jobs they have to offer. The aim of the program is to

·        Improve the effectiveness of management

·        Enhance the competitiveness of the enterprise in markets abroad

·        Expand Canadian exports

People who are transferred to Canada under the ICT program are transferred on a temporary basis to be employed in an eligible company as deemed under the criteria of this program.

What’s an eligible company under the Canada ICT program?

A company eligible for accepting transferred employees under the ICT program is one of the following:

  • The parent company
  • A Canadian branch of the parent company
  • A subsidiary of the original company
  • An affiliate of the foreign company that employs them

The very basics of the ICT program

Let’s now understand some basic requirements to be mindful of if you are trying to obtain a work permit under the ICT program:

  • Canada work permits involved in this program do not need to satisfy the LMIA (Labour Market Impact Assessment) requirement.
  • The work you are going to do in Canada has to be one of the following if you want to get eligibility under the ICT program:
    • Managerial
    • Executive
    • Involving specialized knowledge

Now let’s understand each of the types of work in the list above.

Managerial work

This work has two sub-genres namely:

  • Senior Managers who manage the total or partial affairs of the business enterprise and supervise the work of professional employees or other managers
  • Functional Managers are into completing the task of managing a certain function that’s vital to the achievement of the goals of the company without necessarily managing employees in the enterprise

Executive work

When you are in an executive work, your primary responsibilities involve giving direction to the company management entire or a significant part of it.

Work involving specialized knowledge

If you are into work involving specialized knowledge, your knowledge will be at an advanced expertise level and proprietary know-how of the products, processes, services, and procedures of the company.

Are you eligible for ICT?

If you are an employee getting transferred under the ICT, you have to meet the following

  • You must be currently working at a foreign MNC that’s trying to transfer overseas employees to Canada.
  • You have to be transferred to a company that maintains a relationship that qualifies under the ICT program, with the company in which you are currently working.
  • You must be undertaking a job at a continuing and legitimate establishment of the company situated in Canada.
  • You must comply with all requirements to immigrate to Canada for temporary entry.
  • You must have worked full-time continuously for at least a year (out of the last 3 years) in a position comparable to the one you will be taking up in Canada.

A couple of exceptions for employees are as follows:

  • If they worked part-time for the foreign MNC, IRCC could possibly consider other factors such as the following:
    • number of years of experience working with the foreign company
    • the similarity of the job position with what’s offered in Canada
    • the period for which the part-time position is valid
    • whether signs exist that the company is looking to abuse the purpose behind obtaining the ICT work visa
  • If there’s a corporate merger or acquisition that happened recently related to the foreign MNC, there’s no requirement for you to have been employed with the company for one year provided you have worked for one of the affiliates for a minimum of one year in the previous 3 years. The successor entity has to show that it has assumed the obligations, interests, liabilities, and assets, of the original company and continues to operate a business similar to that of the original company.

How are start-ups eligible for ICT?

For foreign companies that are wanting to source critical workers to Canada, the ICT program has a different set of criteria to meet. These are companies that want to source workers to establish a new business in Canada.

ICT start-up companies that are successful get a temporary work permit with a year’s validity. If these companies keep a relationship with a business entity in Canada that qualifies under ICT as well as do business activities actively inside Canada, their work permits may be subject to renewal. It’s necessary that the operations in the new enterprise in Canada must be staffed sufficiently too.

To demonstrate the capacity to establish themselves in Canada, the start-up companies must do the following so that they get ICT work permits:

  • Give evidence that shows that the company can financially support the costs of starting the enterprise’s operations, which includes the ability to give compensation to employees
  • Prepare a business plan intended to outline plans for staffing for the new operation and effecting business established in Canada
  • Give proof that a physical location has been found and secured (or that the company is undergoing the process to secure a physical space for the company)
  • Showcase that the company will be sizeable enough to support the functions of the managers and/or executives whom the company is transferring to Canada
  • Showcase that the company has the expectation to keep doing business and present proof that Canadian management will be the one directing the work that’s being conducted inside Canada

How can an Administrative Support Officer migrate to Canada?

There are multiple immigration pathways for Administrative Support Officers in Canada in 2023. Here are a few options:

Express Entry

Express Entry is the best option for professionally qualified and experienced Administrative Support Officers to immigrate to Canada. To enter the Express Entry system and find a place among eligible candidates, you have to get ranked with a minimum point of 67 under the CRS (Comprehensive Ranking System).

The CRS score is determined by considering factors like your

  • Education
  • Age
  • Language ability in English/French
  • Work experience
  • The skills of your partner

The higher the CRS points you score, the better your chances are to be sent an ITA (Invitation to Apply) for a Canada PR visa. In response, you can apply for the visa within 60 working days of receiving the ITA.

To immigrate to Canada as a mining engineer, you don’t need a job offer from Canada. However, having a job offer can increase your CRS points.

PNP (Provincial Nominee Program)

The PNP is another great way to take to migrate to Canada as an Administrative Support Officer. Every Canadian province has a PNP immigration pathway of its own. PNP caters to the needs of a province to source suitable and skilled foreign workers to fill the job vacancies there.

If an immigration candidate interested in settling and working in a province has a profile in the Express Entry and gets nominated by the province, that candidate gets 600 extra CRS points (the score granted under Express Entry after assessments). These points become an advantage as the candidate will get a sure chance of getting invited for permanent residence through a federal immigration draw.

AIP (Atlantic Immigration Program)

The AIP is an immigration pathway for skilled foreign workers to obtain Canada PR. It’s also available for international graduates who graduated from a recognized post-secondary institution situated in Atlantic Canada. They must be ready to live and work in one of four Atlantic provinces in Canada. These provinces are

  • Nova scotia
  • Prince Edward Island
  • New Brunswick
  • Newfoundland & Labrador

To qualify for this immigration program, you must procure a job offer from an employer in Atlantic Canada. The employer must genuinely be not able to find qualified candidates they need to fill the jobs with local workers.
