The new points-based student visa route under UK immigration was tabled in the parliament by the UK government on September 10, 2020. The new system is claimed to make the previous requirements simpler for visa applications for international students willing to study in UK.

Under the new route, international students will need 70 points in total to be eligible for a UK study visa to join a UK university. The criteria that will decide the points are:

  • An offer to join from an approved educational institution
  • Fluency in the English language
  • Ability to support oneself while living and studying in the UK

The UK Home Office has stated that the new student route will treat all students equally, including students from Europe, in the post-Brexit transition period. This period will end with 2020.

The new immigration policy and its benefits to students extend to the post-study work benefits of the Graduate Immigration route. Thus, the UK has further established its commitment to international students. Their dreams to pursue world-class education will now be fulfilled.

Winter comes in December and stays till February. It could even exceed February. Temperatures fall under the range of –10 to –15 degrees Celsius. The wind makes the season even colder. You will have to dress up well in a coat, boots, and mittens to stay warm. Have a warm hat that covers your ears too. Rubber-soled boots will be most helpful on the slippery snow. You can even turn fashionable this season as you will need to layer your clothing. And guess what! This is the time to have fun as you can go enjoy skiing, skating, sledding, or just make wonderful snowmen.

In the Canada immigration process, EOI is the first step that a candidate takes to enter the immigration draws conducted on a federal and provincial level. A candidate expresses his/her willingness to become a PR with an EOI. This could again be on a federal or provincial level.

On a provincial level, take the case of Manitoba. The Manitoba PNP has criteria to meet for candidates’ profiles to be eligible for selection to invitation rounds. A candidate could try to immigrate to Canada either via the Skilled Worker Overseas or Skilled Worker Manitoba streams. The selected candidates are placed in a pool from which they are taken for an invitation.

Now, the province of Ontario is also going to adopt the system of EOI to manage the application process. The EOI system will be adopted for the most popular streams that bring in skilled candidates to Ontario.

Under the new proposal, the OINP will launch the EOI system for the streams of:

  • D. Graduate
  • Employer Job Offer category
  • Foreign Worker stream
  • In-Demand Skills stream
  • International Student stream
  • Masters Graduate

The working of the EOI system will be the same as it does in the federal Express Entry system. Here, candidates would register with the OINP and be placed in a selection pool. Under the regulatory amendments in the latest proposal, OINP will have the right to:

  • Assign a score to prospective applicants present in the EOI pool
  • Hold both targeted and general draws
  • Send ITAs to the candidates who score at the top
  • Do point allocation to various factors viz. language skills and education
  • Determine and publish point allocations for EOI

The new move by Ontario is to enable it to respond better to the specific needs of its labor market. It will also help to manage the high demand for Ontario PNP and assign priority for the best candidates.

Among other provinces that already function on their own EOI system comes Quebec. It launched the Arrima platform for this in 2018 and made the first invitations in 2019.

Ontario is awaiting the stakeholder feedback on the new plan to implement the EOI system. Until October 23, 2020, the matter will be under consultation.

Now, let’s look at the specifics for qualifying under various streams of OINP.

Employer Job Offer: Foreign Worker Stream

Applicants must meet the following criteria to qualify under this stream:

  • The applicant must have a full-time permanent job offered under NOC 0, A, or B. Its remuneration must meet Ontario’s median wage levels. Also, the position offered must be necessary for the business.
  • If the applicant is already working in the position offered, the proposed wage must be the same or more than the current wage earned.
  • Relevant work experience of 2 cumulative years in the previous 5 years prior to the date of application is a must.
  • If the position offered demands, a relevant mandatory licensing in Ontario will be needed.
  • The applicant could be living abroad, or be studying, working, or visiting Canada on a permit that’s valid, as a Canada work visa.
  • The applicant must have the intention to settle in Ontario.

Employer Job Offer: International Student Stream

Applicants must meet the following criteria to qualify under this stream:

  • The applicant must have a full-time permanent job offered under NOC 0, A, or B. The remuneration must meet low wage levels for Ontario. Also, the position offered must be necessary for the business.
  • If the applicant is already working in the position offered, the proposed wage must be the same or more than the current wage earned.
  • The applicant must be either
  • A graduate or have met the requirements of a full-time minimum 2-year degree from a Canadian university or college that’s publicly-funded, or
  • A graduate or have met requirements of a full-time minimum 1-year PG diploma program from a publicly-funded Canadian university or college.
  • The applicant must have completed at least 50% of the studies in Canada.
  • The applicant must apply within 2 years from the completion date of the above course.
  • The applicant must have legal status in Ontario.
  • The applicant must have the intention to settle in Ontario.

Employer Job Offer: In-Demand Skills Stream

Candidates under this stream are those with specific skills that are in demand in Ontario. Applicants must meet the following criteria to qualify under this stream:

  • The applicant must have a full-time job offered of a specific type in the construction or agricultural sector. The remuneration must meet the median wage in Ontario for the job. Also, the position offered must be necessary for the business.
  • If the applicant is already working in the position offered, the proposed wage must be the same or more than the current wage earned.
  • The applicant must have a cumulative work experience of 9 months in the last 3 years in any of the eligible jobs. The experience will be counted only for paid full-time jobs. Or else, a part-time job must be paid an equivalent amount in Ontario.
  • The seasonal work that the applicant has done will not count.
  • The applicant must have an education that’s equivalent to high school education or higher in Canada.
  • The applicant must produce a valid license or certificate at the time of application for any work experience claimed that requires such proof.
  • The applicant must have a minimum CLB/NCLC score of 4 in French or English in all competencies attached to the language.
  • The applicant could live abroad, or be studying, working, or visiting Canada on a permit that’s valid.
  • The applicant must have the intention to settle in Ontario.

Masters Graduates Stream

Candidates under this stream are international students looking for an opportunity to apply for PR. These students will have obtained a Master’s degree in Ontario without the need for a job offer.

Applicants must meet the following criteria to qualify under this stream:

  • The applicant must have graduated with a full-time Master’s degree program from an eligible institution in Ontario. The duration of the program must have been at least a year.
  • The applicant must have obtained a minimum language CLB/NCLC level 7 or above in French or English.
  • The applicant must have legally resided in Ontario for at least a year in the last 2 years.
  • The applicant must have enough settlement funds.
  • The applicant must have the intention to work and live in Ontario.
  • The applicant must have legal status in Ontario or abroad.
  • Applications from any other region in Canada will not be accepted.
  • The application must be submitted within 2 years of completing the requirements to complete the master’s degree and graduate.

Ph.D. Graduates Stream

Candidates under this stream are international students looking for an opportunity to apply for PR.  These students will have obtained a Ph.D. degree from Ontario without the need for a job offer.

Applicants must meet the following criteria to qualify under this stream:

  • The applicant must have graduated from a Ph.D. degree program in any of Ontario’s eligible institutions. The applicant must also have completed at least a 2-year full-time study.
  • The applicant must have resided in Ontario legally for at least a year in the last 2 years.
  • The applicant must have enough settlement funds.
  • The applicant must have the intention to live and work in Ontario.

Canada amazes us again. This time holistic mental health services have been introduced to add virtue to the settlement process of newcomers who come to live and work in Canada. This program is known as the Newcomer Health & Wellness Program. It’s run by an Ontario-based organization.

The IRCC is funding the program to the tune of $2.2 million. The new program is designed to meet the needs of newcomers in a comprehensive and personalized manner. The idea behind this new initiative comes from CMHA-YRSS. It’s a branch of a national non-profit organization that serves in the York Region in the Greater Toronto area.

The purpose of the initiative for Canada immigration is to improve the well-being outcomes of refugees and immigrants through better mental health. The beneficiaries of this program are those aged 12 years and more.

Such a program has relevance. Studies show that the strains of language barriers, the stress of cultural differences, and the difficulties in blending into a new society could create mental pressure and related issues in immigrants.

The agencies that facilitate settlement of immigrants in Canada and the local mental healthcare providers offer support to newcomers who face these challenges. But the insufficiency of insight and specialization of these local agencies into the real issues of immigrants makes the new program necessary.

With the CMHA-YRSS’s program, all the insufficiencies are addressed and solved. The main feature of this program is a broad range of activities that facilitates mental health and outreach. These activities include:

  • Physical and mental health assessment
  • Psychotherapy and counseling
  • Family counseling
  • Health and wellness training and promotion
  • Trauma-specific services

It’s vital for the program to create conducive spaces for delivering mental health services. The program will create a platform for the beneficiaries to describe their mental health experiences and ensure being considerate of their religious and spiritual needs.

The consideration of the diversity of the immigrants as to their characteristics, backgrounds, and issues is a key feature of the program. With this in mind, it will be possible for the community to know the specific needs of each immigrant to help them.

The program received funding for 3 years with the possibility of extension for another 2 years. The program will involve building the capacity of the community to address the needs of the newcomers. The continued support, even beyond the duration of the program is expected.

British Columbia chooses 67 techies in Tech Pilot draw

British Columbia conducted a Tech Pilot draw on September 8, 2020, in which 67 Skills Immigration and Express Entry candidates were invited to apply for a provincial nomination for permanent residence.

A fast-track pathway for immigration of candidates skilled in the technology field, the BC PNP Tech Pilot brings in-demand international students and tech workers to live, study, and work in Canada.

The Tech Pilot candidates invited by BC PNP must have an offer for a job that’s at least of a year’s duration. The job must be one of the 29 jobs listed as in-demand occupations by BC.

In the September 8 draw, invitations were issued to candidates in the International Graduate and Skilled Worker categories of the EEBC and Skills Immigration streams.

The selected candidates in all these sub-categories required a score of at least 80 to qualify.

Candidates registered under the categories of EEBC will get 600 extra points on their CRS score in case they get an approved provincial nomination. With those points in the kitty, these candidates stand the chance to receive an ITA for PR in Canada in an upcoming federal Express Entry draw.

The applications for PR from candidates invited under the Skills Immigration categories will be processed directly by IRCC. This will be after a provincial nomination being issued by BC.

The candidates who come under Skills Immigration categories must first have a profile created via BC PNP’s online portal. The profiles must be registered under its SIRS.

The BC PNP is a significant contributor to the performance of immigration Canada manages. The draws under BC PNP are specifically aimed at recruiting skilled and qualified candidates willing to work in Canada for prospective technology companies situated in BC. The concentration of Canada’s tech industry in BC has led even more international tech companies to invest in the region.

BC PNP Tech Pilot is a great chance for prospective international candidates to get job offers in:

  • Any of the 29 targeted jobs
  • Jobs of at least a year’s duration

The participating communities under the RNIP bring in temporary foreign workers in Canada or new immigrants. Then they are matched with the appropriate local job opportunities. Different communities find matching candidates for jobs in their area differently. In the case of North Bay, candidates who are bilingual and are involved in community activities have a greater advantage. When the candidate’s spouse also shares these qualities, that adds a new resource to the community’s labor scene.

Canada’s employment scene is picking up and the numbers are building to prove that. Gracefully, Canada is bringing itself around and putting itself back on track. This is even reflecting in immigration Canada has been keeping alive and active through the tough times.

Canada is coming back from the loss of 3 million jobs right from when the lockdowns and travel bans took effect in mid-March 2020. It’s indeed great news that by the day, more and more people are coming back to work as the restrictive measures are gradually dropped. Look at the August Labor Force Survey and you can see that the easing of public health restrictions is bringing back more job opportunities to Canadians and particularly immigrants who will work in Canada.

Take August 2020. For Canadians, this month registered a rise in employment of 1.4%, which was a rise to within 5.7% of the levels in pre-COVID-19 times. For existing immigrants, employment rose by 1.6% and for new ones, it grew by 2.2%. The rise in employment for new immigrants happened due to a dip in population in this category as arrivals were pretty low in pandemic times.

In fact, full-time positions saw the highest gains in employment. Also, the growth in employment was concentrated in the services sector. The employment growth in the services sector was 1.5%.

In the services sector, the sectors of education services, food and accommodation services, and the other services like salons registered most growth.

The decline in natural resources affected the production sector and hence gains in the goods-producing sector got offset.

Coming to labor force participation, men are now at 0.2% of the levels before COVID-19 while women re below pre-pandemic levels by 1.3%. This indicates that women are currently engaged in activities like child-care, that are not related to employment.

Some visible minorities like Blacks, Arabs, and Southeast Asians have higher unemployment now. While the national rate of unemployment is 11.1%, Blacks have 17.6%, Arabs have 17.9%, and Southeast Asians have 16.6% of unemployment.

Comparing with February 2020 levels, youth and low-wage workers registered employment rates of 86% while other employees have impressively touched 99.1% of employment levels in pre-pandemic times.

Canada still has the big task of recovering 1.1 million jobs that were lost since the onset of the pandemic. But considering the recovery of 1.9 million jobs in recent months, signs of steady improvement are clearly seen in Canada. What’s more, 246,000 jobs created in August 2020. Before that, in July 2020, 419,000 jobs were recovered. In May and June, a total of 1.2 million jobs were recovered.

That’s great going for Canada.
