The Traffic Bulletin released by the Dept. of Employment, Skills, Small and Family Business proposes changes to the skilled occupation lists of Australia. The consultation period for the proposed changes is from December 2019 to February 2020. If the proposed changes are accepted, we can expect major changes to the SOLs of Australia. 

There are three skilled occupation lists in Australia: 

  • MLTSSL (Medium & Long-term Strategic Skills List) 
  • STSSL (Short-term Skilled Occupation List) 
  • ROL (Regional Occupation List) 

Under the proposed changes, the following occupations may be removed from the STSOL: 

  • 272111 Careers Counsellor 
  • 452312 Gymnastics Coach or Instructor 
  • 324212 Vehicle Trimmer 
  • 411711 Community Worker 
  • 361199 Animal Attendants & Trainers nec 
  • 452311 Diving Instructor (Open water) 
  • 342311 Business Machine Mechanic 
  • 394213 Wood Machinist 
  • 391111 Hairdresser 
  • 411611Massage Therapist 
  • 362211 Gardener (General) 

The below occupations may be moved from the MLTSSL to the ROL or the STSOL: 

  • 321111 Automotive Electrician 
  • 612115Real Estate Representative 
  • 323313 Locksmith 
  • 142115 Post Office Manager 
  • 321213 Motorcycle Mechanic 
  • 312511Mechanical Engineering Draftsperson 
  • 332211Painting Trades Worker

  • 333111 Glazier 
  • 333411Wall and Floor Tiler 

The occupation of “Geologist” may be moved from the STSOL to the Regional Occupation List. 

The below occupations may be moved from the ROL to the MLTSSL or the STSOL: 

  • 231213 Ship Master 
  • 599612 Insurance loss adjuster (salary caveat- minimum $80,000) 
  • 133612 Procurement Manager 
  • 135112ICT Project Manager (salary caveat of $120,000) 
  • 224999 Information & Organization Prof. nec (salary caveat-minimum $90,000) 
  • 131112 Sales & Marketing Manager (salary caveat-minimum $120,000) 

The following occupations may find their way into the STSOL: 

  • 221212 Corporate Treasurer 
  • 423111 Aged or Disabled Carer 
  • 423313 Personal Care Assistant 
  • 423312 Nursing Support Worker 

The below occupations will have salary conditions: 

  • 121312 Poultry Farmer (minimum $65,000) 
  • 351111 Baker (minimum $65,000) 
  • 351112 Pastrycook (minimum $65,000) 
  • 323212 Fitter & Turner (minimum $65,000) 
  • 361112 Horse Trainer (minimum $65,000) 
  • 452499 Sportspersons nec (minimum $120,000)

Canada issues 3,200 invites in the latest Express Entry draw

Canada held the 133rd Express Entry draw on 19th December. 3,200 invites were issued with the CRS dropping by three points to 469. 

The decrease in the cut-off score can be attributed to the shorter time gap between the previous and the latest draw. The last draw was held on 11th December, which was just eight days before the latest draw on 19th December. 

When there is a lesser gap between draws, the Express Entry Pool does not get too many high-scoring candidates to replenish itself. This usually results in a decrease in the minimum required score. 

The 19th December draw also used the tie-break rule. The date and time used were 14th November 2019 at 8:41:33 UTC. All candidates who had submitted an EOI scoring 469 or more before the given time and date received an invite. 

Canada has issued 85,300 invitations for Canadian PR this year. It is still short by 4,500 of the highest number of invitations at 89,800 which was issued in 2018. 

Canada aims to increase its immigration intake under the multi-year migration level plans. The admission target has been increased from 81,400 this year to 85,800 next year. The admission intake target under the Provincial Nominee Programs has also been increased. The target for the PNPs has been increased from 61,000 this year to 67,800 in 2020. 

“Enhanced PNP streams” are part of the provincial nominee programs of nine provinces and two territories in Canada. These streams are aligned with the Federal Express Entry Program. These streams allow the Canadian provinces and territories to choose eligible Express Entry candidates. These provinces and territories generally have a lower CRS requirement, and some do not have a CRS requirement at all. 

Obtaining a provincial nomination helps Express Entry candidates get an extra 600 points on their CRS score.

The FAIC (Federal Authority for Identity and Citizenship) of the UAE launched a new website yesterday. Applicants would now be able to apply for the Golden Visa through this website. 

What is the Golden Visa? 

The Golden Visa of the UAE is a long-term Residency Visa valid for 5 to 10 years.  It, sort of, grants Permanent Residency to foreigners who can also include their dependents on the visa. The Business Visa is part of the Golden Residency Visa program, which helps foreigners get a long-term visa for themselves. The Golden Visa is renewable every five years provided the applicant meets the terms and conditions. 

The Golden Visa process started on 21st May of this year. The GDRFA (General Directorate of Residency and Foreigners Affairs) has set an intake target of 6,800 Golden Visas by the end of 2019. 

Who can apply for it? 

Applicants who have business experience across the globe can apply for the Business Visa of the UAE. An applicant may be considered eligible if they have set up a business on their own at any point in their careers and intend to set up a business in the UAE too. 

To apply for the Business Visa of the UAE, you must: 

  • Be able to prove your entrepreneurial experience 
  • Be a member of the senior leadership or a major shareholder of a startup 
  • Intend to legally set up a business in the UAE and be willing to relocate to the UAE long-term 
  • Have a viable business proposal that could be beneficial to the UAE 

How can I apply for it? 

You can apply for the Business Visa through the website https://business.goldenvisa.ae/ 

Here are the step-by-step instructions: 

  1. Enter your email address and create a password to log in. You will receive a verification code on your email address. 
  2. Fill in your personal details and upload the required documents 
  3. Select your incubator as either “Dubai” or “Abu Dhabi. 
  4. Provide details of your passport and your permanent home address outside of the UAE 
  5. Provide details of any other UAE Residency that you may have previously held or are currently holding 
  6. Provide details of your work and work experience as the visa is mainly for entrepreneurs 
  7. Upload a two-minute video profile of yourself. You will also need to provide details of your business and the sector that you operate in. 
  8. Enter details of your dependents, if any 
  9. Submit the application and wait for the review. The review may take approximately 30 days. Approval of your nomination does not guarantee a visa. It simply means that you are eligible for the visa. 
  10. Once your nomination has been approved, complete the requirements of the FAIC. This may take an extra 30 days. 
  11. You will receive an email with additional information on how to receive the visa 

Applicants who are outside the UAE are given a 6-month long visa to enter the UAE. Applicants will need to convert their Temporary Visa into a Residence Permit within this period. 

Applicants who are already in the UAE are given a one-month long Temporary Visa. They need to get the Temporary Visa converted to Residence Permit within this time.

Manitoba invites 183 in the latest draw

Manitoba conducted the latest draw on 19th December and issued invitations to skilled workers and international graduates. The Manitoba Provincial Nominee Program issued 183 invites in the latest draw.

The distribution of invitations are as below:

  • Skilled Workers in Manitoba: 149
  • Skilled Workers Overseas: 17
  • International Education Stream: 17

With the latest draw, the number of invites issued by the MPNP in 2019 reached 7,545.

Among the 183 invites issued, 16 were issued to Express Entry candidates.

To apply for a provincial nomination through Manitoba, you need to submit a separate EOI to MPNP. Your EOI is scored on various factors like education, work experience, language skills etc. Eligible EOIs are scored out of a total of 1,000 points.

In the 19th December draw, the lowest-scoring candidate in the Skilled Worker in Manitoba category scored 542. The lowest score in the Skilled Worker Overseas category was 559.

The Skilled Worker Overseas category chooses foreign workers who have skills which are in demand in Manitoba’s labour market. However, eligible candidates need to prove a connection to Manitoba or be invited through the Strategic Recruitment Initiative of Manitoba. Connection to Manitoba could be established if you had close family or friends, previous work experience or education in Manitoba.

The 19th December draw invited 17 candidates through Manitoba’s Strategic Recruitment Initiative.

To qualify under the Skilled Workers in Manitoba category, a candidate must be working in a full-time, permanent job in Manitoba.

Foreign students who have graduated from Manitoba may qualify under the International Education Stream.

British Columbia and N&L recorded the highest job growth in October, according to the new Labour Force Survey. 

Canada created 443,000 new jobs between October 2018 and October 2019, as per Statistics Canada. 

The Labour Force Survey showed that there was no change in the national employment rate. It remained steady at 5.5%. Canada scrapped 1,800 net jobs which caused the overall employment to fall slightly in October. In comparison, there were large employment gains in both August and September. 

British Columbia created 15,000 new jobs in October. It had the lowest unemployment rate among all provinces in Canada at 4.7%. 

2,700 new jobs were created by Newfoundland and Labrador in October. 

The employment level and unemployment rate remained largely steady in all Canadian provinces. 

Employment increases for workers over 55 

There were 31,000 more jobs for workers aged over 55. The unemployment rate for such workers was 4.7%, dropping by 0.2%. 

Between October 2018 and October 2019, the number of jobs for workers over 55 increased by 4.6% to 187,000. 

There was a decrease of 29,000 jobs in October for male workers between 24 and 54 years. Compared to October 2018, however, there were 94,000 more jobs for this group in October 2019. 

There was no major change in the employment level for female workers between 24 and 54 years. 

There was also no change in the jobs created for workers between 15 and 24 years. 

Increase/decrease in employment industry-wise 

Construction and Manufacturing saw a drop in employment levels in October. There were 21,000 fewer jobs in Construction in October and 23,000 in Manufacturing. 

Most of the job losses in Manufacturing happened in Ontario. The job losses in Construction, on the other hand, were spread across five provinces. The maximum number of job losses happened in Quebec and Ontario. 

20,000 new jobs were created in Public Administration in October. The most job growth happened in the provinces of British Columbia, Quebec, New Brunswick and Prince Edward Island. Jobs in the Public Administration industry reported an increase of 7.6% with 73,000 new jobs as compared to October 2018. 

There were significant employment gains in Real Estate, Finance, Rental and Leasing and Insurance in October. There were 18,000 new jobs created in these industries in October. There was an increase of 64,000 new jobs in October 2019 as compared to October 2018.

How to apply under the Rural and Northern Immigration Pilot of Canada?

The Rural and Northern Immigration Pilot (RNIP) is a program driven by smaller communities in the country which aims to extend the profits of immigration to smaller communities. The RNIP will also create pathways for Permanent Residence for skilled foreign workers who wish to live and work in the 11 participating communities in the program. 

Once the Pilot comes into effect, employers from eleven communities in Ontario, Manitoba, Alberta, British Columbia and Saskatchewan will be able to hire skilled foreign workers. 

Which communities are participating in the RNIP? 

The communities that are participating in the RNIP are: 

  • Vernon, British Columbia: Details of the pilot are yet to be announced 
  • West Kootenay (Castlegar, Trail, Nelson, Rossland): Details of the pilot are yet to be announced 
  • Thunder Bay, Ontario: Pilot commences from 2nd January 2020 
  • North Bay, Ontario: Details of the pilot are yet to be announced 
  • Sault Ste. Marie, Ontario: Accepting applications 
  • Timmins, Ontario: Details of the pilot are yet to be announced 
  • Claresholm, Alberta: Pilot to commence from January 2020 
  • Sudbury, Ontario: Details of the pilot are yet to be announced 
  • Gretna-Rhineland-Altona-Plum Coulee, Manitoba: Accepting applications 
  • Brandon, Manitoba: Pilot commences from 1st December 2019 
  • Moose Jaw, Saskatchewan: Details of the pilot are yet to be announced 

How to apply for the Rural and Northern Immigration Pilot Program? 

Here are the steps to apply under the Rural and Northern Immigration Pilot Program: 

  • Step 1: Check if you are eligible. You have to meet the eligibility criteria of both IRCC and the community that you are applying to. 
  • Step 2: Obtain a valid offer of employment from an employer in any of the communities participating in the program 
  • Step 3: On obtaining the offer of employment, you have to submit an application for recommendation from the concerned community 

You will also need to submit the necessary documents when doing so. You will need to submit copies of the documents at the time of applying. The originals may be needed when applying for Canadian Permanent Residence. 

  • Step 4: When you receive recommendation from a participating community, you become eligible to apply for Canadian PR 

Some facts about the RNIP 

  • There are 2,750 PR Visa places (primary applicants and their families)available under the RNIP 
  • Every participating community will have their own eligibility requirements as well as the application process 
  • Further information regarding the pilot will be available on the websites of the participating communities 
  • The pilot will commence at different times for different communities 
  • Applicants under the RNIP must be able to prove that they have a valid job offer. They should also meet other eligibility requirements
