July 27, 2021 – Manitoba issues 1,140 invitations to skilled Express Entry candidates

Manitoba issued 1,140 invitations to Express Entry candidates in a Manitoba PNP held on July 27, 2021. The draw created a new record in the number of invitations issued in a single PNP draw ever.

The minimum score required by candidates was 557.

July 27, 2021 – Ontario conducts a PNP draw issuing 1,031 NOIs

On July 27, 2021, Ontario issued 1,031 NOIs in a PNP draw. The NOIs were issued to candidates involved with 18 specific occupations. The draw was held through the Human Capital Priorities Stream of the Express Entry.

The NOIs were issued to candidates whose CRS scores ranged between 458 and 467. The candidates had to have submitted their Express Entry profiles between July 27, 2020, and July 27, 2021, to be qualified.

July 15, 2021 – Ontario issues invitations via the stream of Employer Job Offer: In-demand Skills

On July 15, 2021, for the first time ever, Ontario issued invitations through the stream namely Employer Job offer: In-demand Skills. The draw issued invitations for candidates from Regional Immigration Pilot.

The draw focused on 13 NOC classified occupations in health and agriculture. It also featured occupations in manufacturing outside GTA.

Manitoba PNP draw invites record number of 1,140 candidates

A historic Manitoba PNP draw result was achieved on July 27, 2021. Manitoba invited 1,140 Express Entry candidates to apply for a provincial nomination. This draw issued the highest number of invitations ever to be issued in a single draw.

Here’s a summary of the draw:

  • Cut-off ranking score: 557

The previous record in the number of invitations in a single draw was set on June 28, 2021. In the draw that was held on that day, MPNP issued invitations to 1,017 Express Entry candidates.

More about the draw

  • The selected candidates were chosen from the Skilled Workers Overseas stream.
  • The candidates must have already submitted a profile to Manitoba’s EOI system.
  • The candidates had to have a minimum EOI score of 557 in order to get the LAA.

In case the invited candidates get Manitoba’s provincial nomination they will be awarded 600 points which will be added to their basic score. This is how it happens to candidates nominated by any Canadian province. It’s a feature provided by any PNP linked to the Express Entry. The provincially nominated candidates stand an almost sure chance of receiving an ITA for Canada PR.

About Express Entry

  • It’s an application management system that handles applications for 3 federal high-skilled Canada immigration programs. These are CEC, FSWP, and FSTP.
  • Going through a PNP process to receive a Canada PR invitation is an alternative to applying directly via Express Entry.
  • Express Entry candidates who receive a provincial nomination through a PNP draw like Manitoba PNP will be awarded 600 extra CRS points. This increases their chances of receiving an ITA in a federal immigration draw.
  • CRS is the system that ranks the profiles of Express Entry candidates on the basis of factors like work experience, education, age, and skills in the English language.
  • Candidates who score the highest stand the first chance to receive an ITA in a regular Express Entry draw.

Immigration programs of Manitoba

June 2021 comes out a phenomenal month for new Canada PR visa issuance

IRCC Canada welcomed over 35,000 new immigrants in June

June 2021 has been the strongest month for new Canada PR visa holders. This was observed and stated by Marcos Mendicino, Canada’s Immigration Minister recently.

Mendicino has been quite upbeat about Canada achieving the target of 401,000 new Canada PR visa holders in 2021. The ambitious target has been just 341,000 new permanent residents in 2021 before the pandemic.

As per the estimates of the minister’s office, in June 2021 itself, Canada welcomed over 35,000 new Canada PR visa holders. This number is significantly higher than the total new arrivals in recent months in Canada.

Canada immigration started off strongly in 2021. The country welcomed 24,680 new Canada PR visa holders in January. However, there was a slowdown in Canada immigration in the months that followed. In February 2021, Canada welcomed 23,395 newcomers. In March it was 22,425, and in April it was 21,155. In May 2021 the number of newcomers was 17,100.

In the first 6 months of 2021, Canada welcomed around 143,000 new PRs. This was not very indicative of a good pace at which the country could manage to welcome 401,000 new PRs by the end of 2021.

If Canada wants to achieve its target for newcomers, it must bring in another 258,000 immigrants. This means, on average, Canada has to bring in 43,000 new immigrants per month for the rest of the year.

This may be a difficult target but isn’t unlikely to be achieved.

Why is the target still achievable?

Before the COVID-19 pandemic, Canada welcomed 25,000 to 35,000 newcomers per month on average. The warmer months tend to attract more immigrants as they find the weather favorable. Also, that’s the season that leads to the start of the academic and business calendar in September.

As was seen in 2019, immigration levels were better in the second half of the year in comparison with the first half. If we assume that Canada will bring in the same level of immigrants in 2021, the achievable target will still be just over 320,000 newcomers, which stands short of its actual target.

But there’s hope yet that things could get much better. That’s because of a few observable factors.

  • One of those is that some 23,000 additional COPR holders now have the eligibility to move to Canada, now that the restrictions imposed on them have been relaxed on June 21, 2021.
  • Also, any other newly approved candidate for Canada PR can also immediately move to Canada now. This is also because of the relaxation from restrictions given by Canada.
  • Moreover, IRCC also introduced 6 new Canada PR streams that will enable around 90,000 essential workers and international graduates to stay back in Canada. The immigration department’s goal is to process some 40,000 of these applications before 2021 ends.
  • Another tailwind factor is the domestic pool of Canada PR candidates. Throughout 2021, it was seen that IRCC was setting new Express Entry records. Canada has been giving priority to CEC candidates, 90% of whom are already living in Canada, who could be easily transitioned to PR.
  • Canada is conducting bigger draws and setting cut-off scores at record low levels.

The amazing June 2021

Canada’s immigration minister’s office has stated that the 45,100 Canada PR applications processed by the IRCC in June were the highest number ever. This points out the capacity of the IRCC to process and finalize the required number of applications to reach its immigration target.

Challenges

  • The volatile situation of the COVID-19 pandemic and the possibility of a resurgence of infections is a major challenge.
  • Prolonging of travel restrictions by Canada to ensure safety from the pandemic could lead to the immigration goals failing to meet as intended.
  • Delays to the arrival of COPR holders are yet another risk that Canada could incur. Canada is trying hard to avoid this by getting in touch with COPR holders at an individual level.

Through all the challenges, Canada expects and is working to see higher numbers of immigrants in the coming months. Chances are also strong that total monthly immigration will reach a record high before 2021 ends. This will be owing to the combination of increased arrivals from overseas and the landing of in-Canada applicants.

The new instructions from IRCC, now published online, were directed at those who applied for the new TR to PR pathways.

6 new TR to PR programs were launched in May 2021. They offered immigration pathways to essential workers, international student graduates, and French speakers in Canada.

The ones permitted to apply for the new programs were already holding documents of temporary residence in Canada like a work/study permit. The new open work permit Canada offers aims at those who applied for these programs and had a short amount of validity remaining on their current documents. The new open work permit works like a bridging open work permit Canada offers. It allows applicants to stay in Canada while IRCC contemplates the approval of their application.

The validity of these work permits will be till December 31, 2022. If the applicant’s common-law partner, spouse, or dependent child above 18 years of age is present in Canada, they also can file an application for the permit.

More about the program

The new Canada work permit visa is applicable to the pathways for TR to PR. Out of the 6 programs they are, 3 have caps on intake, catering to English speakers. The other 3 apply only to French speakers, featuring no limit on the number of applications allowed.

The following are the programs with their quotas:

  • International graduates – 40,000 applications – Full
  • Workers in Canada
    • Stream A – for healthcare workers (French-speaking) – no cap
    • Stream A – for healthcare workers – 20,000 applications
    • Stream B – for essential non-healthcare workers (French-speaking) – no cap
    • Stream B – for essential non-healthcare workers – 30,000 applications – Full
  • French-speaking international graduates – no cap

The new programs are set to close on November 5, 2021, or until the maximum number of applications is reached for IRCC for each program.

Time to apply to TR to PR program

As per the IRCC, eligible individuals can apply up to 4 months prior to the expiry of their current temporary status. Family members can file an application at any time. Those on a maintained status who are eligible to restore their status are also allowed to apply any time.

Application procedure

Applications to the program can be made only online. No applications can be made at a port of entry. In case one can’t apply online owing to a disability or due to poor internet connection, IRCC is ready to accept paper applications.

Step 1: Be ready with all necessary resources to apply

This step involves the applicant being ready with a camera or a scanner. The applicant must also be ready with a debit or credit card in order to make payments online.

Also, to go through the instruction guide provided by IRCC, the applicant will require Adobe Acrobat Reader on the computer.

Step 2: Pay the fees

An amount of $155 has to be paid by the applicant for an extension of the Canada work permit visa. This will be done on the government website. Due to the exemption available from paying the open work permit holder fee of $100, the applicant has to pay before applying online.

Step 3: Log in to the IRCC account

To start applying, the applicant must have an IRCC account. The applicant can use this account for the submission of the application forms and check status.

Step 4: Get document checklist

Once the applicant creates an account, he/she will then need to answer few questions so that he/she gets a personalized checklist for documents.

The applicant must state that he/she wants to work temporarily for over 6 months. Both workers and students are required to select the status as “worker”. It’s expected of students as a temporary measure while the application system is updated by IRCC.

Step 5: Fill out the forms

With the help of the instruction guide provided by IRCC, the applicants must fill out the forms once they have readied their checklist for documents.

When the applicants are asked for “Duration of expected employment,” they can ask for an end date that’s no later than December 21, 2022. However, they cannot ask for a date that falls beyond the expiry of their passports.

Step 6: Upload the correct documents

Documents principal applicants have to upload include:

  • a copy of your fees receipt
  • copy of passport
  • proof of working legally when filing the application (e.g., Canada work permit)
  • proof of the result of language test
  • a Family Information Form
  • a digital photo

The applicants may also require a medical exam or other documents like a birth certificate or a marriage certificate for any accompanying family members.

Family members present in Canada will have their own checklist for documents (the IMM 0008).

After filing an application

After filing an application, an immigration officer will review it in time. The compliance history of the employer is checked to ensure that they are eligible. Also ensured is that the applicants qualify for the open work permit Canada offers.

The application will be returned in case it’s determined to be incomplete. The applicant may be asked to send more information.

For approved applications, the Canada work permit visa will be sent to the Canadian address given to the authorities.

In a recent federal immigration draw conducted on July 22, 2021, 4,500 Express Entry candidates were invited to apply for Canada PR.

The minimum score required to qualify was set at 357. The chosen candidates were eligible for the CEC immigration stream.

The draw had a tie-break rule implemented with the timestamp of February 14, 2021, at 09:04:15 UTC applied. This was done as an administrative requirement. The timestamp indicates the date and time that the candidates need to submit their profiles by.

A lower cut-off score

While 4,500 immigration candidates from the CEC stream were invited in the draw held previously, the cut-off score was 369. This means that the July 22 draw had a lesser cut-off score than its previous round of invitations.

The cut-off score of the July 22 draw was the second-lowest cut-off score for a CEC draw.

PNP and CEC draws

After the COVID-19 came to Canada, the country has been focusing on conducting only draws specific to PNP and CEC. The reason for this is that the candidates involved are readily available as they are mostly in Canada only. They are unaffected by the travel restrictions imposed due to the pandemic.

Now, there’s a gradual withdrawal of COVID-related restrictions at the Canada border. Canada has decided to reopen its border to fully vaccinated travelers from the US in August 2021. In September 2021, Canada will open its border to fully vaccinated travelers from all locations of the world.

Canada Express Entry

Out of the 401,000 new immigrants Canada intends to bring to the country in 2021, a quarter of the number will come via Express Entry.

Express Entry is Canada’s immigration application management system. It’s a points-based system that accepts the profiles of immigration candidates and adds them to its Express Entry pool. These immigration candidates apply for 3 high-skilled programs of the federal government of Canada: FSWP, FSTP, and CEC.

In the Express Entry pool, candidates are assigned scores based on human capital factors such as education, age, language skills in English/French, and work experience.

The process for EOI in Saskatchewan

  • Submission of a candidate’s EOI profile
  • Entry of the candidate into the EOI candidate pool
  • Selection of EOI candidates
  • Issuance of ITAs through draws held regularly
  • Submission of applications by candidates in full within 60 days
  • Assessment of applications by officials of SINP and their final decision on approval

Requirements of sub-category – Occupations In-demand

  • A score of at least 60 points on the points assessment grid of SINP
  • A minimum language score of CLB 4 (higher scores may be asked for by employers and regulatory bodies)
  • Completion of one year of post-secondary education, apprenticeship, or training with comparison to the education system in Canada. You must have earned a degree, certificate, or diploma.
    • Diplomas and degrees obtained outside Canada that are subject to an ECA
  • A minimum of 1 year’s work experience in the past 10 years:
    • In an occupation considered eligible in categories NOC A, B, 0, and
    • In the candidate’s field of education or occupational training
  • Get the suitable licensure in Saskatchewan in case it’s required for your field, without which the authorities won’t go ahead with application processing
  • Have proof of settlement funds as well as a plan for settlement
  • Payment of $300 as application fee online, that’s non-refundable

Requirements of sub-category – Express Entry

  • Candidates must be either from outside Canada or with legal status in Canada
  • A profile in the Express Entry pool, with profile number as well as job seeker validation code
  • A score of at least 60 points on the points assessment grid of SINP
  • Results of a valid language test from a designated testing agency that matches those in the Express Entry profile
  • Completion of one year of post-secondary education, apprenticeship, or training with comparisons to the education system of Canada. You must have earned a degree, certificate, or diploma
    • Diplomas or degrees obtained outside Canada subject to an ECA
  • Have a minimum of 1 year of experience in the candidate’s field of education or occupational training:
    • Work experience of 1 year in the past 10 years in a skilled profession (non-trades),
    • Work experience of 2 years in a skilled trade in the past 5 years, or
    • Work experience of 1 year in Canada in the past 3 years (non-trades and trades)
  • Work experience in an occupation requiring high skill deemed eligible in categories NOC A, B, 0
  • Get the suitable licensure in Saskatchewan where the candidate has a profession that’s regulated if not active in a skilled trade. A certificate is needed for skilled trades from the Saskatchewan Apprenticeship and Trade Certification Commission.
  • Proof of settlement funds as well as a settlement plan
  • Payment of $300 as application fee online that’s non-refundable

On July 21, 2021, Ontario invited 115 bilingual immigration candidates from the Express Entry pool to file an application for a provincial nomination in an Ontario PNP draw.

The candidates who were selected could have eligibility for Canada immigration via Ontario’s EE FSSW stream. The candidates required a minimum CRS score from 461 to 467.

What is FSSW?

  • It’s an enhanced PNP stream, meaning it’s aligned with the federal Express Entry system.
  • Candidates who got an NOI in this draw were required to have an Express Entry profile. It must have been created after July 21, 2020.
  • Invited candidates have 45 days to file an application for a provincial nomination, which can be done online.

Eligibility for FSSW

  • A profile in the Express Entry system.
  • Candidates require a CLB score of at least 6 in English and 7 in French.
  • OINP also requires candidates to have sufficient funds to cover the costs of settlement in Ontario.

Benefits of PNP

  • Canadian provinces can invite immigration candidates with the required qualities for their labor markets.
  • Express Entry candidates who receive a provincial nomination through PNP are almost sure to get an ITA for Canada PR in a federal immigration draw.
  • Provincially nominated candidates will be awarded 600 additional CRS points which allows them to gain the possibility of getting an ITA.
