PR invitations to PNP candidates on the rise in Canada

The number of PR invitations issued to PNP candidates is on the rise in Canada. Out of the 62,500 candidates who received invites between January and September in 2018, 7,500 had a provincial nomination. This accounts for almost 12% of all the invited candidates. This number was just 9% in 2017.

The Provincial Nominee Program of Canada allows participating provinces to nominate a set number of candidates for PR each year. Each province with an immigration program now has at least one stream that is linked to the Express Entry program.

Candidates in the Express Entry pool receive an additional 600 points if they have a provincial nomination. The extra points ensure that the candidates receive an invite.

The rising number of candidates with a provincial nomination in the EE pool may also be responsible why the lowest score in 2018 has not gone below 440. If the same trend continues, then the best bet for those scoring less than 440 to obtain an ITA would be to apply through a PNP.

The growing number of invites being issued to PNP candidates clearly shows the increasing importance of the PNPs to the Canadian Govt. As per Canada’s multi-year immigration level plans, the cap for PNP candidates would be increased by another 6,000 places.

Canada’s intake target through PNPs in 2018 is 55,000. The cap will be increased to 61,000 in 2019. By 2021, the intake target would be increased to 71,300 which will be a 30% rise over 2018’s target.

The PNP was first established in the year 1996. IRCC released a report which showed that the growth of the PNPs has been exponential. From an intake of 233 in the first year, it has risen to 49,724 in 2017.

The growth of the PNPs is also helping to redistribute the incoming immigrant population away from the major cities of Canada. 34% of all the economic immigrants who came to Canada in 2017 settled outside Quebec, Ontario, and British Columbia. These 3 provinces house the largest cities Montreal, Toronto, and Vancouver respectively. The number of immigrants who settled outside these provinces was just 10% in 1997.

A report by Statistics Canada also pointed out something noteworthy. Most economic immigrants tend to remain in the same place where they first settled. The report revealed that only 11% of the immigrants tend to move away, as per CIC News.

Australia is about to issue a new Immigration arrangement. According to it, Overseas Immigrants with low skills can move to the country on a Work Visa. They must possess basic farming or hospitality skills. Speaking fluent English is not a must. They should be willing to take up in-demand jobs.

Overseas Immigrants skilled in 117 different fields will be able to work in Australia. The 5-year Designated Area Migration Agreement or DAMA defines some criteria for skills, income and language. The required level for each of these aspects will be lowered.

The Overseas Immigrants can even apply for Permanent Residency in future. However, they would have to live in the region for at least 3 years. The Government acknowledges the fact that local businesses need a workforce. There is a severe labor shortage in some regions.

However, employers must prove that they couldn’t find suitable local workers. The Government insisted that every territorian would benefit from this new Immigration deal. Overseas Immigrants would give rise to more jobs. As quoted by dailymail.co.uk, this eventually would strengthen the economy.

David Coleman, the Immigration Minister said this new rule would benefit certain locations. The aim is to fill employment gaps in regional areas. In the last few years, Australia has offered Permanent Residency to highly skilled Immigrants. However, some employers complained it is difficult to retain such employees. The Northern Territory employers suffer the most.

Hence, DAMA has come up with this new deal. It would offer semi and low-skilled Overseas Immigrants a chance to acquire Work Visa. The deal is to be signed this week. It would comprise a wide range of jobs. Fluency in the English language would not be a concern for Overseas Immigrants. Also, acquiring the Permanent Residency would be easy for such Immigrants.

The Australian Chamber of Commerce and Industry wants politicians to realize the benefits of Overseas Immigration. It boosts local businesses. The Chamber also insists that the Immigration program should focus on labor needs. It believes the Government is too occupied with the idea that Immigration has caused overpopulation.

The politicians have the notion that Sydney and Melbourne are congested because of Overseas Immigration. They should instead realize the local business’ need for Overseas Immigrants. Prime Minister Scott Morrison has acknowledged the issue. He has asked all the territories to come up with a final plan. He wants to know which areas are in dire need of Overseas Immigrants. 

There is immense pressure on the Government to reduce Overseas Immigration. Nevertheless, Mr. Morrison has not denied the need for it.

For Australia Visa aspirants, the English language test is very important. This test is often the one that catches aspiring immigrants by surprise.

Even people whose first language is English consider the test as a stumbling block. The IELTS is one of the most popular English language tests with almost 3 million tests taken every year.

The Australia Govt. has announced a new special visa agreement to attract immigrants to the regional areas. This move is a bid to redistribute the immigrant population outside the major cities of Australia.

David Coleman, Immigration Minister, recently announced two new special visa agreements. These agreements would create a pathway to Australian PR for migrant workers who are willing to live in the regional areas.

This new scheme is known as the Designated Areas Migration Agreements. It has been announced for Northern Territory and the Warrnambool region in Victoria. These areas are in the need of a population boost and are currently struggling with a labour shortage.

Employers in NT and the Great South Coast Region in Victoria will be able to bring in workers under the Subclass 482 Visa. The Subclass 482 Visa is the Temporary Skill Shortage Visa. The new scheme will also offer Permanent Residency to these foreign workers.

The DAMAs will allow employers in regional areas to sponsor workers for occupations which are not available under standard visa arrangements. The workers will also receive concession in the English language requirement and the level of salary. The DAMAs will also create a route to Australian PR.

The Great South Coast Region of Australia was the first in the country to sign the agreement. Northern Territory would sign the new special visa agreement next week.

Nigel Scullion, NT CLP Senator, said that NT needed more workers across a number of occupations. The DAMA will assists employers in the region who are struggling to meet labour demands domestically, as per SBS.

The DAMA will assist hospitality, agriculture, and other businesses in the Great South Coast in Victoria. It will help fill the employment gaps by providing these employers access to a wide range of foreign workers. These workers may not be available under standard migration schemes.

Tony Herbert, Mayor of Warrnambool, says that the offer of PR would make this an attractive proposition for foreign workers. This would also help in the population growth of the region.

Mr. Coleman said that the govt. is committed to improving the immigration program to meet the specific needs of the regional areas. These special visa agreements would be able to provide the skills needed in regional areas where local workers are not available.

Canadian province creates new opportunities for Overseas Entrepreneurs

On July 30, 2018, Newfoundland and Labrador introduced two new Immigration programs. The programs endorse entrepreneurship. The two programs conducted by the province are –

  • The International Graduate Entrepreneur Category
  • The International Entrepreneur Category

The International Graduate Entrepreneur Category

Graduates who studied in the province will get a Temporary Work Permit. They must hold a Post-graduation Work Permit. Also, they should create, own or manage a business in the province.

The International Entrepreneur Category

This program encourages Overseas Entrepreneurs to own a business in Newfoundland and Labrador. As quoted by CIC News, they would receive a Temporary Work Permit.

Overseas Entrepreneurs must stay in the province for 1 year. Thereafter, they can apply for provincial nomination to receive Permanent Residency.

Eligibility requirements

Overseas Entrepreneurs must submit an Expression of Interest. It is to let the Government know that they are interested in the programs.

Next, the Immigration Department will check whether the applicant meets the following criteria.

International Graduate Entrepreneur

  • Overseas Students should graduate from the province’s post-graduation Institutes
  • The course was at least 2-year long
  • They have scored at least 7 in the English or French language test
  • Candidates must hold at least 1 year of experience in managing a business

International Entrepreneur

  • Candidates from age 21 to 59 can apply
  • They must meet Canadian Language Benchmark 5 in English or French language
  • They must own $600000 new business assets and should be able to transfer them to the province
  • Overseas Entrepreneurs must be ready to invest $200000 in a new business
  • They should hold at least 2 years of experience in managing a business

The Newfoundland and Labrador Government wants to endorse Overseas Immigration. This way the province will get new jobs and businesses. That, in turn, will help improve the country’s economy and living standards of the province.

The Minister of Advanced Education Al Hawkins said Overseas Entrepreneurs can help the province. The Government announced the two programs at a news conference held in July. The event took place in a new startup office. Two successful Overseas Entrepreneurs had founded the tech startup. They graduated from the Memorial University in the province. This proves that Overseas Immigrants can land a promising career in the province.

Hurry! New Brunswick, Canada is now accepting applications for EE

New Brunswick in Canada has re-opened its Express Entry Labor Market Stream on 28th November. The New Brunswick PNP had temporarily shut the program in September.

The EE Labor Market Stream allows the province to nominate eligible candidates in the EE pool for Canadian PR.

The Express Entry Program manages applications for Canada’s three economic migration programs:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Class
  • Canadian Experience Class

Candidates who successfully receive a provincial nomination from New Brunswick will have 600 points added to their CRS score. These extra points will guarantee them an invite for Canadian PR.

Candidates should meet the below criteria to apply:

  • The applicant must have a profile in the Express Entry pool. They should also have a valid EE profile number and a Job Seeker Validation code.
  • The applicant should be currently living in or working in New Brunswick. They should submit their offer of employment along with their Expression of Interest.
  • The applicant must nominate an occupation under NOC 0, A, or B. The NOC code also should be included with the Expression of Interest.
  • The applicant should have a language proficiency score equivalent to CLB 7. They should submit their scorecard along with the EOI.
  • The applicant should have their education assessed and have a valid ECA report. The education should be equivalent to at least a Canadian high school diploma.

Only those candidates who are able to meet all the above criteria should submit an application. In case they don’t, their applications will be denied, as per CIC News.

The New Brunswick PNP has not mentioned the work experience required in an occupation. Earlier Express Entry opening had this requirement.

Candidates who are interested need to create an online profile. The profile should contain information regarding their age, education, work experience, and language proficiency.

Candidates whose profiles score 67 points on the New Brunswick point’s grid enter into the EOI pool.

The New Brunswick PNP ranks profiles of candidates as follows:

  • Profiles with the highest score
  • Proof of experience or training in a high priority occupation in demand in the province
  • Should demonstrate the ability to be economically established in the province
  • Should be able to contribute to the New Brunswick economy and labor market in a positive way.

While the rest of the world is reeling under anti-immigration feelings, Canada has started an online initiative. Canada has launched an online campaign to increase support for immigration.

The campaign is called #ImmigrationMatters and was launched in November. Through this campaign, the Federal Govt. is inviting people to share their migration success stories. The Govt. is then posting these stories on the website of the campaign and other social media accounts.

There is a toolkit included in the campaign which helps people find and share positive immigration stories. It also highlights newcomer contributions. There is also the option to order #Immigration Matters business cards and buttons. These may be used at various events to promote immigration.

Ahmed Hussen, Immigration Minister, recently addressed a public forum organized in Toronto. He said that it is essential to remind Canadians why immigration is necessary. He believes it is essential not only for the community but also for the country’s prosperity.

He said that Canada needed to showcase stories to show the success of immigrants in a majority of the cases. Newcomers to Canada readily embrace Canadian values and celebrate its freedoms. That is one of the primary reasons why immigrants choose to come to Canada in the first place. Ahmed Hussen himself was a refugee from Somalia, as quoted by The Star.

The key messages included in the #ImmigrationMatters campaign include:

  • Immigration creates new jobs for Canadians and contributes to the economy
  • Immigrants who are admitted are thoroughly screened and they respect the Canadian laws
  • Immigrants merge into Canadian society

A senior official from the immigration department said that the idea for this campaign came up a year ago.  It was important to have an open discussion regarding the role of immigration. It was important to note how immigrants add to the Canadian economy.

Immigrants bring a lot of positives and upsides to Canada. It is important to let the message spread through their stories. This campaign strives to show that their stories matter and it is the best way to spread support for immigration.

Australia conducted a national survey which tracked public opinion on immigration. The Mapping Social Cohesion Survey 2018 was conducted by the Scanlon Foundation.

The survey found that 4 out of 5 Australians saw benefit in immigration. The survey randomly chose 1500 Australians. 52% of the respondents felt that the current level of immigration was just about right or even lower than required. This is in contrast to political views concerned over rising immigration.

The survey revealed that 82% of Australians believed immigration is good for their society. Immigrants bring new ideas and cultures thereby improving Australian society.

80% of Australians also believed that immigration was good for the Australian economy.

As per ABS, Australia’s population has grown from 19.9 million in 2006 to 25 million this year. It is projected to reach 30 million in another decade between 2029 and 2033.

54% of the respondents raised concern on the overcrowding of cities as a result of immigration. 48% raised concerns over the Government’s management of the population growth. 49% raised concerns on the rising housing prices as a result of immigration.

To ease the pressure on major Australian cities, PM Scott Morrison has announced the reduction in immigration numbers.  Last month, he announced that Australia would reduce the migration intake by 30,000 places.

Australia’s immigration cap has been 190,000 since the year 2012-13. However, in 2017-18, only 163,000 PR visas were issued. This included both family and skilled visas, as per SBS.

Despite the reduction in numbers, a majority of Australians believe multiculturalism is good for the Australian society. Most respondents viewed multiculturalism as a dual-sided process of change. It involved adaptation from both sides-Australian and the overseas immigrants. 54% of the respondents believed that migrants should adapt to become more like the people in Australia. 37%, on the other hand, believed that the Govt. should assist ethnic minorities to maintain their traditions and customs.

Quebec to accept 40,000 Canadian PR admissions in 2019

Quebec, a fast-growing province in Canada, is to admit over 40000 Permanent Residents in 2019. As quoted by CIC News, it could issue nearly 25000 selection certificates. This update is part of their new Immigration Plan for 2019.

59 percent of these new admissions will be made through the Quebec Skilled Worker Program (QSWP). The actual target for Canadian PR admissions is set at 42000. The province is targeting to welcome 23450 Overseas Immigrants through QSWP. 19500, out of them, will be skilled workers as per their criteria.

Quebec’s 2019 target includes accepting Canadian PR admissions through its Business Immigration Programs as well. It includes the following programs –

  • Quebec Immigrant Investor Program
  • Quebec Self-employed Worker Program
  • Quebec Entrepreneur Program

The Canadian PR admissions target through these programs is set at 3200. 750 admissions are to be accepted through the Caregiver program. Quebec plans to accept admissions through family sponsorship as well. It is expecting to receive nearly 16550 Canadian PR admissions through these programs.

The province is planning to release at least 20200 Quebec Selection Certificates (CSQ) in 2019. Quebec has the sole responsibility for the admission and selection process. It is the only province in Canada with such an arrangement. Overseas Immigrants receiving the CSQ can apply for Canadian PR.

Skilled workers are to receive up to 15000 CSQs. Candidates through the Quebec Business Immigration Program will receive nearly 3000 invitations. The numbers have gone down from that of previous years.

The Quebec Government has confirmed that they have targeted to reduce the numbers. It would be reduced by 10000 people per year to curb Immigration rate. Simon Jolin-Barrette, Quebec’s Immigration Minister said it is a temporary initiative. This is to ensure that Permanent Residents are integrated well into the French-speaking culture.

However, this initiative has been strongly criticized because of a severe labor shortage in the province. Canadian Prime Minister Justin Trudeau has agreed with it. He said business owners in Canada are concerned about the labor shortage. This might not be the best time to reduce Overseas Immigration rate, he concluded.

The program to endorse the importance of farming in Australia is declared to be a failure. It has put tremendous pressure on the Government to create a new Agriculture Visa. The aim is to ease the labor shortage in rural areas.

The program has failed to find enough placements. It has fallen short of nearly 7600 places. It has been running for 2 years with a take-up rate of 4 percent. The National Farmers’ Federation has confirmed that there is no sign of improvement.

The program was launched in 2017. Since then there has been no improvement at all. The domestic seasonal workforce is not interested in farming. Prime Minister Scott Morrison had even conducted a campaign in South Australia to promote this initiative. He said unemployed people must take up local jobs. Their benefits might get reduced otherwise. However, this couldn’t save the program from failure.

As quoted by ABC.net.au, the program offered those on the dole an incentive of $5000 a year if they took up the job. Despite all the effort from the Government, the initiative failed. James Whiteside, Ausveg Chief Executive Officer said the demand is in hundreds of thousands. The failure only proves that Australians are not willing to take up in-demand jobs. He wants people to willingly take up the offer.

It is being investigated if there were any barriers for people such as transport or accommodation. Reports suggest that almost 90 applicants found a permanent job through this initiative. Nevertheless, the failure has given rise to the need for a dedicated Agriculture Visa.

The Government has made some changes to its existing Visa programs. The changes enable Overseas Workers to stay longer in the country. But it is not helping the Agriculture industry. Mr. Whiteside said there is an urgent need for a new Agriculture Visa. They want Overseas Immigrants who are flexible, reliable and willing.

Mr. Whiteside further added that they want a dedicated Agriculture Visa that is just meant for their industry. It should not be part of other Visas providing fewer benefits. What Australia needs is a long-term solution.

The new Agriculture Visa should address many concerns of farmers. Problems like underpayment, abuse of workers and mistreatment should be given attention. Prime Minister has confirmed that the Government would work on an Agriculture Visa that is a long-term solution.

Mr. Morrison said that labor shortage in Agriculture has always been a frustration. Australia is holding 3000 jobs in Agriculture. However, the workforce shortage has never subsided. He confirmed that the Immigration Department is overlooking the matter. They would come up with a new Agriculture Visa proposal soon.
