Quebec to welcome 52,500 immigrants in 2022

The plans have been made and Quebec, the francophone province of Canada, has already decided to invite up to 52,500 new permanent residents holding a Canada PR visa in 2022. If you are routing for Canada immigration to Quebec after studies or for career development, this must get you started.

Quebec’s economic immigration programs will serve as the inlets for new immigrants in 2022. These programs will include PEQ (Quebec Experience Program) and QSWP (Quebec Skilled Worker Program).

The target for newcomers in Quebec has been determined in 2019 itself in a public consultation. This was in connection with the Quebec Immigration Planning 2020-2022.

Apart from Quebec’s targeted newcomers of 49,500 to 52,500 individuals, an extra 18,000 immigrants could be welcomed. These additional newcomers will be allowed in an effort to cover the shortfall in the number of immigrants in 2020 owing to the COVID-19 pandemic. This will bring the final targeted estimate to 70,000 new immigrants in 2022.

Here’s a detail of estimated immigrants falling under different categories:

  • Economic category – 33,900 max
    • Skilled workers – 28,800 max
    • Business migrants – 4,300 max
    • Refugees, family reunion etc. – 18,600 max

Quebec invites 23 candidates in new Arrima draw

Quebec, the only officially francophone province of Canada, held a PNP draw on October 21, 2021. The province invited 23 immigration candidates to apply for permanent selection. The candidates were invited under QSWP which opens up a provincial pathway that helps them in Canada immigration.

The permanent selection to Quebec is done by MIFI. To qualify to apply for it, the candidates were required to file an EOI in the Arrima pool.

The Quebec government uses the online platform known as Arrima to give out a wide range of services to foreign nationals desiring to immigrate to Quebec. Arrima is a completely free and open platform for anyone to use.

The invitations issued in this draw also aimed at candidates with a valid job offer outside the Montreal Metropolitan Area. Also included in the target candidates were those who reside in Quebec as a consular official, UN representative, diplomat, or representative of any intergovernmental organization operating in Quebec.

In the first three quarters of 2021, Quebec invited 28,770 new Canada PR visa holders. Of them, 16,655 arrived in the province via economic programs, of which 1,315 were business immigrants and 15,335 were skilled workers.

About QSWP

QSWP is meant to help skilled workers to settle and establish themselves economically in Quebec. This program is largely chosen by international graduates and skilled workers who want to immigrate to Quebec for work as permanent residents.

Once the candidates get invited by Quebec, they are required to file their application for permanent selection within 60 days. They also have to pay the processing fee.

In the normal course, processing these applications take 6 months. If the application is processed and accepted, they will get a CSQ (Quebec Selection Certificate). With that document, they can apply for a Canada PR visa to the federal government of Canada.

On October 27, 2021, Ontario invited 1,406 Canada Express Entry candidates to apply for a provincial nomination via a PNP draw. This was the biggest PNP draw by Ontario in 2021. The candidates who were invited by OINP came from a professional tech background.

The Canada Express Entry candidates who got invited in this draw were eligible for the Express Entry Human Capital Priorities Stream of Ontario. Following were the requirements for eligibility:

  • They required to have an Express Entry profile
  • They needed to have a CRS score between 455 and 467
  • They had to have at least a year’s work experience in one of these occupations:
    • NOC 2172 – Database analysts & data administrators
    • NOC 2147 – Computer engineers
    • NOC 2173 – Software engineers & designers
    • NOC 2175 – Web designers & developers
    • NOC 2174 – Computer programmer & interactive media developers
    • NOC 0213 – Computer & information systems managers
  • If the candidate had foreign education, they were required to submit an ECA.

These candidates have 45 calendar days from the date of receiving an invitation to submit their applications for a provincial nomination. Once they receive the provincial nomination, they will also get 600 extra CRS points. With the now increased CRS score, they will have a greater chance to receive an ITA to apply for a Canada PR visa in an upcoming Canada Express Entry draw.

Canada introduces new NOC codes for 2022

The latest news today is that Canada immigration system is overhauling the NOC as part of the standard practice Canada follows. Every year, the NOC system is reviewed and every 5 years, the whole list of occupations under NOC and other necessary factors are changed. This is to be inclusive and reflective of the current labor market scene of Canada.

The NOC is the national system Canada has to describe occupations.

NOC has great relevance in programs for skilled worker immigration and TFW programs. It’s necessary for an immigration candidate to meet the NOC eligibility criteria.

Currently, IRCC uses the NOC 2016 to make assessments of eligibility for programs leading to skilled worker immigration. This NOC standard is used for evaluations of LMIA applications.

As part of the new changes, the new NOC 2021 will get implemented in the fall of 2022. The skill types upon which the Government of Canada will categorize jobs will change. This change will be as part of implementing a new TEER system.

Currently, skill levels under NOC fall into 4 categories namely A, B, C, and D. With NOC 2021, the TEER system will be implemented and will change the categories to 0, 1, 2, 3, 4, and 5. Here are the details of what is expected of the immigration candidate in each category:

TEER 0

·      Management occupations.

TEER 1

·      Completion of a university degree (bachelor’s, master’s, or doctorate); or

·      Several years of experience in a specific occupation from TEER category 2 (when applicable).

TEER 2

·      Completion of a post-secondary education program of two to three years at community college, institute of technology or CÉGEP; or

·      Completion of an apprenticeship training program of two to five years; or

·      Occupations with supervisory or significant safety (police officers and firefighters) responsibilities; or

·      Several years of experience in a specific occupation from TEER category 3 (when applicable).

TEER 3

·      Completion of a post-secondary education program of less than two years at community college, institute of technology or CÉGEP; or

·      Apprenticeship training of less than 2 years; or

·      More than six months of on-the-job training, training courses, or specific work experience with some secondary school education; or

·      Several years of experience in a specific occupation from TEER category 4 (when applicable).

TEER 4

·      Completion of secondary school; or

·      Several weeks of on-the-job training with some secondary school education; or

·      Several years of experience in a specific occupation from TEER category 5 (when applicable).

TEER 5

·      Short work demonstration and no formal educational requirements.

The reasons behind TEER

  • To avoid the confusion arising from classifying skills. So, TEER focuses on occupations and the experience and education needed for them rather than skills
  • To avoid the creation of an artificial low vs high skill categorization

With the TEER getting implemented, foreign workers and immigration candidates must make sure that their NOC corresponds with the criteria for eligibility of the program they have applied to.

The new TEER system will have 516 occupations. Under NOC 2016, there were 500 occupations. The added occupations will reflect the emergence of employment opportunities in areas like cyber security and data science.

Justin Trudeau, the PM of Canada has revealed his new cabinet. In the new cabinet, Sean Fraser is the new Minister of Immigration of Canada. This opens a new chapter in Canada immigration history.

Who is Fraser?

He was a lawyer originally from Nova Scotia. He was first elected as a Member of Parliament in 2015. He replaced Marco Mendicino who is the Public Safety Minister in the new cabinet.

Fraser practiced commercial litigation and international dispute resolution before entering politics. Among his qualifications are a Degree in Law from Dalhousie University and a Master’s Degree in Public International Law from Leiden University, Netherlands. He also has a Bachelor of Science from St. Francis Xavier University.

The work ahead for Fraser

IRCC has its short-term goals which include its top priorities. One of those priorities is to get 401,000 new Canada PR visa holders in 2021. Other short-term goals include facilitating family reunions and resettlement of Afghan refugees.

Fraser will have to take these goals and strive to achieve this through regular and consistent Canada immigration programs at the federal and provincial levels.

Soon, PM Justin Trudeau will be releasing fresh mandate letters for his ministers. The letters will guide the policy priorities of each federal department, which includes IRCC.

There are promises made by Trudeau like ending citizenship fees and reducing application processing times as well as reforming the Express Entry system. More immigration pathways will also be offered to TFWs and international students. Fraser will have to work with Trudeau to fulfill these promises.

Moreover, the Canada Immigration Levels Plan 2022-2024 will continue aiming for adding over 400,000 new immigrants annually. In any case, Fraser will not be facing as much of the tough challenges that Canada faced during the pandemic period.

In the most recent Canada Express Entry draw that was held on October 27, 2021, 888 immigration candidates were issued ITAs for a Canada PR visa. These provincially nominated candidates were required to have a minimum CRS score of 744 to be eligible for an invitation.

A provincial nomination earned from an earlier PNP draw helped these Express Entry candidates obtain 600 extra CRS points. Hence, when a candidate has a minimum CRS score of 744 in this draw, that candidate was originally having just 144 points as their CRS score.

This was the third-largest Canada Express Entry draw that was held in 2021. The other 2 big draws that were held earlier were the following:

About Canada Express Entry

Canada Express Entry is a points-based application management system used by the federal government to manage applications for immigration. These applications are filed for 3 federal high-skilled immigration programs namely CEC, FSTP, and FSWP.

The applicants to Canada Express Entry have their profiles added to a candidate pool that’s accessible to both federal and provincial governments. Every candidate profile is ranked by CRS with scores assigned. Factors like age, education, work experience, and skills in Canada’s official language are considered to decide the scores.

When provincial governments choose and nominate Express Entry candidates through PNP draws, they automatically add 600 extra points to their original CRS scores. This way, the candidates get a higher score that will increase their chances to get an ITA to the near surety in a forthcoming federal immigration draw.

For a provincial nomination, these candidates need to create an EOI profile with the provincial PNP involved. The EOI profiles are given scores on the province’s unique points grid.

Here’s an update from the Canadian province of Alberta about the Alberta PNP draw that was held on October 12, 2021. AINP invited 293 Express Entry candidates to apply for a provincial nomination.

The chosen candidates had a minimum score of 300 points. If these candidates accept Alberta’s invitation, they will receive a provincial nomination along with 600 extra CRS scores. This will increase their chance to receive an invitation to apply for Canada PR in a forthcoming federal immigration draw.

So far, in 2021, Alberta PNP draws have led to inviting 5,910 immigration candidates. The cap on the issue of invitations for nomination for Alberta in 2021 is 6,250.

About the Alberta Express Entry Stream

The Express Entry Stream of Alberta PNP is connected to the federal Express Entry system and hence is an enhanced PNP. Alberta PNP has access to the Express Entry candidate pool where the profiles of eligible candidates, who may be fit for a provincial nomination are kept.

Express Entry is a points-based application management system used by the federal government to manage applications for immigration. These applications are filed for 3 federal high-skilled immigration programs namely CEC, FSTP, and FSWP.

The applicants to Express Entry have their profiles added to a candidate pool that’s accessible to both federal and provincial governments. Every candidate profile is ranked by CRS with scores assigned. Factors like age, education, work experience, and skills in Canada’s official language are considered to decide the scores.

When provincial governments choose and nominate Express Entry candidates through PNP draws, they automatically add 600 extra points to their original CRS scores. This way, the candidates get a higher score that will increase their chances to get an ITA to the near surety in a forthcoming federal immigration draw.

For a provincial nomination, these candidates need to create an EOI profile with the provincial PNP involved. The EOI profiles are given scores on the province’s unique points grid.

The highest-scoring Express Entry candidates are invited by IRCC to apply for Canada PR when they take part in regular invitation rounds. Those who are invited can officially apply for Canada immigration.

  • The candidate must have experience in an occupation that’s deemed eligible.
  • Having had education, work experience, or a job offer in Alberta can increase the candidate’s chances to get nominated by Alberta PNP.

Canada to extend PR visa program for temporary workers

Temporary foreign workers are possibly going to get an extension to their TFW program which is due to expire on November 5, 2021. The TFW program gives foreigners at work in Canada on a temporary basis to apply for Canada PR.

The program was announced in May 2021. The program was intended to serve up to 90,000 healthcare workers, workers in other essential jobs, and international students with the chance to get permanent residence in Canada.

This new pathway had slots for 20,000 new immigrants in the healthcare sector. But as yet, 14,000 of those slots are still not filled up.

Canada’s Minister of Immigration Marco Mendicino is now considering the extension of the program. He wants to open the program to refugees.

Canada is still clear about the fact that immigration is essential for its economic recovery in the short term and economic growth in the long term. The influx of skilled foreign workers in fields like healthcare is more of a necessity than an ambition. Nevertheless, having more skilled immigrants arriving in Canada also gives Canadian enterprises the essential manpower that will solve labor market shortages.

Besides that, these immigrants will also add to the flourishing population of Canada. In the light of these considerations, offering more opportunities to TFWs to get Canada PR is a plan that will be taken in the best interests of the country.

Another interesting fact is that in the first 8 months of 2021, TFWs constituted 70% of the new Canada PR visa holders.

More about the new pathway

Open work permits were issued by Canada under a pathway to Canada PR announced earlier this year. Under this pathway, essential TFWs including international students, healthcare workers, and other essential workers it was agreed this year by the government that they will be issued new open work permits.

For students or TFWs to be eligible for this pathway, they must be legally employed in Canada while applying for Canada PR. They must also maintain their temporary residency until any decision is made on their application for Canada PR.

The open work permits issued under the temporary policy have validity till the end of 2022.

How to qualify?

To qualify for this open work permit (one time) pathway, applicants are required to:

  • have submitted an application successfully under one of the streams of the new permanent residence pathway
  • hold a work permit that’s valid and is set for expiry within the next 4 months
  • have held a valid work permit or were authorized to work without a work permit, when their application for Canada PR was submitted
  • have the status of a temporary resident, a maintained status, or had eligibility to restore their status when they submitted their application for an open work permit
  • have been employed in any occupation when their application for Canada PR was submitted
  • be in Canada when submitting their application for an open work permit
  • meet the stream’s language requirements when their Canada PR application was submitted

Under this policy, the spouse/common-law partner, as well as dependent children (at least 18 years of age) of the applicant, are also eligible to file an application for an open work permit. They just need to be in Canada.

The new immigration pathway accepts:

  • 20,000 applications for TFWs in healthcare
  • 40,000 applications for international students who did their graduation from a Canadian institution deemed eligible
  • 30,000 applications for TFWs in other chosen essential occupations

To sum up, the new streams choose workers in 40 healthcare jobs and 95 other jobs deemed essential. These include caregivers, distribution workers, and workers in food production.
