Employers of foreign workers in Quebec will now have to refer to a new salary guide prepared by MIFI, approved now in 2020. The new salary rates will come into effect from December 1, 2020.

When the Immigration Ministry gets an LMIA request, such a request goes through a verification. In that step, it’s determined if the salary offered by the employer is the same as the salary offered to a Quebec worker in the same job category. The salary must also be also at par with the employee’s experience at his/her work in Canada.

For a job offered but not covered by a decree or collective agreement, the wage will be determined by the Immigration Ministry. The hourly wage for a particular application is established using 3 categories. It’s determined according to the number of years of work experience needed for the candidate as per the employer’s requirements.

In case the salary information isn’t available in the salary guide, the Immigration Ministry will refer to the available information on Canada’s job bank about federal wage.

On November 25, 2020, British Columbia invited 360 immigration candidates to apply for a provincial nomination for Canada PR. The British Columbia PNP issued invitations to candidates via the EEBC and Skills Immigration streams.

The candidates were invited under the following sub-categories with different provincial score requirements:

The BC PNP draws are held weekly. The candidates applying to these draws are those who have professional skills, and willing to work in Canada. Their skills are in demand that willmeet the demands of the province’s labor market.

To apply for the Skills Immigration/Express Entry BC categories, the candidate must first create their profile with the online portal of BC PNP. Then it must be registered under the SIRS.

BC PNP holds PNP draw on Nov 25, 2020

Upon approval, the applicant will get a provincial nomination which he/she can use to apply for a Canada PR visa under the PNP with IRCC.

The candidates who are provincially nominated are given 600 extra CRS points. This assures them to receive ITAs in a future Express Entry draw.

US opens new VACs to get biometrics for Canada immigration

New VACs in the US for Canada immigration

Two new VACs are now opened in the US for US residents to submit their biometrics for Canada immigration. These are situated in San Francisco, California, Washington, and Seattle. These centers were started on November 23, 2020.

The new VACs will offer only biometric collection services. Biometrics collection along with other services are available at VACs in Los Angeles and New York. Biometric information can also be submitted in any of the 131 ASCs in the US if the applicants have their Biometrics Introduction Letter.

The VACs at San Francisco and Seattle will be open for a year. Applicants for immigration to Canada can submit their biometrics to support their fresh applications or those already submitted. This is a necessary step to process Canada immigration visa.

Also, for now, those in Canada applying for temporary residence are exempted from submission of biometric information, owing to the COVID-19 pandemic. This is applicable to those extending their stay in Canada as:

  • Worker
  • Student
  • Visitor
  • Those applying to restore their visa status
  • Those applying for their Canadian visa or permit

New VACs in the US for Canada immigration

In case biometric information was submitted as part of an application for a visa or permit in Canada within those 10 years, the same needn’t be given again for a new application.

Canada PR applicants needn’t give their biometric information again in case they have already done so within the past 10 years.

UK updates travel corridor list

England’s travel corridor list, a list of countries considered safe for Brits to travel to and arrive from, has been updated. 10 more world nations have been added to the list, effective from November 21, 2020.

The US Virgin Islands The Northern Mariana Islands St. Eustatius & Saba Bonaire Uruguay

The UK’s Department for Transport has stated that the travel corridor will be fully applicable to Israel and Jerusalem.

The travelers not arriving from any of these listed countries will have to undergo self-isolation for 14 days upon arrival in the UK. Also, there won’t be any removals from the corridor list. The FDCO’s updated travel advisory doesn’t advise its citizens anymore not to do non-essential travel to the countries listed in the corridor list.

This move follows PHE’s latest assessment that there’s a lower risk of COVID-19 for Brits traveling to the places in the corridor list.

PEI PNP draw invites 254 new immigrants

The latest PNP immigration draw held by PEI on November 19, 2020, invited 254 immigration candidates to apply for a provincial nomination for Canada PR. The invites went as follows:

Express Entry &Labor Impact categories 221 invites
Business Impact category 33 invites
The minimum point requirement was fixed at 92.

PNP is a major sourcing program for Canadian provinces that are in need of immigrants to meet the province’s labor market requirements for skilled workers. The PNPs sometimes even alignwith the Express Entry system. PEI PNP is one such program.

Express Entry System
Manages Canada’s immigration applications for 3 economic-class categories of Canada immigration namely, FSWP, FSTP, and CEC.
CRS
CRS score is used to rank the applications and profiles of applicants entering the Express Entry pool. The scores are given based on human capital factors like age, work experience, education, and proficiency in English and French.
Provincial nomination
If a province nominates a candidate, he/she will be granted extra 600 points on the CRS score. This will in effect ensure that he/she will receive an ITA in an upcoming federal Express Entry draw.

Express Entry candidates in PEI PNP eligible for an invite will have an EOI profile with the Prince Edward Island PNP. The EOI profiles are given points based on the unique points grid of the province. The candidates who score the highest will get invited via draws conducted monthly.

Labor Impact category
This category is for foreign nationals with a valid job offer in PEI along with support from their employer. It’s divided into 3 streams
Critical Worker Skilled Worker International Graduate
The candidates in this category must submit their EOI profile for eligibility to be considered for a provincial nomination via this category.
Business Impact category
It’s a category meant for foreign entrepreneurs wanting to own and run a business in PEI.

·       The program has a 1-year validity

·       For each person, the program costs US$287 (Dh 1,054)

·       The program also featuresmedical insurance with valid coverage across the UAE and a processing fee per person

·       It gives access to all essential services including utilities, telecom, and schooling

·       It gives connectivity to a global hub and a skilled workforce with people of over 200 nationalities

Documents needed to apply
·       Copy of passport with at least 6 months’ validity

·       Health insurance that has coverage across the UAE

·       Employment proof from the current employer with a contract valid for a year with a minimum salary of US$5,000 (Dh18,365)

·       Last month’s salary slip

·       Bank statements of 3 preceding months

·       Entrepreneurs must submit proof of owning a company for a year or more

·       Entrepreneurs must have an average monthly income of US$5,000 (Dh18,365)

·       Entrepreneurs must produce the last 3 months’ bank statements

Procedure

Canada Spousal immigration application

IRCC has started processing spousal immigration applications after a slow down at the onset of the COVID-19 pandemic. Canada has set a target of around 80,000 immigrants annually in its Canada immigration levels plan for the 2021-2023 period under the category of Spouses, Partners, and Children.

Most of the immigrants welcomed under the category are common-law partners, wives, and husbands of Canadian citizens or Canada PR holders who sponsor them.

In September 2020, Canada announced that it would try to raise the number of spousal immigration applications processed to 6,000 per month between September and December 2020.

A per IRCC’s data, the number of applications finalized in September 2020 came to a little over 4,000, which is double the number in July 2020. There has been significant improvement in the number of applications from both overseas and in-land.

Most of the growth in the number of applications processed were in the overseas category. The number of applications came to 2,000 in September 2020. It was just 800 applications in July 2020.

In-land applications came close to 2,000 in September 2020 while it was just 1,200 applications in July 2020.

Spousal immigration sponsorship – Eligibility
·       The sponsor must be a Canadian citizen or a PR in Canada

·       The sponsor must be at least 18 years old

·       The sponsor must prove that they don’t receive social assistance (except in case of disability) and can meet the basic financial needs of their partners

·       In case the sponsor is currently overseas, he/she must prove that they plan to come back to Canada and live with the sponsored person

·       The sponsored must be legally married to the sponsor and must be at least 18 years of age

·       The common-law partner must be at least 18 years and must have lived with the sponsor for at least 12 months consecutively

·       Conjugal partners must be at least 18 years old and must have been in a relationship with the sponsor for at least 12 months consecutively

·       Conjugal partners must be residing outside Canada, and can’t live with the sponsor in their country or marry the sponsor owing to significant obstacles (E.g., Same-sex marriage not permitted)

IRCC requires the sponsor to submit 2 applications simultaneously. These are:

  • A sponsorship application
  • A PR application

Remit the application fees (which includes fees for processing, right of PR, and biometrics) on the website
Mail the final application to IRCC

Manitoba conducted its latest PNP draw on November 19, 2020. 196 new immigrants were invited to apply for a provincial nomination for Canada PR.

MPNP invited skilled foreign workers and international graduates through the streams of:

  • Skilled Workers Overseas
  • International Education Stream
  • Skilled Workers in Manitoba

Of the 196 LAAs issued, 40 went to Express Entry candidates. Any Express Entry candidates without the following:

  • A valid Express Entry ID
  • A job seeker validation code
  • A verifiable experience in an occupation on Manitoba’s in-demand occupations list

The reasons for candidates with a higher score than the minimum ranking being not sent LAAs are:

  • Their language isn’t valid anymore
  • Their third-party language test didn’t have a valid test number
  • Their candidate was invited under a strategic recruitment initiative but didn’t send a valid invitation number

These candidates will have the chance to update their EOI profile with correct information so that they may be considered for the next draw.

Candidates working in a regulated occupation have been issued invitations in this draw. Those candidates who aren’t actually working in a regulated occupation or who haven’t provided proof of having completed licensing steps to be employed in Canada will be refused.

The immigration streams of Manitoba PNP to nominate skilled foreign workers who can fill the labor market needs of the province.

Those who apply from overseas must have an established connection with Manitoba. This could be established through:

  • Family or friends in the province
  • Prior experience in the province
  • An invitation under any of MPNP’sStrategic Recruitment Initiatives

Eligible candidates aren’t required to be physically present in the province while submitting the application.

Successful candidates in the category of Skilled Workers in Manitoba are required to have a full-time permanent job offer from an employer in Manitoba.

Saskatchewan PNP draw 551 invites

On November 19, 2020, Saskatchewan held a PNP draw that invited 551 candidates from the International Skilled Worker category. SINP invited these candidates via the subcategories of Occupations In-Demand and Express Entry.

The invited candidates have work experience in specific occupations. They were eligible because they had submitted their EOI profiles with the SINP.

The minimum EOI provincial score required for eligibility for Express Entry candidates was 78. There were 214 Express Entry candidates involved in this draw. The invited candidate had Educational Credential Assessments. They also had work experience in one of the 56 listed occupations.

Under the Occupations In-Demand subcategory, there were 337 candidates invited. They also required Educational Credential Assessments. 75 occupations were included in this draw.

The SINP chooses such candidates who can demonstrate their commitment to build a life and career in Saskatchewan. For this, they have to showcase their education, work experience, age, language ability, and connections in the province.

The SINP assigns a score out of 100 on the basis of the above 5 factors. The score is given on the Points Assessment Grid for International Skilled Worker. Candidates who score the highest get an ITA for a provincial nomination from Saskatchewan.

Express Entry System
Manages the applications and holds the profiles of candidates in a pool for 3 main economic-class Canada immigration programs.
FSWP FSTP CEC
The candidates in the Express Entry pool get a CRS score based on human capital factors like age, work experience, education, and language proficiency.
600 extra CRS points for candidates with a provincial nomination from Saskatchewan!
With 600 extra CRS points, the candidate has a sure chance to receive an ITA in an upcoming federal Express Entry draw.

Occupations In-Demand
This sub-category is for immigration candidates without a federal Express Entry profile. These candidates have work experience in jobs that have a shortage of workers in Saskatchewan.
