. The main features of the points-based migration are:

  • Immigration candidates for both EU and non-EU nations will be treated the same way

Canada

Canada has been following a points-based system for quite some years. The eligibility of immigrants is decided on various points such as age, language, education and work experience. Candidates should score 67 points out of 100 in the eligibility factors given below to qualify for permanent residence:

Education Applicant’s educational qualification must be equal to higher secondary education under Canadian standards.

Language ability Applicants must have at least 6 bands in IELTS. They get extra points if proficient in French.
Adaptability If the spouse or common law partner of the applicant is willing to migrate to Canada, he is entitled to 10 extra points for adaptability.
Arranged employment A maximum of 10 points if applicants have a valid offer from a Canadian employer.

 

A valid job offer from a Canadian employer entitles applicants for ten points.

Apart from this, the applicant’s occupation must be listed as Skill Type 0 or Skill Level A or B in the National Occupational Classification (NOC).

Comprehensive Ranking System (CRS)

Apart from the eligibility criteria, Canada follows the Comprehensive Ranking System. The CRS is a point-based grading and evaluation system for immigrants. The CRS is used to assign a score to immigrants in the Express Entry pool. Immigration applicants who submit their profiles to the Express Entry pool receive a CRS score of 1200 points. The Express Entry draw happens on a regular basis, with a new CRS score for each draw. For each draw, those who meet the CRS score standards will receive an Invitation to Apply (ITA) for a PR visa. Your chances of being selected improve if you have a high CRS score.

The assessment factors for the CRS score are:

  • Skills
  • Education
  • Language ability
  • Work experience
  • Other factors

The CRS score for a specific draw is determined by the average score of all candidates in the Express Entry draw pooI. The CRS score is directly proportional to the average CRS score of candidates in the pool. The CRS score increases as the average rises. If you wish to receive an ITA from the Express Entry lottery, you must have the highest score.

If your CRS score isn’t high enough, you’ll need to figure out how to improve it. The criteria that go towards determining your CRS score are listed below.

  • Age: You can score the maximum points if you are between 18-35 years. Those above or below this age will gain lesser points.
  • Education: Your minimum educational qualification must be equal to the higher secondary education level in Canada. Higher level of educational qualification means more points.
  • Work experience: To score the minimum points you should have at least one year of work experience. If you have more years of work experience you will gain more points. Canadian work experience also gives you more points.
  • Language ability: You must have at least 6 bands in your IELTS equivalent to CLB 7 to be eligible to apply and score the minimum points.
  • Adaptability: You can score ten points on the adaptability factor if your family members or close relatives are living in Canada and will be able to support you when you move in there. You can also gain points if your spouse or legal partner is ready to migrate with you to Canada.

Human capital and spouse common law partner factors: You can score a maximum of 500 points under both these factors. Your human capital score will be calculated based on the criteria mentioned above.

Regarding the points you can score under the spouse/common law partner factor, you can score a maximum of 500 points if your spouse/common-law partner is not coming with you to Canada.  You can score a maximum of 460 points if your spouse is coming with you to Canada.

Skill Transferability: You can gain a maximum of 100 points under this category. The three important factors considered under Skill Transferability include:

Education: You can get 50 points if you have a high level of language competence and a post-secondary degree, or if you have Canadian job experience combined with a post-secondary degree.

Work Experience: You will receive 50 points if you have foreign work experience combined with high-level language competence or if you have Canadian work experience mixed with foreign work experience.

Canadian qualification: A certificate of qualification from Canada with a high degree of linguistic proficiency will earn you 50 points.

The Minister of immigration, refugees, and citizenship mandate letter from the Canadian PM Justin Trudeau to Mr. Fraser, the Minister of Canada Immigration, reflected a country’s aspirations. These aspirations are significant in a time when it’s dealing with a pandemic, making all efforts to emerge from it successfully and better.

The letter touched upon several aspects. It sketched out what it meant to build a constructive scenario. Such a scenario not only helps in revival but also sustenance and development of an ideal social and economic atmosphere. Immigration having to play a large part in it was at the center of focus of the PM.

In his letter to Mr. Fraser, he highlighted major considerations to result in meeting expectations. He also laid out his expectations from what Canada immigration will be like in the time to come.

The following objectives were laid out for Mr. Fraser about what Canada immigration must achieve in the days to come:

  • Keep on bringing newcomers to Canada. Enable them to contribute to driving Canada’s economic recovery and growth. It will play out as planned and laid out in the Immigration Levels Plan for 2021-2023.
  • Bring about the expansion of the new immigration stream. It will be aimed at defenders of human rights and collaboration with civil society groups. The aim will be to provide opportunities for resettlement for people facing a threat.
  • Garner support of the Minister of Foreign Affairs, in order to continuously facilitate safe passage as well as resettlement of vulnerable people from Afghanistan. Emphasis will be given to individuals who gave support to Canada and its allies over the past 2 decades. Priority will be given to women, defenders of human rights, LGBTQ2 people, and members of religious and ethnic minorities, and journalists also. The number of eligible refugees should be increased from 20,000 to a minimum of 40,000 people.
  • Bring down processing times of applications. This will include the time taken to address delays caused by the COVID-19 pandemic.
  • Work to strengthen family reunification. This will be done through the introduction of electronic applications for family reunification. Also, implement a program for the issue of the status of temporary resident to spouses and children abroad. This will be done for the period in which they wait for the processing of their application for a Canada PR visa.
  • Make the application process for citizenship free for PRs who have met the requirements for obtaining it.
  • Including the Minister of Employment, Workforce Development, and Disability Inclusion, set up a Trusted Employer system. This will be for Canadian companies that hire TFWs. Also, the Global Talent Stream of the TFW Program will be improved. For this, bring about the simplification of renewals of permits, uphold the 2-week processing time, and set up an employer hotline. Keep up the work with territories, provinces, and regulatory bodies for the improvement of recognition of foreign credentials.
  • Build on existing pilot programs. This will be to explore more ways of status regularization for undocumented workers. Those will be workers who are making their contribution to communities in Canada.
  • Keep on working with Quebec to support the knowledge of the French language of immigrants in Quebec. This will be with respect to provincial jurisdiction as well as to complement existing measures. Also, continue to implement a national strategy to give support to Francophone immigration across Canada.
  • Lead the Canadian Government’s work on irregular migration. This will include ongoing work with the US to modernize the Safe Third Country Agreement.
  • Work on the expansion of pathways to Canada PR for international students and TFWs via the Canada Express Entry On pathways for agricultural TFWs, Mr. Fraser will get the support of the Minister of Agriculture & Agri-Food.
  • Doing constructive work on the Economic Mobility Pathways Pilot. Also, work with Canadian employers and communities to welcome 2,000 skilled refugees to solve labor shortages in high-demand sectors like healthcare.
  • Make sure that small- and medium-size communities get better support from immigration as they require more immigrants to increase their economic growth as well as social vibrancy. For this the Rural and Northern Immigration Pilot will be expanded, work will continue on the Municipal Nominee Program, and the Atlantic Immigration Pilot will be made a permanent immigration program.

  • Canada Express Entry was launched in 2015.
  • It’s the quickest Canada immigration application management system that deals with applications for economic immigration through programs FSTP, FSWP, and CEC.
  • Any individual interested in calling Canada their second home can apply to be accepted into the Canada Express Entry system by creating a profile online.
  • There are no winners or losers in the Canada Express Entry pool. However, the profiles that get a higher CRS score (a point-system ranking) will get a greater opportunity to apply for a Canada PR visa.
  • How does IRCC let you know your Express Entry profile is up for a shot at Canada immigration? That’s done via an invitation (ITA) issued to you when events called Express Entry draws are organized regularly. You can respond to it within 90 days by lodging an application for a Canada PR visa.
  • Are you interested to settle in a particular Canadian province/territory? You may express your intent by lodging an EOI with that province when they are looking for candidates like you. The PNP of the province examines your Express Entry profile and if you look skilled and determined enough, they will offer a provincial nomination. Accept it, and you will get 600 additional CRS points! Those points could catapult you farther front in the line of immigration candidates wanting Canada PR.
  • An Express Entry profile is valid for 2 years. In that time, you can do all things possible to improve on your credentials to garner more points to increase your CRS score. The max you can get is 1,200 points.

How did Canada Express Entry perform in 2020?

Here are the highlights of what happened in Canada Express Entry in 2020:

  • The period of validity of an ITA for Canada PR was increased from 60 days to 90 days.
  • IRCC targeted eligible candidates in the PNP and CEC streams to issue ITAs during a federal Express Entry draw. The reason was that these candidates were most probably present in Canada and hence faced the least challenges of COVID-19 restrictions.
  • In 2020, IRCC issued more ITAs than any other year before.
  • IRCC increased the number of points granted to bilingual and French-speaking candidates in the Express Entry pool. They were increased as follows:
    • 30 points to 50 points to bilingual candidates
    • 15 points to 25 points to French-speaking candidates
  • In 2020, the total number of profiles submitted through the Express Entry system was 360,998. This was 9% more than 2019 and 30% more than 2018.
  • 74% of the total profile submitted were eligible for at least 1 federal economic immigration program under Express Entry.
  • In 2020, men submitted more Express Entry profiles than women.
  • 77% of profiles submitted by women were eligible for at least 1 economic immigration program under Canada Express Entry. Only 71% of men’s profiles got eligibility.
  • Unlike in previous years, when CRS scores of eligible candidates were in the 301-500 range, in 2020, this range increased to 401-500.
  • 63% of eligible Express Entry profiles failed to meet the criteria for any additional points during the submission of their profiles. The criteria that were met most were Canadian education (17%) and siblings in Canada (13%).
  • More men (68%) met the additional criteria than women (32%) for eligible profiles.
  • More men (57%) met the Canadian education additional criterion than women (43%) in 2020.
  • More men (51%) met the proficiency in the French language additional criterion than women (49%) in 2020.
  • More men (51%) met the additional criterion for siblings than women (49%) in 2020.
  • IRCC held 37 ITA rounds in 2020 and issued 107,350 ITAs. Of those, 21 ITA rounds were program-specific.
  • 54% of the total ITAs went to CEC candidates.
  • 32% of the total ITAs were issued under FSWP.
  • 13% of the total ITAs were issued under PNP.
  • The CRS cut-off score (the score of the least-scoring eligible candidate) ranged between 687 and 808.
  • Sans program-specific ITA rounds, the CRS cut-off score ranged between 468 and 478.
  • The number of ITAs issued to candidates of the age group 20-29 years increased to almost 2/3rd in 2020, compared to 2019.
  • The number of candidates who received ITAs in 2020 had fewer Master’s degree owners. More of them were graduates seeking practice in their professional areas.
  • In 2020, only 28% of the total ITAs were issued based only on human capital factors. In this regard, compared to 2019, there has been a 12% decrease.
  • In 2020, 66% of men and 34% of women candidates with points for arranged employment received ITAs.
  • Of the total candidates invited in 2020, those in business & financial services and IT occupations were the most of those who received ITAs.
  • The topmost countries of residence of Canada immigration candidates in 2020 were Canada, India, and the USA followed by Nigeria, the UAE, Pakistan, and Australia among others.
  • The topmost countries of citizenship of Canada immigration candidates in 2020 were India, China, and Nigeria.
