Know more details about the new Regional Visas of Australia

Australia is all set to introduce two new Regional Visas –the Subclass 491 and 494 which come into effect from 16th November 2019. 

The new visas will replace the Subclass 489 and Subclass 187 Visas which will henceforth no longer be available. The Subclass 491 (Skilled Work Regional) will replace the Subclass 489 while the Subclass 494 (Skilled Employer-Sponsored Regional) will replace the Subclass 187 Visa. 

The new Regional Visas of Australia require visa holders to live up to three years in designated regional areas of Australia. Once the visa holders complete the compulsory stay period, they can apply for Permanent Residency. 

Both the Subclass 491 and the Subclass 494 Visa will be valid for five years. Visa holder may also include their families in the visa application to live and work in designated regional areas. 

Applicants applying for the Subclass 491 Visa will be scored as per the new Australian points-grid. Applicants must also be nominated by a state or territory in Australia. They can also be nominated by an eligible family member already residing in an Australian regional area. 

Key features of the Subclass 491 Visa 

  • 14,000 visa spots have been allocated to the Subclass 491 Visa 
  • Applicants can choose their nominated occupation from more than 500 eligible occupations 
  • Applicants have to be under 45 to be eligible 
  • The validity of the Subclass 491 is five years 
  • To qualify for Permanent Residency, applicants must live in a designated regional area for at least three years 
  • Applicants who complete three years of stay in regional areas become eligible to apply for Permanent Residency. They can apply for PR under the Subclass 191 Visa, which will be available from 22nd November 2022. 
  • Eligible applicants must have a yearly income of at least AUD 53,900. Applicants may be eligible for a concession if they have applied under a DAMA. 
  • Applicants will be allowed to move from one regional area to another 
  • The visa fee for the primary applicant is AUD 4,045 and for the partner is AUD 2,025 

Difference between the Subclass 491 and Subclass 489 Visa 

Subclass 489 Visa holders became eligible for Australian PR after completing two years of stay in a designated regional area. In contrast, Subclass 491 Visa holders must compulsorily stay in a regional area for at least three years. 

However, the number of regional areas under Subclass 491 is much more than the Subclass 489 Visa. 

The new points system for the Subclass 491 Visa 

  • For having a skilled partner or spouse, you may claim 10 points under the Subclass 491 Visa. The Subclass 489 Visa only awarded 5 points for the same. 
  • For your spouse’s Competent English skills, you may claim 5 points. Spouse’s English skills did not earn any points under the Subclass 489 Visa 
  • If you are single, you may claim an extra 10 points. The Subclass 489 had no such provision. 
  • For being nominated by a state or territory, you could claim 15 points. The Subclass 489 Visa only awarded 10 points. 
  • If you are sponsored by an eligible family member, you can claim 15 points. The Subclass 489 awarded 10 points. 
  • If you have a specific STEM (Science, Technology, Engineering and Mathematics) qualification, you can claim 10 points. The Subclass 489 had no such provision.

The federal elections of Canada were held on 21st October. The world is wondering how the elections will affect the future immigration policies of Canada.

What will happen if the Liberals gain a majority?

If the Trudeau Govt. comes back to power, the Liberals will continue to pursue their target of admitting more than 1 million permanent immigrants between 2019 and 2021.

Most of the proposed permanent residents are already in Canada while others are in the process of following suit.

An advisory body has recommended increasing the immigration intake to 450,000 per year, as per The Globe and Mail.

If the Liberals gain power, they will move ahead with their plans of establishing a Municipal Nominee Program (MNP). The MNP was part of the election manifesto of the Liberals in the federal election of 2019.

The Conservative’s stance on immigration is to bring in workers who could fill a job right away. On the other hand, the Liberals are more focused on the future prospects of granting PR to a candidate based on human factors.

The number of people obtaining PR under the Liberals has been increasing year upon year. The trend will continue if the Liberals come back to power. Speculations are rife that with the number of PR visas increasing, there are high chances that the CRS cut-off will also be lowered.

What happens if the Conservatives gain a majority?

The Conservatives are known to be critical of the government’s policies of bringing in irregular asylum seekers. However, they hardly criticized the immigration policies or the Express Entry Program of the Liberals.

The official website of the Conservative Party states that it is committed to setting the immigration levels to what is in the best interest of Canada. The party also claims that it will safeguard and lay greater emphasis on economic immigration.

Interestingly, the Conservative Govt. was the one that launched the Express Entry Program in 2015.

What happens if neither the Liberals nor the Conservatives gain a majority?

As per projections made by CBC Poll Tracker on 18th October, the Liberals have a 48% chance of not gaining majority despite winning most of the seats. The Conservatives have a 40% chance of winning a significant number of seats and not winning a majority.

Three situations may occur in case this happens:

  • The party that wins the maximum seats forms a minority government
  • A coalition Government is formed between two or more parties
  • No Govt. is formed, and the Parliament is dissolved. It may be closely followed by another election being held.

If the first or second scenarios happen, one of the smaller parties like the Green Party, New Democratic Party (NDP), Bloc Quebecois, and the People’s Party of Canada will get a say. Such a scenario could affect the future immigration policies of Canada.

Canada conducted the second FSTC (Federal Skilled Trades Class) draw of 2019 on 16th October. 500 trades candidates were invited with CRS scores as low as 357.

You can apply under the FSTC class if you have work experience in an eligible trade and hold a qualifying certificate that allows you to work in Canada. You must also have a job offer from Canada in an eligible trade to qualify.

The Federal Express Entry Program manages the following economic migration categories:

  • FSWP (Federal Skilled Worker Program)
  • FSTC (Federal Skilled Trades Class)
  • CEC (Canadian Experience Class)

The previous trades-only Federal Express Entry draw was held on 15th May 2019. 500 invitations were issued with the minimum cut-off score of 332.

The previous 2nd October draw included all programs and issued 3900 invitations. The admission target for 2019 and 2020 has been increased, which could make larger draws more frequent.

Typically, when Canada holds all-program draws, IRCC targets the entire Express Entry Pool. This results in a high cut-off score.

However, when the draws are program-specific, only a small pool of candidates are targeted. This causes the minimum cut-off score to dip.

The lowest cut-off that the Express Entry Program has seen in 2019 is 438. The 16th October FSTC draw had a cut-off of 357 which was 81 points lower than the lowest Express Entry cut-off of 2019.

The latest 16th October draw also used the tie-break rule and used the date and time as 4th March 2019 at 20:36:42 UTC. All FSTC candidates who had a score of 357 or above and submitted their EOI before the above date and time were issued an invitation.

The 16th October draw reminds us that even candidates with low scores can explore different routes of getting invited in the Express Entry Program.

Many Provincial Nominee Programs in Canada have separate streams that are aligned with the Federal Express Entry Program. For instance, Alberta held its latest draw where it invited Express Entry candidates with CRS scores as low as 400. The previous draw held by Alberta invited candidates with scores as less as 300.

Some PNPs in Canada do not use the CRS scores at all. They use their unique points-grid to score eligible candidates.  Manitoba and British Columbia use their own points grid to score candidates.

For the first time in its history, Saudi Arabia has introduced a Tourist Visa. Citizens of more 49 countries across the globe can now apply for a Saudi Tourist Visa.

You have to be over 18 to apply for a Tourist Visa for Saudi Arabia. The new Tourist Visa is multiple-entry and is valid for one year. You are allowed a maximum stay of 90 days at a time. The visa will cost you $120 approximately.

According to Arab News, 24,000 tourists have applied for the visa within the first ten days of the launch.

Here is what you should know about Saudi Arabia before you plan your trip:

Safety

If you wonder if Saudi Arabia is a safe country, then worry not because Saudi Arabia is indeed safe. Yet, you must be respectful of the local rules and customs. You should also make sure to consult travel advisories before you plan your trip.

Public spaces

You should not be surprised to find separate entrances and seating areas for men and women. Public display of affection is a big taboo.

Make sure to seek permission before you take pictures of the locals. Not doing so is considered a punishable offence under the public code of conduct.

Vandalism, dress code violations, and playing music during prayer times are also considered public offences.

New rules allow female tourists to roam the country without the body-covering Abaya. However, everyone should dress modestly and avoid tight or revealing clothes.

Prayer time is five times per day and stores, and restaurants close during this time. Hence, you should plan your itinerary, keeping the prayer times in mind.

Alcohol is banned in Saudi Arabia. Sale, purchase and consumption of alcohol is a punishable offence.

Social customs

Saudi Arabians are generally friendly and generous. They often invite visitors inside their homes to share a meal of coffee. Often, they extend their hospitality by giving you a small gift or by offering you food. It is considered rude to refuse such an offer.

It is considered extremely impolite to accept food or drinks with your left hand.

Make sure always to remove your shoes when entering a Saudi home. Keep them on only if the host says so.

You can make a good impression on your hosts if you familiarize yourself with Saudi customs and rituals. The standard Saudi greeting is “Marhaban” which means “Welcome”. You should respond with “Marhabtain” which means “ I give you two welcomes”.

Do not extend a handshake to a woman unless she offers first. It is better to place a hand on your heart and say hello instead.

Atlantic Canada comprises of 4 provinces namely Prince Edward Island, Nova Scotia, New Brunswick and Newfoundland and Labrador. 

Canada launched the Atlantic Immigration Pilot Program (AIPP) in 2017. The fast-track program allows employers in Atlantic Canada to hire foreign workers for jobs that cannot be filled locally. 

Canada aims to welcome 7,000 immigrants and their families through the Atlantic Immigration Pilot Program by 2021. 

AIPP uses three programs to hire foreign workers. These are: 

  • Atlantic High-Skilled Program 
  • Atlantic International Graduate Program 
  • Atlantic Intermediate-skilled Program 

A candidate may qualify for more than one of the above programs. However, you can only apply under any one program. 

To be hired under AIPP, a candidate may be living outside Canada or within Canada temporarily. 

The requirements of AIPP include:  

Atlantic High-Skilled Program: 

  • Candidate must have worked in a professional, skilled/technical or management job for at least 1 year 
  • Candidate should hold a qualification which is equivalent to a Canadian high school diploma or above 
  • Take a language test in either English or French to prove language proficiency 
  • Should have sufficient fund to take care of yourself and your family when in Canada 

Atlantic International Graduate Program 

  • Should have completed a diploma or degree from a public-funded educational institution in any of the 4 Atlantic provinces 
  • Should have lived for at least 16 months in any one of the Atlantic provinces in the recent 2 years 
  • Take a language test in either English or French to prove language proficiency 
  • Should have sufficient funds to take care of yourself and your family when in Canada 

Atlantic Intermediate-Skilled Program 

  • Candidate must have experience in a job that requires a high school education or job-specific training for at least 1 year 
  • Candidate should hold a qualification which is equivalent to a Canadian high school diploma or above 
  • Take a language test in either English or French to prove language proficiency 
  • Should have sufficient funds to take care of yourself and your family when in Canada 

To offer an overseas candidate a job offer under the AIPP, the employer must be designated by the Govt. of the Atlantic province. 

If the candidate and the employer meet the requirements, the candidate may apply for Canada PR through the AIPP.

In the latest draw held on 10th October, Manitoba issued invitations to 193 skilled workers.

The MPNP (Manitoba Provincial Nominee Program) issued invitations under the following streams:

  • Skilled Workers in Manitoba
  • International Education Stream
  • Skilled Workers Overseas

 

So far in 2019, Manitoba has issued 6,574 Letters of Advice to Apply or invitations.

Express Entry

Manitoba has issued 24 invitations to Express Entry candidates out of the total of 193.

Candidates in the Express Entry Pool are ranked based on their CRS scores and highest-ranked candidates receive invitations in regular draws.

A candidate in the Express Entry Pool can add 600 more points to the CRS score by obtaining a provincial nomination. These extra points can effectively guarantee an ITA in the subsequent draw.

For EE candidates to qualify for a provincial nomination, they must have work experience in any in-demand occupation in Manitoba. They also need to meet other eligibility criteria specified by the MPNP.

To be considered for a provincial nomination, you must submit a separate EOI with MPNP.

Skilled Workers in Manitoba

MPNP issued 147 invitations to candidates under the Skilled Workers in Manitoba stream. Temporary foreign workers and foreign students already working in Manitoba can apply under this stream.

To be eligible, you must have a full-time, permanent job offer from a Manitoba employer.

The cut-off in this stream was 567 in the 10th October draw.

Skilled Workers Overseas

The 10th October draw issued 22 invitations the Skilled Workers Overseas stream.

Candidates in this stream are scored on the Manitoba points-grid.

The cut-off in this stream in the 10th October draw was 718.

International Education Stream

International students who have graduated from Manitoba may apply under this stream.

This stream is further divided into 3 sub-categories:

  • Career Employment Pathway
  • Student Entrepreneur Pathway
  • Graduate Internship Pathway

There were 24 invitations issued under the Internation Education Stream in the 10th October draw. The cut-off score has not been revealed by the MPNP.

Saskatchewan conducted the latest invitation round on 8th October. Invitations were issued under the Express Entry and Occupations In-demand sub-category. SINP (Saskatchewan Immigrant Nominee Program) issued 559 invitations in the latest draw.

Saskatchewan expanded its In-demand occupations list on 18th September. Ever since then, the province has been holding back to back invitation rounds. The 8th October draw was the 3rd one and Saskatchewan has issued 1,938 invitations through these 3 draws.

To qualify for a provincial nomination through Saskatchewan, you must have relevant work experience in any occupation in demand. This requirement is common for both the Occupations In-demand and the Express Entry sub-categories.

It is not necessary to have a job offer or any prior Canadian work experience to qualify.

Candidates in the following NOC codes received invitations in the 8th October draw:

  • Human Resource Managers (0112)
  • Financial Managers (0111)
  • Other Administrative Services Managers (0114)
  • Banking, Credit & other Investment Managers ( 0122)
  • Agriculture Managers (0821)
  • Accounting technicians & bookkeepers (1311)
  • Other financial officers (1114)
  • Administrative Officers (1221)
  • Administrative Assistants (1221)
  • Information system analysts and consultants (2171)
  • Computer programmers and interactive media developers (2174)
  • Database analysts and data administrators (2172)
  • Financial sales representatives (6235)
  • Architectural technologists and technicians (2251)
  • Automotive service technicians, bus & truck mechanics & mechanical repairs (7321)
  • Bakers (6332)

The previous SINP draws were held on 25th September which issued 769 invites and 2nd October which issued 610 invites.

The 8th October draw issued 231 invitations to Express Entry candidates out of the total of 559. To be considered, EE candidates must file a separate EOI with SINP. The candidate with the lowest score in this invitation round had a score of 69.

382 invitations were issued in the 8th October draw under the Occupations In-demand sub-stream. The lowest-scoring candidate in this stream also had a score of 69 points, as per CIC News.

CGCC urges Canadian Federal Parties to support facilitative immigration

The Boards of Trade and the Chamber of Commerce called on the federal parties who are running for the upcoming Canadian elections. They urged the parties to implement better skills training for overseas workers coming to Canada. They also said that it was important to promote better and effective immigration policies.

Canada’s Global Cities Council recommended that all federal parties should commit to immigration strategies that enhance talent development. Some recommendations given were:

  • Increased participation in the workforce
  • Encourage trades participation
  • Affordable and wider access to childcare
  • Special incentives to encourage continuous skill improvement

Michel LeBlanc is the President of the Chamber of Commerce of Metropolitan Montreal. He says that the Canadian labour market is under pressure because of:

  • Stagnant wages
  • Increased skill gap
  • Ageing workforce
  • Decreasing participation rate of the workforce

He further added that Canada should adopt smarter immigration policies. Also, the Govt. should double the strategic investment in Canadians.

The Canadian Global Cities Council says that the Canadian Govt. should focus on facilitative immigration. They should increase the administration of immigration to address the shortage of workforce in Canada. This will help businesses in the country get access to a greater talent pool.

The CGCC also said that Canada should encourage faster visa processing and exemptions on Work Permits. The Govt. should also implement industry-specific Work Permits for temporary foreign workers.

The CGCC also said that special measures should be taken to retain foreign students. Canada should enhance credential recognition and launch a “Trusted Employer Program”. The program will help streamline visa applications for business along with a consistent and proven track record.

Canada has made its mark internationally for its high quality of education. LeBlanc said that Canada should use such assets as leverage to train, attract and retain foreign talent.

CGCC’s primary goal is to help influence the country’s policies and help build a sustainable and competitive economy. The cities that participated were:

The UAE had announced a visa waiver for children below 18 accompanied by adults in July this year. 

The announcement made on 15th July exempted the accompanying dependents under 18 of foreign visitors from visa fees. The exemption was valid between 15th July and 15th September and had been effective for the first time this year. 

As per the announcement by FAIC (Federal Authority for Identity and Citizenship) in July this year, the waiver will be effective every year from 15th July to 15th September. 

For 2019, the visa waiver has ended for this year on 15th September. 

The UAE has many foreign tourists visiting every year as it is a very popular tourist destination. The visa waiver was very well received and got a good response from visitors from across the globe. 

The visa waiver was initially targeted at expat families who might want to visit during the summer holidays. The exemption on visa fees meant that the families could make a significant saving.

Even though the summer months in the desert country are quite harsh, there is no better time to visit the UAE than these considering the cost factors. You can save a lot on both hotels and airfare.
