Employment in 6 Canadian provinces increased in November 2021. These are Alberta, Quebec, Ontario, Prince Edward Island, Nova Scotia, and Newfoundland & Labrador.
In Ontario, employment rose by 68,000. This was a growth registered for the sixth consecutive month. The areas in which there was growth in full-time employment included finance, construction, wholesale & retail trade, healthcare, and insurance.
Growth in employment in Toronto CMA in November 2021 happened by 44,000. In the same month, Toronto CMA registered an unemployment rate of 7% which was 0.9% lesser compared to October 2021. It was also the lowest since February 2020.
In Quebec, employment increased by 46,000 in November 2021. The unemployment rate reduced by 1.1% and reached 4.5% in the same month.
Montreal CMA registered growth in employment of 56,000 in November 2021. The unemployment rate reduced from 6.4% in October 2021, to 4.8% in November 2021.
Employment in Alberta increased by 15,000 in November 2021. The major contributors to the increase were construction and wholesale & retail trade. The employment rate of Alberta was 64% and stood higher than all other provinces.
In Newfoundland & Labrador, a rise in employment by 9,100 was registered in November 2021. The increase was registered wholly in full-time work. There was a reduction in unemployment by 3.5% and reached 10.4%. The number of unemployed decreased by 8,800.
Coming to Nova Scotia, there was a growth in employment by 3,700. The unemployment rate in Nova Scotia didn’t change compared to October 2021.
Prince Edward Island registered growth in employment by 2,900 in November 2021. The unemployment rate in PEI reduced to 8% from 8.1% compared to October 2021.
British Columbia kept a steady employment level in November 2021. This level has been maintained for 5 years in a row. The unemployment rate of the province was 5.6% in November 2021.

The country is very well aware that immigrants are crucial for rebuilding the economy. According to Marco E. L. Mendicino, Minister of Immigration in Canada, “Immigration is essential to getting us through the pandemic, but also to our short-term economic recovery and our long-term economic growth…. As we look to recovery, newcomers create jobs not just by giving our businesses the skills they need to thrive, but also by starting businesses themselves. Our plan will help to address some of our most acute labor shortages and to grow our population to keep Canada competitive on the world stage.”
Focus on economic programs
Under the new immigration plans announced recently, 60 percent of immigrants will be welcomed under the economic class programs, this will include the Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class, the Start-up Visa and Self-Employed Persons program.
This is in keeping with Canada’s tradition of giving priority to skilled workers and their families. It also intends to encourage entrepreneurs to set up business in Canada.
Priority to family sponsorship programs
Citizens and permanent residents in Canada can sponsor their spouse and dependent children for immigration. The focus on reuniting families has led to 80,000 places being reserved for family sponsorship under the new immigration plan.
The government has also increased sponsorship numbers under the Parent and Grandparent program (PGP).
The high immigration targets if 2021-23 is an indication of Canada’s desire to get skilled candidates to contribute to the economic and social development of Canada.

Immigrants to help in economic growth
The country has a history of welcoming immigrants to fill immediate job openings, but its immigration laws are also geared to aid the country’s long-term economic progress. Immigrants who come to the country amid economic downturns are expected to contribute to the country’s future economic growth.
The country’s labor force will grow as more immigrants arrive, and one approach to enhance the economy is to use the labor force more productively. In light of this, it makes more sense to welcome immigrants during difficult economic times.
Even while newcomers may find it difficult to find work that matches their qualifications at first, with the country’s baby boomers ready to retire in a few years, local firms will be fighting for skilled foreigners. Immigrants will benefit from increased job prospects and pay as a result of this.
Immigrants will contribute to the economy by creating a demand for products and services once they arrive in the country. The government is doing everything it can to keep the immigration flow moving by holding frequent immigration draws. It also assists Canadian businesses in obtaining temporary foreign workers.
In a bid to keep the economy going, the Canadian government has decided to continue processing visas in the Temporary Foreign Worker program (TFWP) stream and help Canadian employers during the time of this pandemic.
In the aim to meet its immigration targets and get around the travel restrictions imposed due to the pandemic that prevents immigrants coming from outside the country, the IRCC has been issuing invitations to candidates already in the country. Meeting the target for 2022
In order to meet its immigration target of 411,000 candidates for 2022, the government has introduced a slew of measures:
The IRCC has virtually processed additional application categories in order to return visa application processing rates to pre-pandemic levels.
It has shifted its focus to providing numerous immigration services remotely (E.g., online citizenship ceremonies).
By 2023, the Canadian government hopes to see a 4.4 percent increase in French-speaking immigrants outside of Quebec.
More airports are being built in Canada, and by the end of November 2021, the country will have 18 international airports. This will undoubtedly assist in attracting more new immigrants to Canada.
New immigration priorities
In order to meet its immigration target the Prime Minister of Canada Justin Trudeau issued a total of 38 mandate letters, one for each of the Cabinet ministers.
Mandate letters, which are open to the public, outline the obligations that each minister will be required to fulfil, as well as the obstacles that they will face in their roles.
The mandate letters define the expectations that the Canadian Prime Minister has of each of the Ministers, as well as providing Canadians with a clear picture of how the government expects to carry out its program.

Continue to welcome newcomers into Canada, as outlined in the Immigration Levels Plan for 2021-2023.
To accommodate for delays caused by COVID-19, the processing time for Canada visa applications has been reduced.
Working to improve family reunification through – [1] the introduction of electronic family reunification applications, and [2] the implementation of a program that grants Canada temporary resident status to spouses and children living abroad while their Canada PR visa application is being processed.
To make the process of applying for Canadian citizenship free for PR visa holders who had met all of the conditions.
Creating a Trusted Employer program for Canadian businesses that hire temporary foreign labor.
Improving the Global Talent pipeline by [1] making permit renewals easier, [2] maintaining the two-week processing period, and [3] providing an employer hotline.
Working with provinces, territories, and other regulatory agencies to improve the recognition of international credentials.
Building on the Canadian government’s existing pilot initiatives.
Continue to collaborate with the Quebec government on an ambitious national strategy to boost Francophone immigration in Canada, as well as immigrants’ French language skills in Quebec.
Through the government Express Entry system, international students and temporary foreign employees will have more opportunities to become permanent residents of Canada.
The Economic Mobility Pathways Pilot is being expanded upon.
Assuring that Canadian immigration better helps medium- and small-sized communities that require more immigrants to flourish socially and economically.
Rural and Northern Immigration Pilot Expansion (RNIP).

If you are interested in investing in provincial Canada, there’s an opportunity that has come up. Ontario is working on recruiting 100 international entrepreneurs who are willing to start and run a business in the province. These foreign entrepreneurs will arrive in Canada through the Entrepreneur Stream of Ontario PNP managed by OINP.
This new initiative has been launched with the intention to boost local job creation in sectors like IT, tourism, and life sciences. Moreover, the focus is on developing regional areas in the province. It’s an attempt to revive the provincial economy by drawing in more investments to areas other than big cities.
It’s a 2-year project wherein international entrepreneurs can buy or start a new business in Ontario. They can hire local workers and bolster the economic development of the regional communities.
The entrepreneurs have to invest at least $200,000 in the business they will operate in Ontario. Priority will be given to entrepreneurs who are interested in investing outside the GTA. They will be encouraged to invest in communities that are highly affected by the COVID-19 pandemic that led to large-scale job losses.
Through this new scheme, the government expects to raise a minimum of $20 million. The entrepreneurs who operate in Ontario through this scheme for 18 to 20 months will be eligible to apply for a provincial nomination for a Canada PR visa.
Ontario is currently urging the federal government of Canada to double the allocation for the issue of nomination for the province in 2022. Such a step will help support the economic growth of the region. It will also help generate new investments and create new jobs in the province.
Atlantic Canada has been a significant region in terms of provincial immigration in Canada. The newcomers who arrived in the region have contributed to the progress of the communities in the area along with bringing prosperity to their businesses and adding to their population. Canada immigration has a special provincial immigration program called Atlantic Immigration Pilot.
This pilot program will become a permanent immigration program from January 1, 2022. The Atlantic Immigration Program, as it will be known, has been declared owing to the great success the pilot has had through the years.
After becoming a permanent program, it will help Atlantic provinces better to draw in skilled immigrants. Those skilled foreigners are required to solve the region’s demographic and economic challenges. A major one of those challenges is the shortage of labor in the region.
History of Atlantic Immigration Pilot
The pilot was launched in 2017. Through the years, it has drawn in over 10,000 new immigrants to Atlantic Canada. The employers who participated in the pilot made more than 9,800 job offers in key sectors like accommodation, healthcare, manufacturing, and food services. Over 90% of applicants via the pilot are still residing in the Atlantic Canada region. Compared to other immigration programs, this program has a very high rate of retention.
The Atlantic Immigration Program
The new permanent program will retain 3 features that played key roles in the success of the pilot version of the program. These are the focus on employers, collaborative approach across all provinces in the Atlantic Canada region, and enhanced support for immigrants’ settlement.
The permanent program was designed with a collaborative effort of IRCC and Atlantic provinces. The evaluation of the pilot program and the lessons learned from it were key factors in the design of the permanent program.
Canada immigration candidates who have a valid endorsement can start submitting applications for Canada PR under the new program on March 6, 2022.
