MPNP Canada invites students and overseas workers in the latest draw

The Manitoba Provincial Nominee Program (MPNP) in Canada conducted its latest draw on 9th May. 170 Invitations to Apply were issued in this draw for Permanent Residence.

15 of the 170 invites were given to candidates who had their profiles in the Express Entry pool. These candidates also had a job seeker validation code.

101 invitations were issued to candidates applying under the Skilled Worker in Manitoba pathway. The minimum score for this stream was 569 under the MPNP points grid.

52 invitations were issued under the Skilled Workers Overseas stream. The lowest-ranked candidate in this stream had a score of 616.

17 invitations were issued under the International Education Stream. This stream is for international students who have completed their studies from post-secondary institutes in Manitoba. However, these students need to meet the requirements of any one of the 3 immigration pathways.

The MPNP encourages international students to attend its information session before they apply under the International Education Stream.

All overseas skilled workers under invited under the Strategic Recruitment Initiative of the MPNP. The MPNP works with employers in Manitoba to fill in available jobs in the province.

To apply under the MPNP, applicants must first submit an online Expression of Interest. The EOI contains information regarding the work experience, education, connection to Manitoba and language skill details. The candidates are then assigned a score based on the Manitoba points grid.

The highest scoring candidates are invited in each draw to apply for a Provincial Nomination, as per CIC News. A Provincial Nomination adds 600 points to an applicant’s CRS Score. Invited candidates have a much greater likelihood of integrating into the Manitoba society. These candidates are also most like to contribute to the long-term development of the province of Manitoba.

As per the NSW Treasury Analysis, 37,000 aged parents coming to Australia under the new Parent Visa could swamp Australian hospitals.

Dominic Perrottet, NSW Treasurer, says that the Federal Govt. cannot expect the state govt. to pay for their expensive migration policies.

If the Labour Govt. comes into power, they promise to slash the Parent Visa fee. Unlimited visits would be granted and parents will be able to apply for a second term of their Visa without exiting Australia.

The current Coalition Govt. has capped the new Parent Visa at 15,000 annually. Applications for the same will be accepted from 1st July 2019.

Australia is facing a backlog of almost 100,000 applications for the Permanent Parent Visa. A majority of these applications are from Chinese-Australians. Also, most of these applicants cannot expect to obtain a Visa before 2040-50. These migrants, obviously, will quickly switch over to the new and easy Temporary Parent Visa.

The NSW Treasury based its estimate of parent arrivals on the current backlog. The state of New South Wales accounts for 37% of the family visa settlements currently.

The Treasury’s estimate is pretty conservative as it has not taken into account the Indian and Middle-Eastern diaspora. Devotion to one’s parents is part of the cultural heritage of these countries. However, parents from these countries often fail to meet the “Balance of Family” test, unlike the Chinese. The Balance of Family test requires you to have at least 50% of your children settled in Australia. Most Indian and Middle Eastern families do not meet this requirement due to their large family sizes.

Labour has a budget of $10 million planned for the Parent Visa for 2020-21. This budget will rise to $40 million by 2022-23. This will be equivalent to the cost of 16,000 5-Year Parent Visas.

Shayne Neumann, Labour Spokesperson, said that the visa conditions would remain the same as the current Visa.

Bob Birrell, a Demographer, has forecasted that around 200,000 Temporary Parent Visas may be issued under the Labour’s first term.

Peter McDonald, a population expert, estimates that up to 2 million parents of immigrants could possibly come to Australia.

Prof McDonald believes that a rush on the new Parent Visa would increase net migration to Australia. It will also increase the average age of Australians by adding a large number of aged parents to the population. This will put a lot of stress on services for older people, as quoted by The Australian.

The Temporary Parent Visa does not provide access to Medicare. The State Govt.’s have often complained that they have to foot the bill after temporary visa holders incur costly treatment and fail to pay.

How will the Australian Elections affect immigration?

As per a recent poll conducted by IPSOS, Immigration has jumped up to 6th spot as the most common worry of Australians. The topic of immigration is divisive as the Labour and Coalition have different stands on it.

Leftist voters want to bring in more immigrants to Australia while rightist voters do not.

The major parties have the below approaches when it comes to refugee and migrant intake:

  • If Labour wins the Australian Elections:

If Labour wins the Australian Elections, skilled immigrants will be paid more. Also, it might be easier for migrants to get their parents to Australia.

Labour has made a declaration that it has a long-term approach to immigration intake. However, they are yet to announce any policies on the same.

They have, however, made many promises on many visas.

For example, Labour has promised to do away with the 15,000 yearly caps on the new Parent Visa. They have also promised to slash the visa fee for the same. Labour intends to drop the price of a 3-year Parent Visa to $1,250 and that of a 5-year Visa to $5,000. They have also promised that both sets of parents would be able to apply for the new Parent Visa which is not possible currently.

Labour also announced in December 2018 that it would increase the income threshold of the Temporary Skilled Migrants from $53,900 to $65,000 annually.

Labour also plans to increase the refugee intake from the current 18,750 to 32,000, as per Yahoo Finance.

  • If the Liberal-National Coalition wins the Australian Elections:

If the Liberal-National Coalition wins the Australian Elections then the migration intake will be slashed by 30,000.

As announced in the annual budget in April this year, the Coalition Govt. plans to cut down the immigration intake from 190,000 to 160,000. This will result in a loss of 120,000 visa places in the next 4 years until 2022-23.

The Coalition has also promised to allocate a budget of $64.2 million to “Social Cohesion Measures”. These measures will help new migrants in settling down in Australia. The budget will be used to fund community hubs, community language programs and local sports grants. It will also be used to support understanding and diversity initiatives.

However, cutting down has immigration numbers has made many Australians raise concerns about the impact it will have on the economy.

Economic Columnist Terry McCrann feels that Australia is running an immigration scam. The country is building more infrastructure to service immigration rather than improving the long-term productivity and prosperity of the country.

Recently the Coalition put out its immigration policy where it wanted to cap its Refugee Visas at 18,700. Labour, on the other hand, wanted this number to be 32,000.

Labour also wants to increase the cap for the new Parent Visa. The current Govt. has capped the new Sponsored (Temporary) Parent Visa at 15,000 annually. Labour also wants to decrease the visa fee of the Parent Visa to half of what it is now.

Currently, there are about 100,000 elderly parents who are waiting to come to Australia. Plus, there are a number of refugees seeking asylum in Australia, as per The Mercury.

Terry McCrann believes that the whole point of immigration is to bring in younger immigrants. These younger immigrants can help the Australian workforce. However, bringing in 100,000 elderly parents of immigrants defeats the whole purpose.

McCrann also feels that Australia’s current cap of 18,700 for Refugees is among the most generous in the world. He cites the example of Japan which has no immigration policy for taking in refugees.

McCrann went on to say that the country is running a Ponzi Scheme on immigration. It is building more and more infrastructure day by day to support immigration. However, little is being done to improve the wealth and productivity and prosperity of Australia.

Australia has introduced a new points system as well as a new Regional Visa.

Below are the changes that you can see in the new points system:

  1. If your spouse or common-law partner is skilled, then you get 10 points
  2. If you are sponsored by a State/Territory or by a family member living in a designated area, you earn 10 points
  3. If you have specific STEM qualification, you get 10 points
  4. Single applicants (those who do not have a spouse or common-law partner) will get 10 points
  5. If your spouse or common-law partner has competent English you can get 5 points

Single applicants will be given additional points under the new points system. The previous points system was more advantageous for married people as they could claim points for their spouse’s skills.

Following the advice of the Productivity Commission, Australia has revised its points system. The revision was introduced so that the spouse’s skills could contribute to the score of the primary applicant.

It was pointed out by the Productivity Commission that 50% of the immigration intake consisted of secondary applicants. Although many secondary applicants are not very skilled, a majority of them were highly skilled. They could be big contributors to the Australian economy.

The new points system will benefit applicants who have good English proficiency.

Also, single applicants and applicants who have skilled partners will receive more preference, as per SBS News.

Applicants whose spouse’s do not possess the necessary English proficiency will be ranked lower than the rest.

The new points system of Australia will come into effect from 16th November 2019.

Canada issues 3350 invitations in the latest EE draw

Canada held the latest Express Entry draw on 1st May 2019. 3,350 candidates were issued Invitations to Apply (ITAs) for Canadian Permanent Residence.

Canada’s Express Entry Program manages the applications for Permanent Residence for the following economic immigration programs:

  1. Federal Skilled Worker Program
  2. Canadian Experience Class
  3. Federal Skilled Trades Class

To apply under the Express Entry program, one needs to submit an online profile. Each profile is given a Comprehensive Ranking Score (CRS) based on attributes like age, education, work experience, language skills etc. Applicants with the highest scores are selected in each draw and are issued an Invitation to Apply for PR.

For the 1st May draw, the minimum score was 450. There was a 1 point drop as compared to the last draw held on 17th April. 3,350 candidates were invited in the 17th April draw too.

Canada has issued a total of 31,250 invitations until now for 2019. The immigration target for the year 2019 is 81,400, as quoted by Mwakilishi.

Candidates who receive an ITA get 60 days time to submit an application for Permanent Residence.

Candidates who apply for PR through the Express Entry Program can remain in the EE pool for up to 12 months if not invited. They can continue to improve their CRS Score.

Ontario to launch new immigration pathways for tech workers

Ontario has announced that it will introduce new immigration pathways for tech workers and for smaller communities. This will be done through the Ontario Immigrant Nominee Program (OINP).

Ontario has announced the below initiatives in its 2019 Budget:

  1. It plans to launch a Pilot Program aimed at bringing in skilled overseas workers to smaller communities in the province
  2. It plans to expand the current OINP-Entrepreneur Stream
  3. 2 new occupations have been added to the Skills In-Demand Stream: Truck Drivers and Personal Support Workers

Ontario also plans to modernize the OINP. This is to ensure that the workforce in Ontario stands among the highest skilled in the present economy.

The Budget statement calls upon the Federal Govt. to work in close collaboration with the province. This will ensure that the NOC codes and nominations allocated to Ontario are fair. The Federal Govt. should also permit Ontario to cater to its own specific economic needs and labour market.

New stream for the Tech Sector

Ontario has announced that a dedicated pathway to assist the tech sector will be created. This will help attract high skilled immigrants to the province. The new stream is being created in response to the expanding IT sector in the province. It will mainly be centred on Toronto which is considered as the fastest growing technology market in North America, as per CIC News.

The Tech Stream for high skilled workers will follow the immensely successful Global Talent Stream launched by the Federal Govt.

New Pilot Program for smaller communities

Ontario will launch a Pilot Program aimed at the smaller communities in the province. This initiative will be started with selected communities to spread the benefits of migration to the smaller communities. The Pilot Program aims at attracting skilled migrants to the smaller communities in the province.
