Highlights: Saskatchewan asking for more control over provincial immigration
Saskatchewan wants the Canadian government to give more autonomy to the province in immigration.
There are many jobs in Saskatchewan vacant and waiting to be filled.
Saskatchewan’s premier Scott Moe stated that the province isn’t short of jobs but needs more workers.
The province aims to make Saskatchewan PNP a source of immigrants who could raise the province’s population to 1.4 million by 2030.
There’s a plan to create 100,000 more jobs in Saskatchewan by 2030.
Eliminating delays in visa processing is a major aim of asking for autonomy for Saskatchewan immigration.
Saskatchewan is mulling the benefits of getting more autonomy in deciding its immigration process. There are numerous jobs in Saskatchewan that are waiting to be filled. Overcoming the process delays in immigration is crucial for the province. Also, the province’s administration thinks that an immigration accord with Canada’s federal government will benefit Saskatchewan a lot. The Canadian government has one with Quebec already.
Recently, Saskatchewan’s premier Scott Moe stated that his province is not short of job opportunities, but people to work in them. The province’s immigration targets could be increased to 13,000 annually with an immigration accord with the federal government of Canada.
Such an accord will allow the province to make its own priorities and requirements as concerned with immigration. The aim will be to find suitable candidates to immigrate to the province to fill the job vacancies open there.
It’s a question of meeting Saskatchewan’s economic needs and finding solutions to the gaps existing in the labor market of the province. Measures have to be in place that ensures Saskatchewan makes the optimal selection of immigration candidates and ensuring their effective settlement in the province.
What does Saskatchewan expect from the Canadian government?
Saskatchewan’s premier Scott Moe will urge the federal government of Canada to create a new Saskatchewan immigration accord. This will be similar to what the federal government already has drawn with Quebec.
The proposal for a Saskatchewan immigration accord aims at giving Saskatchewan sole authority with regard to issuing nominations to immigration candidates ready to move to the province. The accord will also allow Saskatchewan to exercise control over the family class of immigration, as well as the transfer of federal resources to provide services to settle in Saskatchewan.
Saskatchewan has plans to increase the population of the province to 1.4 million with the help of immigration to the province. Another target of the province is to create 100,000 more jobs by 2030.
To achieve these targets, Saskatchewan needs not to be restricted by caps imposed by the federal government. The cap is on the number of immigrants that can immigrate to the province. Saskatchewan’s government thinks that the province is in a better position to ascertain the number of skilled immigrants the province needs. The province thus can do better to solve the issues in its labor market.
Saskatchewan is confident that it will meet and exceed the current immigration cap imposed on it, which is 6,000 immigrants under the SINP in 2022. If the federal cap isn’t raised, employers in Saskatchewan could face delays in recruiting a sufficient number of workers. Saskatchewan wants to avoid that. That’s why the province’s government has sought the support and help of the business community to urge the federal government to let the proposal of Saskatchewan be approved.

Highlights of United States citizenship for disabled immigrants
USCIS announces exemption of English and civics testing requirement to apply for US citizenship for disabled immigrants.
The disabilities that are considered under this are physical, learning, and mental disabilities.
Form N-648 must be applied for the exception of the test and this need to be completed and get certified by a medical professional.
Revising the form with a medical professional will help them to get a disability waiver and there is no need for other separate medical documentation.
USCIS announcement of naturalization process for disabled immigrations
The United States has pulled out the multi-layers of barriers to getting citizenship for disabled immigrants. The Naturalization applicants with developmental and physical disabilities or mental disabilities will allow them without giving the test requirement of English and civics.
For that, they need to file Form N-648 to request an exemption from the test requirement. The form needs to be completed and must be certified by a medical professional for applying the naturalization. This initiation helps to serve the needy better.
Usually, to become US citizens, immigrants need to give an English test in order to understand how good they are in writing, reading, and understanding English. And also how well they understand the history of the United States and its government.
The government has been allowing immigrants with disabilities since 1994 to get waivers for citizenship requirements. The applicants who were unable to get the waiver in the previous administration can now just need to resubmit their form with the current and updated information, instead of applying with entire new paperwork.
If the form disabled immigrants get certified with medical professionals, it indicates that they do need any separate medical documentation to apply for the naturalization process.

Highlights of CRS score dipping to the lowest in two years
In the Express Entry draw held on October 26, 2022, the minimum CRS score for eligibility was the lowest since December 2020.
The latest Express Entry draw was an all-program draw. The all-program draws resumed on July 9, 2022.
The all-programs draws were suspended by the end of December 2020.
The CRS score requirement in the Express Entry draw on December 23, 2020, was 468.
Lower CRS scores will increase the number of invitations (ITAs) issued by IRCC, which is significant for Canada these days.
Canada is making great progress on its plan to improve its immigration programs to allow more skilled foreign nationals to arrive and settle in the country. One of the steps in this direction, a significant one, was the lowering of the minimum CRS score requirement for immigration via the Express Entry pathway.
The Express Entry draw that was conducted on October 26, 2022, is a significant point in the recent history of Canada immigration. In this draw, the CRS requirement was lowered to 469, the lowest since December 2020. The number of invitations issued in this draw was also quite high: 4,750. The total number of invitations issued till now in 2022 is 37,039.
Making the way, making progress
Since COVID-19 started in 2020, Canada immigration was affected as restrictive measures on overseas travel and immigration were applied. Immigration draws were no more all-program draws, which means applications for immigration through streams like FSW and FST weren’t processed. Only PNP draws were conducted to bring in essential foreign professionals.
The last all-program draw in 2020 was held on December 23, 2022. After that, the all-programs draw was resumed in July 2022. As the need for skilled foreign professionals grew exponentially in the post-pandemic period, Canada resorted to apt measures in immigration.
As a result, the minimum CRS score requirement in Express Entry draws came down gradually. This led to an increase in the number of invitations issued to immigration candidates.
What’s your takeaway from this trend?
Canada has switched so many lights to green for immigrants like you who are waiting for the opportunity to immigrate to Canada. Here are a few points to consider:
Canada has over 1 million job vacancies on offer that require skilled foreign nationals like you.
Canada is helping more immigrants enter the country by making CRS requirements lower with each Express Entry draw.
Canada is taking lots of measures to retain educated and skilled foreign students and workers by offering them opportunities for permanent residency.
Major changes in the Express Entry system will now make it possible for professionals in in-demand sectors to get priority when it comes to Canada immigration.
