Know about the latest MOU between Saudi Arabia and South Korea

Saudi Arabia has signed a new memorandum of understanding (MOU) on granting Visit Visas with South Korea. King Salman of Saudi Arabia announced the same at a Saudi Cabinet meeting.

The Saudi Cabinet also discussed many other national and international developments. At the top of the agenda was the rising tension along the Gaza border between Israel and Hamas. Another matter under discussion was the encroachment on Palestinian soil by Israeli settlers. The Cabinet opined that the UN Security Council should intervene in these matters.

It also approved the amendment to the air transport agreement between Saudi Arabia and Indonesia.

The progress of the 2025 Sustainable Agricultural and Rural Development Program was also praised by the Cabinet. The program aims to enhance farming techniques. It plans to do so through renewable energy and sustainable water sources.

The National Transformation Program 2020 and Vision 2030 programs were also discussed. These projects aim at developing global renewable energy in the next 10 years. These programs would be vital to building a renewable energy sector in the country.

The Cabinet also discussed the importance of Saudi Arabia as a reliable source of oil in the long term. It also praised the foiling of a terrorist attack by the security forces of the country, as per Arab News.

UAE is no more issuing the 6-month Jobseeker Visa now which was available during the Visa amnesty period. The UAE Visa Amnesty Program ended on 31st December 2018.

The Amnesty Program allowed violators to alter their residency status in the country. They were allowed to either get a new sponsored Visa or get a 6-month temporary visa to look for employment.

The Amer and GDRFA centres in the UAE have been flooded with inquiries about the temporary visa. UAE officials have clarified that the temporary visa scheme ended with the amnesty program. There is no official announcement for the temporary visa scheme for unemployed residents as yet.

An official from the Amer Centre said that the 6-month visa was only available to people who had committed visa violation before 1st August 2018. The Amnesty Program ran from 1st August till 31st December giving violators an opportunity to legalize their visa status.

However, as per an announcement made by the UAE Cabinet last June, a new visa for job seekers may soon be introduced. The Cabinet had announced reforms for visitors, residents, and people who overstay their visas. A decision was taken to introduce a 6-month visa for people who overstay but wish to work in the country. UAE envisions the new temporary visa to uplift UAE’s reputation as a land of opportunities for talented people. An official announcement, however, is yet to be made.

The new legislative package would also contain a new insurance scheme for workers. The new scheme replaces the current deposit of Dh 3,000 per worker with a new Dh 60 insurance policy, as per Khaleej Times.

The new visa reforms will also allow people who overstay to leave the country without a “no entry” stamp on their passport. Violators who enter UAE unlawfully may be allowed to leave the country with a no entry stamp for 2 years if they provide a return ticket. Also, there will be no fee charged for adjusting or renewing a visa without the need to exit the country.

Expats in private sector firms in Saudi Arabia can now get Work Visas with a validity of 2 years. Work Visas in Saudi Arabia, currently, have a validity of 12 months. The extension of Visa validity would also be applicable to old visas. The additional time limit would bear no extra cost. The announcement was made by the Saudi Ministry of Labour and Social Development.

Khalid Abalkhail, the Ministry spokesperson, said that the new Visa reform was limited to regular Work Visas only. Housekeeping Visas were not applicable for an extension.

The Ministry also said that companies in Saudi Arabia could cancel old Work Visas and issue new ones with extended validity. This would be possible provided the visa requirements remained the same.

In 2017, the Saudi Govt. announced that it would be reducing the validity of Work Visas to one year. However, domestic workers and expats at government agencies were exempted. They continued to receive 2-year visas.

The new visa reform has been introduced by the Ministry with a view to helping the private sector firms. The extended visas can help fill the needs of the private sector companies in Saudi Arabia.

There were several visa reforms introduced by Saudi Arabia in a bid to reduce unemployment among Saudi nationals. Since November 2012, private sector companies who employed more expats than Saudi nationals had to pay SAR 200 for each foreign worker per month. In 2018, the fee was increased to SAR 300-400 and may further increase to SAR 700-800 by 2020, as per International Investment.

Latest update on the Subclass 489 Visa of NSW, Australia

There are 9 regions participating in the Subclass 489 Visa Program in New South Wales in Australia. Central West, which is one of the Regional Participating Authorities, has said that visa applications are currently being assessed. Applicants will be notified of the outcome through email by the RDACW. The Skilled Occupation List of Central West, in the meanwhile, will remain closed till 31st January 2019.

RDACW  is currently reviewing the Skilled Occupation Listed of Central West. It may reconsider the assessment procedure of Subclass 489 (Skilled Regional Provisional) Visa for 2019. The occupation list for Central West will be reopened in March 2019. The list, as well as the revised selection criteria, would be updated on the official website.

Central West stopped accepting applications for the Subclass 489 on 21st August 2018.

Each of the 9 Regional Authorities participating in New South Wales’ Subclass 489 program has their own criteria for selection. The list, application process, and fee are unique to each region, as per SBS News.

The current status of the 9 participating regions in NSW for the Subclass 489 Visa is:

  1. Central West: provisionally closed- New Regional Authority
  2. Far South Coast: provisionally closed
  3. Mid North Coast: provisionally closed
  4. Northern Rivers: provisionally closed-New Regional Authority
  5. Orana-provisionally closed
  6. Riverina: provisionally closed
  7. Southern Inland: presently sponsoring
  8. Murray: presently sponsoring

International media worldwide are taking note of Canada’s friendly stance toward immigration. Under the Multiyear Immigration Levels Plan, Canada aims to admit more than a million Permanent Residents in the next 3 years.

BBC and CNN have highlighted how Canada’s immigration target sets it apart on the global stage.

CNN pointed out Canada’s friendly immigration stance as compared to the restrictive policies of the US.

New York Times further argued that the US should emulate Canada for the sake of its economic health.

Immigration Minister, Ahmed Hussen said that growing economic immigration can help sustain Canada’s workforce. It can also support economic growth as well as spur innovation, as quoted by CIC News.

Canada aims to admit 350,000 Permanent Residents in the year 2021. This is equivalent to 1% of Canada’s population.

Under Canada’s Multiyear Immigration Levels Plan, Canada has an immigration target of 330,800 for 2019. For 2020 and 2021, the targets are 341,000 and 350,000 respectively.

60% of all new PRs who arrive in Canada in 2019 will do so through its economic immigration pathways. The Federal Skilled Worker Program, Canadian Experience Class, and the Federal Skilled Trades Class collectively have a target of 81,400 for 2019.

The PNP is also expected to continue its noteworthy growth. From a PR admission target of 233 in 1996, the PNP has grown to a target of 55,000 in 2018. Canada’s PNP aims to admit 61,000 PRs in 2019. It is slated to further grow to a target of 67,800 in 2020 and 71,300 in 2021.

The Family Sponsorship Program of Canada has a target of 88,500 in 2019. The program includes spouses as well as common-law partners, children, parents, and grandparents. The targets for 2020 and 2021 is 91,000 each.

Canada also aims to admit 46,450 refugees and protected persons in 2019. The target for 2021 is 51,700.

Suppose you are a Residence Visa holder of the UAE. You plan to visit India for a month long vacation from June 5th to July 5th. However, your Residence Visa expires on the 6th of July. Would you be able to leave the UAE and return without any hassles?

The answer is yes.  A resident of the UAE may be able to enter the UAE as long as the Visa is valid. Hence, you may enter the UAE even a day before visa expiry.

What are the exceptions to the visa validity rule?

Staying for more than 6 months out of the UAE may lead to cancellation of your Residence Visa. UAE residents who leave the UAE for more than 6 months have their Residence Visas cancelled and need to apply for new ones to re-enter the country.

However, there are exceptions to the visa validity rule:

  1. If the wife of a UAE resident is a foreigner and on the sponsorship of her husband, she may be allowed to enter the country. This is despite the fact that she may have spent more than 6 months abroad.
  2. Domestic workers who accompany a UAE resident to study abroad will not lose their Residence Visas for staying abroad for more than 6 months
  3. Domestic workers who accompany a UAE resident for medical treatment abroad will also not lose their Residence Visa
  4. An expat in the UAE who goes abroad for medical treatment for more than 6 months also does not lose the Residence Visa. However, their medical reports need to be approved by the Ministry of Health, as per Khaleej Times.
  5. Domestic workers who accompany Diplomatic or Consular members abroad also do not lose their Residence Visa

Canada has announced plans to welcome more than 1 million immigrants in the next 3 years.

In 2017, Canada welcomed more than 286,000 permanent residents. The immigration target for 2019 is more than 350,000. Canada aims 360,000 in 2020 and 370,000 in 2021. That’s over a million more permanent residents over the next three years.

Immigration Minister, Ahmed Hussen, said that Canada has developed into a strong and vibrant country. That is because of all the newcomers that the country has welcomed in the past.

Mr Hussen is an immigrant from Somalia himself. The CNN quoted him saying that the immigrant population helps offset Canada’s ageing population and decreasing birth rate. The immigrant population helps to strengthen the labour force of Canada.

Many countries like the US and Australia are taking a more restrictive stance towards immigrants. Canada, on the other hand, has a friendlier stance towards new residents. The country is dedicated to offering protection to refugees.

As per the United Nations Refugee Agency, there were more than 68.5 million refugees in 2017.

A budget of $5.6 million has been pledged by Canada’s IRCC towards global resettlement initiatives.

Overseas workers who are willing to live and work in Northern Territory for 3 years can now get Australian PR. Low-skilled migrants in NT now have access to PR under a special visa scheme.

Northern Territory has opened up the pathway to PR for 117 occupations. Many of these occupations have lower requirements for English and other skill levels.

On 1st January 2019, a special visa scheme called the Designated Area Migration Agreement has come into effect in NT. This is the second DAMA signed by NT. However, the first DAMA did not offer a pathway to PR.

Immigration Minister David Coleman said that NT’s second DAMA is an example of how the Govt. can use the migration program to cater to specific needs of regional areas. NT has been able to use the DAMA to fill up its labour shortage. The Federal Govt. hopes to partner with the NT Govt. to support the skills need of employers in NT, as per SBS News.

Employers in NT will now have access to 117 occupations to fill in job positions otherwise not available locally.

The Australian Govt. has announced that it will start accepting applications for the new Parent Visa from 2019. The Migration Amendments Bill (Family Violence and Other Measures) was passed by the Federal Senate in November 2018. This Bill paved the way for the much-awaited temporary sponsored Parent Visa.

David Coleman, Immigration Minister, said that the new Visa will help reunite migrant families in Australia. He added that this Visa will provide a route for parents and grandparents of migrants to visit their families in Australia.

The new temporary sponsored Parent Visa will allow parents of migrants to live in the country for up to 5 years. Applicants can choose between a 3-year visa and a 5-year visa. A 3-year Visa will cost $5,000 and a 5-year Visa will carry a Visa fee of $10,000, as per SBS News. The Visa would be renewable for up to another 5 years at the same cost. Migrants in Australia, however, have spoken against the exorbitant visa fee.

Applying for this temporary sponsored Parent Visa would be a two-step process. The sponsor in Australia will need to act as a financial guarantor. They will also be required to pay any healthcare debt in the event of a medical emergency.

The sponsor in Australia will first need to submit a sponsorship application. The sponsor would be assessed by the Govt, and if approved, may proceed to lodge the Parent Visa.

Parent Visa applicants would be required to get health insurance from an Australian provider. In the event of a healthcare debt, the sponsor would be required to pay off the debt despite the huge Visa fee. This would include hospital and aged care fees and any other public health debts.

The unemployment rate in Canada was 5.6% in 2018 and was the lowest since 1976.

There were 78,000 more people employed in full-time jobs in Ontario in 2018. Ontario’s unemployment rate of 5.4% was the second lowest among Canadian provinces. The unemployment rate dropped by 0.2% in the province as compared to the previous year.

British Columbia had the lowest unemployment rate in Canada at 4.4%. There were 44,000 more employed people in the province in 2018. The employment growth rate in BC was 1.8% which is double that of Canada’s national average.

Saskatchewan had the best employment growth rate in the country at 1.9%. With 11,000 more employed people in 2018, the unemployment rate in Saskatchewan was 5.6%. There was a drop of 0.9% in the unemployment rate in the province.

Statistics Canada reported that 2018’s unemployment rate of 5.6% was the lowest since 1976, as per CIC News. The number of employed people in the country grew by 168,000 in 2018 at a growth rate of 0.9%. The increase has been attributed to the increase in the number of full-time jobs.

The maximum employment gains were recorded in the Service industry in Canada. This was followed by the health care and social assistance with an employment gain of 74,000. Business, building and other support services were in third place with an employment gain of 59,000.
