The road to the UK is now open to graduates/Ph.D. holders from the world’s top non-UK universities. A new visa scheme called the “high-potential individual” route is now ready to rope in the best and the brightest of individuals for employment in the UK.

The new scheme is available to alumni of the top non-UK universities who will get a UK work visa valid for a period commensurate to the degree they have. Graduates will get a UK work visa that is valid for 2 years and Ph.D. holders will get a work visa lasting 3 years. And they won’t need a job offer from the UK to qualify for migration.

Regarding job outlook in UK, refer to Job outlook in the UK for 2022.

Under this new scheme, such graduates will be allowed to switch to a long-term employment visa if they meet certain criteria. There won’t be any limit on the number of eligible graduates welcome under this scheme.

 How can you qualify for this new scheme?

To qualify, you must have attended a university that has been enlisted in the top 50 of at least 2 of the following rankings in the year in which they graduated:

  • The Quacquarelli Symonds World University Rankings

The new visa will cost £715. The immigration health surcharge will also apply which is paid to get access to the NHS in the UK. Under this scheme, graduates could bring their families. However, it will be required that they have minimum maintenance funds of £1,270.

Other formalities you will have to undergo will include passing a security and criminality check. You should also prove your English proficiency of at least at the B1 intermediate level. At this level, you will be expected to be fluent enough to communicate effortlessly with native speakers in the UK.

In March 2022, the number of job vacancies hit a record high in Canada as the number of paid employment in most of the Canadian provinces exceeded the numbers during the pre-COVID period.

Barring 2 Canadian provinces, Newfoundland & Labrador and Alberta, all the Canadian provinces crossed their payroll employment level in February 2020. That was before the COVID-19 pandemic occurred.

In Alberta, there was a drop in paid employment of 12,700 and in Newfoundland & Labrador, the decline in paid jobs numbers was 1,700. This was revealed by Statistics Canada.

The target of job vacancies to be filled by Canadian employers exceeded 1 million jobs. They have been trying hard to achieve the target as the job vacancies increased by 22.6% (186,400 positions) in March 2022. The number of vacancies was up by 60.5% (382,000 positions) when compared with March 2021.

The job vacancy rate in March 2022 was 5.9% which came to the level of September 2021.

The better times that came after the lifting of COVID-19 restrictions

Here’s what the statistical and demographic services agency of Canada came up with regarding the rise in paid employment in the country in the backdrop of the removal of COVID-19 restrictions.

“The number of employees receiving pay or benefits from their employer, measured by the Survey of Employment, Payrolls and Hours (SEPH) as payroll employment, increased by 118,100, or up 0.7%, in March.”

Directly proportional to the continued easing of COVID-19 health measures was the increase in payroll employment in Canadian provinces. The restrictions were lifted mostly by the last 2 weeks of March 2022, even while certain jurisdictions maintained a level of requirement for masking, vaccination, and testing.

Nova Scotia, Manitoba, and Saskatchewan were the only provinces that reported barely any change in the number of paid jobs in March 2022.

As for Quebec, the province registered an addition of 20,400 paid jobs in the accommodations and food services sector in March 2022.

The overall increase in service sector jobs in Canada happened by 103,400 jobs. This came to a 0.7% growth. Here are the rates at which paid jobs were added to various industrial sectors as of March 2022:

  • Retail trade – 46,200
  • Goods production – 9,400
  • Manufacturing – 5,100
  • Mining, quarrying, and oil & gas extraction – 2,100

All provinces with the exception of Manitoba and Ontario had more jobs in the retail sector in March 2022 compared to February 2020.

The dearth of skilled labor led Canadian employers to frantically try to find such candidates overseas, even making the offer more enticing with higher wages. In March 2022, the average weekly earnings a worker made in Canada increased by 0.9% ($1,170). This led to the average worker in Canada with a year-over-year hike in pay of 4.3% in March 2022.

The only thing that affected the pay raise was the increasing inflation. The Consumer Price Index rose by 6.7% in March 2022.

Pathways for Canadian employers to hire foreign nationals

TFWP and IMP are 2 immigration pathways that enable Canadian employers to hire foreign nationals who are skilled and talented in various fields of work. The Global Talent Stream (GTS), which is a part of the TFWP, can process Canada work visa applications under normal situations within two weeks.

Canada Express Entry is another pathway through which Canadian employers can bring in foreign nationals to fill available job vacancies. An EOI will be submitted by applicants who are eligible under one of 3 federal immigration programs or a participating Canada PNP, to the Express Entry Pool.

These profiles are assigned ranks each according to CRS, a points-based system. Candidates who rank the highest are sent ITAs for Canada PR. Those candidates have to submit a full application within 90 days of receiving the ITA.

In the latest update, a list of jobs will be added to the list of occupations that will be eligible to be considered to qualify for Canada Express Entry applications. These inclusions have been made following a ministerial memorandum that was passed on February 21, 2022.

The transition from NOC 2016 to NOC 2021 will be completed in November 2022 by the IRCC. With this activity, the current NOC system will transition to the new TEER system of classification of occupations. TEER stands for Training, Education, Experience, and Responsibilities.

Note: The prevalent Skill Type 0, as well as Skill Levels A to D, don’t directly correspond to the TEER levels 0 to 5.

The effect on Atlantic Immigration Program

As the transition from NOC 2016 to NOC 2021 happens, the effect of the new arrangement will reflect on the Atlantic Immigration Program. As of now, AIP is open to occupations of skill level C at the minimum. This will change to TEER 4 or higher with NOC 2021.

As a result, the following occupations are set to become ineligible:

  • Taxi and limousine drivers and drivers
  • Livestock workers
  • Food and beverage servers
  • Tank tops
  • Delivery drivers and door-to-door distributors
  • Nursery and greenhouse workers
  • Workers in the processing and cutting of textiles
  • Handlers
  • Boat and cable ferry operators and related workers
  • Trappers and hunters
  • Other Support Personnel in Personal Services

More changes to Canada Express Entry

There are amendments to Canada Express Entry proposed as part of Bill C-19. The amendments will give the Canadian Minister of Immigration more flexibility as to deciding who will be eligible to be issued invitations from the Canada Express Entry pool.

The Minister of Immigration will be empowered to identify a specific economic objective and issue invitations to candidates capable of contributing to the achievement of this objective. It will be based on factors such as education, work experience, and language proficiency.

With this move, draws can be held targeting specific NOC codes.

There were 2 major decisions made by the Australian state of Western Australia lately:

  • The state will accept applications from skilled overseas migrants with preference given to applications residing in the state right now.
  • A new Graduate Occupation List will be introduced that will have more than 300 occupations listed and made available.

The aim of these decisions is to attract international students and skilled migrants. These decisions are made so that the scarcity of skilled professionals can be met in the region.

The official release of Western Australia stated so:

“As part of the state government’s $195 million Reconnect WA strategy, an additional 194 occupations have been added to the Graduate Occupation List – taking the total number of listed occupations to 331 – to attract more international students to study in the state.”

 The expansion of the Graduate Occupation List is considered the way to attract foreign nationals. They possess a range of skills that are broad and diverse. The List will align with the state’s present and future needs for an eligible workforce.

With the skilled migration pathway, Western Australia is opening a path for international students to obtain an Australia PR visa. The state will be sending nominations under the new GOL and will not start until the program year 2022-23.

Latest news from Italy’s tourism sector

  • The European Commission has given its approval to Italy’s aid package worth €698 million to mitigate the economic impact of COVID-19 on companies in the tourism sector. The aid package is included in the national Recovery and Resilience Plan.
  • Italy has eased its COVID-19 restrictions on international travel in view of the upcoming tourist season. As per the country’s most recent travel guidelines, it won’t be necessary for foreign nationals arriving on an Italy visit visa to fill out the EU passenger locator form while checking in at the airport. This used to be a long and complicated process intended to realize international contact tracing.

About Canberra Matrix

The Canberra Matrix is a weighted scoring system. It’s intended to give potential immigrants capable of making a positive economic contribution to the ACT the chance to secure a nomination for permanent selection. This becomes a pathway for them to immigrate to Australia. These candidates may also have demonstrated a genuine commitment to living and working in ACT. They shall willingly work for the development of the territory.

The Canberra Matrix is completed for nominations for both ACT 190 and ACT 491. Here’s the method of submitting the Canberra Matrix.

  • Read the nomination criteria of the ACT for your chosen pathway carefully and ensure that you have the eligibility to claim Matrix points.
  • Furnish your personal information.
  • Select one of these nominations: ACT 491 or ACT 190.
  • Select either “overseas applicant” or “Canberra resident”.
  • Select “yes” or “no” for ‘Doctorate Streamlined nomination’.
  • If “yes” was your choice for the last option, submit the Matrix.
  • In case Canberra resident and overseas applicants = “yes”, then complete the Canberra Matrix.

Eligibility Requirements for AAIP – Express Entry

The candidates may receive a letter of Notification of Interest if:

  • There is an active profile of the candidate in the Express Entry
  • The primary occupation stated in the profile submitted in the Canadian Express Entry pool is an occupation that helps in the economic development of Alberta.
  • The applicant has shown an interest to permanently immigrate to Alberta
  • The candidate has scored a minimum of 300

These factors increase the probability of the candidates being issued the Notification of Interest letter:

  • They have graduated from a post-secondary institution in Canada
  • The candidate has a child, parent, or a sibling who lives in Alberta with a Canada PR or permanent residency, or is a Canadian citizen

Eligibility Requirements for AAIP – Accelerated Tech Pathway

The candidates under the Accelerated Tech pathway need to fulfill these requirements:

  • An active profile in the federal pool of Express Entry
  • A score of at least 300 in the CRS
  • Full-time employment in Alberta in:
    • An occupation listed in the Accelerated Tech Pathway occupations
    • An occupation that is a part of the tech industry in Alberta and listed by the AAIP list of eligible NAICS or North American Industry Classification System codes
  • The primary occupation stated in the Express Entry profile is the same as the current employment in Alberta.

About Canada Express Entry

Canada Express Entry is a points-based application management system used by the federal government to manage applications for immigration. These applications are filed for 3 federal high-skilled immigration programs namely CEC, FSTP, and FSWP.

The applicants to Canada Express Entry have their profiles added to a candidate pool that’s accessible to both federal and provincial governments. Every candidate profile is ranked by CRS with scores assigned. Factors like age, education, work experience, and skills in Canada’s official language are considered to decide the scores.

When provincial governments choose and nominate Express Entry candidates through PNP draws, they automatically add 600 extra points to their original CRS scores. This way, the candidates get a higher score that will increase their chances to get an ITA to the near surety in a forthcoming federal immigration draw.

For a provincial nomination, these candidates need to create an EOI profile with the PNP involved. The EOI profiles are given scores on the province’s unique points grid.
